Keren Shalem is a public fund of the local government in cooperation with the Ministry of Welfare and Social Security that helps develop services in the community for people with disabilities. The mayor of Kiryat Bialik Eli Dukorski was elected by the local government center for another term as chairman of Keren Shalem.

Keren Shalem is a public fund of the local government in cooperation with the Ministry of Welfare and Social Security that helps develop services in the community for people with disabilities. The fund helps with grants, advice and thinking to promote the quality of life in the community of people with developmental intellectual disabilities. In the last decade, a whole fund has invested hundreds of millions of shekels in the field of disabilities.
Every year, the fund assists about 200 projects and ventures all over the country, in full cooperation with the inspectors of the Ministry of Welfare and Social Security, representatives of the welfare departments in the local authorities, operating bodies and other funding bodies that take part in the process of the steering committees. Most of the assistance is provided for day centers for adults and includes construction, expansion, maintenance of yards, purchase of equipment and more.
Encouragement for excellence
The rest is invested by the fund in day care centers, sheltered housing, hostels and employment for people with disabilities and day centers for the elderly.
The foundation encourages excellence in action in the field of intellectual disability and annually awards tokens of appreciation to heads of authorities, public figures and volunteers. In addition, the foundation awards awards of excellence to authorities, frameworks, teams, people with intellectual developmental disabilities who contribute to society as well as to unique projects. Eli Dukorski, who has been the mayor of Kiryat Bialik since 2008 and chairman of Keren Shalem since 2019, brings with him many years of experience in the field of treating people with disabilities.
Eli Dukorsky thanked the Chairman of the Local Government Center, Haim Bibbs, for choosing him to serve as Chairman of the Shelem Foundation for another term:
In view of the significant increase in the number of people with disabilities who need services in the community, I see great importance in the activities of the foundation that helps local authorities throughout the country.
