"I want to create a community through planning and construction" • Sharit Golan Chairman of the Subcommittee for Planning and Construction ◄ Watch

(live here) – Only two weeks have passed since the Deputy Mayor and Chairman of the Subcommittee for Planning and Construction, Attorney Sharit Golan Steinberg, took up her position as Chairman of the Subcommittee for Planning and Construction, and she has already had time to discuss 50 applications for approval of building dimensions and additions. After Passover, there will be a discussion of Tam projects A and urban renewal. So what's on the agenda? What topics will be promoted and be on the agenda? What is the vision? And what are we residents going to see in the next five years? Everything in a special interview for Live here.

Promotion of programs that have been stalled for several years

In the last five years, very few urban renewal projects have been promoted in the city of Haifa. Five years in which the promoters, the contractors and the residents felt that everything was stuck - plans upon plans were submitted and placed on the desk of the urban renewal department, but were not promoted to submission and were not approved anyway. The initiators tell in closed conversations about a large number of projects that were brought up for discussion in the engineering administration and then returned again and again for corrections and changes until the initiators simply gave up. One of the entrepreneurs (Shamosh Mor in the system) tells about a project in which he submitted to the Department of Urban Renewal no less than 35 submissions of the position (principle planning), all of which were rejected and finally they went back and approved submission number 28. In the last elections, almost all the contestants waved on the issues of urban renewal, Because this is one of the burning and important issues on the municipal agenda in Haifa.

"The construction boom in the city will be renewed"

The elected mayor, Yona Yahav, said that upon his return to office the construction boom in the city will be renewed and will also include the construction of new neighborhoods and urban renewal in the old neighborhoods. The mayor's view is that the promotion of urban renewal programs on a large scale will encourage young families to live in Haifa.

With the election of Yahav and the coalition agreements that were signed, Attorney Sharit Golan Steinberg was appointed deputy mayor and was appointed chairman of one of the most important committees of the municipality, which is the planning and construction sub-committee. Upon taking office, Sarit immediately began to act and within a week and a half already held the first committee hearing.

Here is the place to remember and recall the famous query that Golan submitted to the Haifa municipality, during November 2022, regarding all the projects that are in the preliminary stages and are stopped by the municipality and are not submitted. Golan demanded and did not receive from the Haifa municipality the details of the projects, but received a general answer about 126 projects that are stuck and not delivered.

To create a community through planning and construction

As soon as she assumed her position, Golan Steinberg guided the employees of the engineering director to think differently, thinking about community life and creating streets and neighborhoods from urban planning that allows residents to live a comfortable and safe life. "I want to create a community through planning and construction," she says.

Management and leadership create planning stability for project leaders

To the question of what are the topics she put on the agenda upon assuming office, Golan Steinberg says:
"Correct city management is the one that will decide because management and leadership include stability and a stable backbone and the ability to decide and promote things without thinking 40 thousand times or thinking that presentations at the academy will promote a city."

"The first thing I did when I took office was to create orderly work processes. As of today, the subcommittee for planning and construction already meets and promotes processes every week rather than every two weeks. This means that the rate of decision-making is doubled and with it the service to residents and entrepreneurs.

When you work in an orderly mechanism, you can make dreams come true, says Golan.

To our question - "What dreams?" Golan replies:

To release the traffic jam of 1,300 requests stuck on the table for licensing, to approve additions to apartments and TMA 38. To create planning certainty, while maintaining and adhering to the principles of environmental sustainability and halachicism.

There are large projects that include urban renewal programs in the city's neighborhoods. If we work correctly, then we will be able to give answers to entrepreneurs. Along with this, we are promoting the policy documents for the city, which were stuck and did not progress, such as a master plan for the coastal neighborhoods, a master plan for transportation, parking, a policy document for height and more.

As soon as the planning principles are clear and agreed upon, there will be planning certainty that will allow me to quickly run the plans."

There was a lack of decisions

Golan Steinberg, explains what caused the programs to be stuck and not promoted:
What the workers lacked was decisions. When an entrepreneur would come, they would pester him back and forth, wasting his time and money and actually stalling the project.

We will make sure to create certainty so that even when we want to promote a project or plan and need to make repairs, the contractors will receive clear instructions, because we want to communicate clearly and quickly with the developers and contractors and release the stuck plans. In June we will have a meeting with the entrepreneurs and the residents to run the plans.

Adding dimensions

Many issues certainly occupy the Haifa people in this period when we are under real threat and in a time of war. One of the topics is the addition of safety measures in existing buildings and the sense of security by shielding the houses. In addition, new construction and addition of housing units in the city.

In the interview, Golan Steinberg says that the first meeting she held dealt with applications for the MMDs and the very next day additions to the MMDs were approved. Sometimes plans are submitted for additions not only to the dimensions and it takes more time, but we make sure to speed up the procedure. All employees of the engineering administration understand the importance of the matter and are mobilized for work.

