Kiryat Bialik joins the petition against the Subtal 80/A plan for the development of Haifa airport in favor of light aircraft

(haipo) - The Supreme Court approved the request of the municipality of Kiryat Bialik to join as a respondent in the petition of the Association of Cities of the Haifa Bay Area for the Protection of the Environment against the Subtal 80/A plan for the development of the airport in Haifa.

The petitioners are not opposed to the development of the field, but rather to the definition of its uses: in the focus of the petition - opposition to the expansion of the airport for the purpose of operating light aircraft, what is called "general aviation", which do not contribute to the development of the area in terms of tourism and constitute a continuous noise hazard, which harms the well-being of the residents of the Kiryat and the residents of the coastal neighborhoods of Haifa, above which noisy flights take place non-stop, every day of the week and even on Saturdays and holidays - the rest hours.

As recalled last January, the Association of Cities in the Haifa Bay Area for the Protection of the Environment submitted to the High Court a petition to cancel the government's decision to approve the Subtal 80/A plan for the development of the airport in Haifa on the grounds that the plan is contrary to the provisions of the TMA designating the field for international charter flights, which will become The Haifa field is designated for light (general) aviation only, thus the field will only be used by light aircraft.

Supreme Court Judge Gila Knafi Steinitz approved as mentioned the request of the municipality of Kiryat Bialik to join as a respondent the petition of the Association of Cities of the Haifa Bay Area for the Protection of the Environment against the approval of the Haifa airport development plan.

In January 2024, the union submitted a petition to the High Court of Justice (HCJ 924/24) against the National Committee for the Planning and Construction of National Infrastructures (HoTL), the Government of Israel, the Airports Authority and the Civil Aviation Authority, demanding the cancellation of the plan for the development of the Haifa airport (sub "L 80/a), which was approved by the government in December 2023, this is due to defects that fell in the factual infrastructure on the basis of which the approval decisions were made.

Opposition to the light planes that disturb the rest of the residents of the Kiryats

According to the petitioners, while according to TMA 15 - the national outline plan for the expansion of airports, the Haifa airport is defined as "an airport designed to meet mainly the demand for charter flights to international destinations", in fact the approved plan will allow it to continue to become an airport designated for "general aviation" " (light aviation for the various issues).

The representatives of the Union of Cities clarified that the union is not overwhelmingly opposed to the plan or to the very activity of the airport, but seeks to amend it so that the operation of the field does not create or worsen environmental hazards for the population living in its vicinity.

Eli Dukorski, Mayor of Bialik

Eli Dukorski, Mayor of Kiryat Bialik:

"The airport can be a basis for regional development, or it can be exiled in the heart of the region which will prevent its development and will not bring any benefit to it. The implementation of the plan as approved by the government will harm the ability to develop the Haifa Bay area, cause incessant noise hazards and turn the entire area into the center of light aviation in Israel, Without bringing any benefit to the residents of the area, including the residents of Kiryat Bialik."

Dr. Lehi Shahar

Dr. Lehi Shahar Berman, CEO of the Association of Haifa Bay Area Cities for Environmental Protection:

I welcome the addition of Kiryat Bialik Municipality to the petition and hope it will not be the last. The airport development plan, as approved by the government, has severe effects on the residents of the entire region, and it is our duty as a union and as authorities to fight together to prevent them and to make the plan turn from one that harms the development of the region, to a part of its prosperity.

  1. Always, but always, when the state wants to do important and necessary things for its residents, the serial lamenters immediately begin to flood the media and social authorities with a million reasons why not, then when the state surrenders to the bogat that automatically goes against everything it wants to do well with the residents, the lamenters begin to lament why there is no field International aviation in Haifa. Come on, that's enough, fly away from our lives and the country, you're tired.

  2. There is no place for an international airport in Haifa, first of all, in the area of hundreds of thousands of residents who live near the field, secondly, nearby there are oil refineries and petrochemical plants that pose a risk
All who broadcast in the area in the event of an accident, then the second field should be built in the center and in the sea as previously planned

  3. A crazy noise hazard for the residents of Haifa, the extension of the airport will allow light jet planes to take off from Haifa.
Mount Carmel receives all the noise with the effect of concentrating the noise.
A noise effect will be created that is similar to what happened at the airport in Eilat.
There will be a serious impact on the quality of life for those living in the Haifa and Kiryat area.
On top of that, the airport, which is within range of the rockets, will become another point to be ranged in the Gulf region.

  4. What is the decision based on? Did you do a survey among the residents?? I have not heard a single complaint from the residents of Kiryat Bialik about a light plane flying over them!! After all, it is easiest to go against an airport. But they don't have the ability to handle noisy motorcycles with exhausts.. My children wake up in a panic at night, there is no enforcement, there is no acoustic wall from Route 22.. only the small plane disturbs.

  5. The objection is correct.. the airport should serve such international flights that will help outbound and inbound tourism but not become a national center for all the light and private planes that will only increase the noise and traffic and do nothing for the economy of the area but only cause noise.

  6. The most traveled is another international airport and there is nothing more suitable than Haifa, which will lead to tremendous prosperity and hundreds of jobs in Haifa in Kiryat.

  7. It's a shame that the residents of Haifa and the Kiryat are not asked before they make decisions on their own, this should not be the decision of the elected officials alone
    Enough of the corruption

  8. All the opponents are a bunch of people who hate the residents and the development of the Gulf cities
An airport will raise Haifa to high places in the world and contribute to satisfying all the residents of the Gulf
    Resist chemicals and not progress

  9. I don't understand what Kiryat Bialik's problem is with the airport being far from Kiriya. As a child and also growing up in Kiriya, for example the ugly industrial area in Tzur Shalom bothers me, are you doing something about the ugly place besides taking property tax. So let us Haifaites also enjoy a field close to success.

    • First of all the field is very close to all the kiriyas and this will cause dimming in the kiriyas
Intolerable noise until the wee hours and also huge traffic jams in the field area will bring nothing but suffering to the tenants in the area

  10. The majority of the public is very interested in the airport in Haifa and that's what matters. Everything is a matter of interests. I hope that this time they will stop the self-interested corruption faster than it took to stop the neighboring mayor Tzuri

  11. what nonsense Cheeky why not! Because Haifa. I'm a fan that it will only contribute to Haifa. And the mistakes are above our heads. It is a coincidence that we suffer the most because the number of planes is closer to the place of flight. As far as Kiryat Yam and Kiryat Bialik they will hardly hear the flights. I think this is a way to hurt the rope.
