Infrastructure engineer David Friedman has been trying to convince the Haifa municipality for the past decade to reduce the risk of pedestrians who park their cars in the parking lot near the Maxim restaurant and walk to the beach.

"The whole place is very problematic in several respects. There is traffic that leaves the sea road towards the sea, leaves the sea in the direction of the coastal road and leaves the washing facilities in the direction of the coastal road. There are parking lots there. Many people park there and go towards the beach to walk. There is no sidewalk there, there is a railing there which is intended for the pedestrian to walk behind the railing and protect himself.
The real problem is that on one side there is no sidewalk and you have to cross the road. You have to cross a long asphalt area to get to the promenade and the sea. There is no crosswalk or speed sign in the place, you are on your own. People are trying to cross the road and traffic is coming from all directions and they just stand in the middle of the road because they are afraid they will be run over."

"Since 2014, I've been contacting the municipality to add a crosswalk or another traffic arrangement. They once said they were planning a roundabout instead, but it doesn't take a decade. I also received an answer that they were planning a crosswalk, but it didn't happen. A plan to regulate a crossing, which is not carried out
Friedman wrote several letters to the Haifa municipality in which he explains the risk to the city's residents due to the lack of a crossing. In August 2020, he received a response from the public's requests that his request was forwarded to the Department of Traffic Arrangements, where it was stated that there is a plan to regulate the crossing at the location in question. Also in December 2021, he received an answer from the public's requests that in accordance with the decision of the Department of Traffic Arrangements, it was decided to establish a crossing at the place in question. "Its construction will be carried out within the framework of the annual work plan and according to the order of priorities as determined by the traffic regulations department and the road safety headquarters."

The whole underground passage there is a joke and that's actually where most of the damage and accidents take place. The solution is not a shabby crossing but a bridge over the train for pedestrians or another underpass that allows safe walking for pedestrians and the passage of vehicles including emergency vehicles. There are so many places with a much higher level of risk than the cross from the schnitzel to the borax.