High-rise construction is a green construction that preserves the green areas

Building to height is the right construction in terms of sustainability and the environment, because a large number of housing units can be built, while maintaining green areas, says Golan Steinberg, adding that Haifa faces a serious challenge - a court obliges the municipality to plan residential construction on areas that the public Get used to seeing them as green areas (for example, Givat Aizim, Lincoln Hills and more... S.E.). We have to deal with these issues.

Bring back the Haifa pride

The committee held last week discussed 50 requests for approval. After Passover, a number of TAMA and urban renewal projects will be on the committee's table:
"We will do our best to promote and approve. We are now promoting, as a top priority, the removal of the barriers in the southern entrances project - Neot Peres B. In this project there are hundreds of young families who bought apartments under the "price for the inhabitant" and now building permits cannot be issued because the state has not finished You are preparing the public infrastructure, which will allow the contractors to enter the area. We at the Haifa municipality will do as much as possible to remove these barriers quickly.

The release of the barriers - focus of the director general of the municipality and the mayor

"Yona Yahav, the mayor and Gadi Margilat, the CEO, put the emphasis on releasing the barriers that prevent the progress of the projects. The hope of all of us is that as soon as things move forward, then the contractors will start building," says Golan Steinberg and emphasizes that she intends to bring back Haifa pride. "Haifa pride comes back not from building 40 housing units, but from building neighborhoods correctly and creating established community life."

It is unthinkable that a city would be run with a disconnection from the Ministry of Transportation

When Golan Steinberg took office, the subject of the imprisoned neighborhoods immediately came up for discussion:
"There was a meeting where the mayor was presented with the plans for the planned roads to allow another exit from the imprisoned neighborhoods. There are plans and alternatives that we liked and immediately began to promote, and there are plans that we brought back to the planners' table.

At the beginning of the previous term, we lost the budgets that were supposed to finance the roads of the imprisoned neighborhoods. The residents of the city cannot finance these roads out of their own pockets, so we will return to the discussion table with the Ministry of Transportation, to renew the relationship with them and the budgets for this issue. Fortunately, there are ministers who want to keep in touch with the mayor and through him renew the joint projects with the city of Haifa.

I want the city to move forward

In conclusion, Golan Steinberg says, I see myself on a mission to promote the quality of urban life and community life, either through the new neighborhoods that will be established or to take care of all the white elephants, such as the casino in Bat Galim. We must take care of the public infrastructure so that the urban development is done correctly.

I was given this important role and I did not say that I needed to learn the role, because I have been involved in these processes for many years and know the city and the municipal mechanisms very well. After a week and a half we approved plans because it brings money to the city and with this money we can repair roads and renovate public buildings. You will see many things because the city administration and the deputies are people who came to work and they work around the clock.

  1. We are lucky that Sarit received this very important bag. She is absolutely the right person in the right place at the right time.

  2. The response of a "loyal reader" is important and correct!! Sarit Golan should act to stop the 38 illegalities, especially in the Carmel Range!!

  3. TMA 38 is not urban renewal. Real urban renewal is planned and carried out for the benefit of the public and residents, in contrast to construction according to TMA 38, which is not a combination of developers for unusual and illegal construction, and for this purpose a large part of them submit fabricated calculations and misleading plans that are approved without professional inspection by The planning authorities, who have no other adequate capacity and alternative for construction and urban development that will benefit the public. This is the biggest scandal of capital-government since the establishment of the state, greedy entrepreneurs are building monstrous construction anomalies compared to the regulations and construction laws that were made for the benefit of the public, and the municipality and the planning authorities are in distress due to a crisis Housing deliberately turns a blind eye and approves TMA 38 requests that constitute fraud and irreversible damage for the next 100 years. The time has come for the Haifa municipality to promote real urban renewal with construction that benefits the residents and not unscrupulous corrupt people.

  4. It should be approved in an intelligent way and not enrich the pockets of the developers at the expense of the resident and lower the quality of life for the sake of the developer's wealth. Exceptions for which laws were enacted should not be approved. Every project should be examined bilaterally

  5. The plan reviewers in the Building Licensing Division are unable to review application documents, they are easy to work with and the plan editors take advantage of this: falsifications of the historic natural ground surfaces, the counting of floors from the bordering street instead of the natural ground surfaces that are sometimes lower than the street by a floor, misleading calculation of the basket of rights, misleading calculation of service areas , and more and more, the opportunities for cheating are endless and cannot be mastered without serious professional tools and reasonable time. Another reason why it is recommended to first check eligibility for TMA 38 before entering the thick of the beam and getting involved in checking the application notes, something that will reduce the amount of applications and drop most of them at the threshold.

  6. The implementation of TMA 38 on the Carmel Ridge is carried out on the basis of false statements by municipal engineers. The building permits under TMA 38 are issued against the law!!
There is no connection between "urban renewal" and the destruction plans carried out by force of TAMA 38. It's all eye catching and washed words.
This is a gross abuse of TMA which was originally intended to strengthen buildings required for this and not become a real estate bonanza for greedy people.
Sharit Golan - not even an illegal TMA request should be brought forward for discussion in the planning committees!!

  7. Maybe they will finally start urban renewal in Neve Shaanan according to a presentation of urban renewal Neve Shaanan if they start doing urban renewal in Neve Shaanan it would be good for everyone

  8. Hello beautiful Shirazi:
In an age where private and public gardens are turning into another parking lot, there is certainly no place to let the dogs play or let the children play. When the municipality approves Tama 38 that does not leave one meter of garden in the buildings in the front, then their owners do not have a garden to let the dog in.
In all the buildings with a garden, as was the case with every building erected 30-40 years ago in Haifa, dog owners used to close the gate and let the dogs enjoy the garden. Only gardens are no longer made in the Tama 38 buildings either
If you noticed, everything is a "parking lot". So instead of the municipality having to put gates in all kinds of boulevards, maybe the municipality will put "planning gates" and require projects to produce gardens - both private in small plots and public in urban renewal.

  9. I think that we must prepare gardens for the release of dogs in Haifa. There are a lot of dogs. I live in an estate in Kiryat Safar, in the whole area of the Moriah estate, all the old neighborhoods, there is no garden. In addition, the pigs walk freely on the sidewalks towards the bins and we have to go down to the road and take a risk. So think a little and find a place where you can fence off an area with a water tap and a little shade. There is a place in Shad Sinai near the Pisgat Ahuza nursing home in the direction of Horev. There is a small place in Kiryat Safar to the right of a real school close by To the kiosk. That place only needs two gates and that's all. There is a bench fence and they can play a little. Thank you in advance and think of the dogs and us who need a corner in the city. And of course the pigs need to be removed.

  10. They build and build without taking into account traffic jams and obstructing the view, for example around the Carmel Beno Hospital, we have built endlessly and the catastrophe reigns without parking and huge traffic jams all day and now the Lincoln Hills will only double the situation.
    shame

  11. Really, as if you could approve all the plans, almost every developer here wants a 22-story building over a 4-story building, what will the neighborhood look like? What will the city look like? You know that it won't be possible, so why mislead the residents? The first ones will be allowed to vacate large constructions, and after them next door, they will probably move to approve only Tama and small additions to existing buildings.

  12. A very dangerous woman!! She has a clear and orderly agenda on how to take care of her friends on the Carmel, at the same time break and smash the beach neighborhoods that are not close to the core!!! We need to examine and make sure that such people are not destroying Haifa...

  13. Yes, Yahav wants to speed up the construction for his friends, the Ofer brothers, Gad Zeevi, who are busy with contractors.
This is how we got Slams Habiva Reich and are promoting Slams Ramot Ramez.
Crazy overcrowding, high-rise construction without replacing infrastructure, huge traffic jams without promoting public transportation,
Everything for you residents. Or for the city council, more levies = to finance the salary celebrations and corruption..

    • I respond to the elk and the bird and even more so:
Right ! And it's good that there are already residents who are starting to understand what's happening here!
If they continue to have more than two children per couple, then we will have a population explosion!!!
Population explosion begins with feelings of suffocation and terrible overcrowding, with the loss of privacy and the loss of spaces, the loss of green areas and the loss of birds and cats and butterflies, because everything will be concrete, the death of green lungs, the death of areas that create natural air and death to the creatures of nature that will cause the death of the animal and plant chain. Loss of sky because the players' scrapers will hide the sky and the windows will not penetrate sunlight at any time of the day because the buildings will hide it from the building where you will live, terrible traffic jams, sinkholes and floods from rains in the winter and a heater in the summer...and finally death with me from starvation because there will not be enough land left for agriculture.
That is why the population needs to be reduced and not increased and thereby correct the sins of the generations that preceded us. There is only one way for this:
The law prohibits having more than one child for at least 5,6 generations until the world's population returns and drops from 8 billion to 0.5-1.7 billion people and those who violate this law will execute the newborn and if they do it again, then the second newborn will also be executed and this time they will also be executed Kill the parents!
A population explosion will lead, on the one hand, to a civil war and on the other to a dictatorship!

    • The city of Haifa is stuck on the issue of construction. Her application in all kinds of additions was not approved. such as building renovations. Everything then seems stuck. to come and say that now he will approve his sons to those he has a relationship with from protection. That's why everything is stuck. It is true that you should check, but actually only postpone why. The city must be renewed because no new buildings have been built in the city of Haifa, as many of them have been built and expanded. What is wrong with the Carmel Castle?
