(haipo) - The merchants of the Talfiot market building were supposed to move to the renovated floor already at the beginning of February, but are still on the old and neglected 1st floor. Customers who arrive keep asking about the transition. "There are problems with the contractors," said the guard sitting at the entrance to the renovated and closed floor.

About a month and a half ago, on February 1st, as I recall, a notice was distributed on behalf of the Haifa Municipality, proudly announcing that the entrance floor of the market building has been renovated (completion of the first phase of the project). In the announcement, which was distributed to the Haifa public on a variety of platforms - social networks, WhatsApp, communication, as well as on the municipality's website, it was also stated that the merchants will be able to begin the transition to the renovated floor within a few days (ie on 4-5/2/24). Moreover, immediately after the move, it is written, the renovation of the lower floor of the market will also begin (minus 1).

And as they say - we went out to check
In the inspection we conducted a week later, on 11/2/24, we discovered that the merchants are still with their stalls in their usual place, no merchant has moved to the renovated floor and it stands empty. During the tour we conducted at the time, the merchants told us that there is a problem with the local infrastructure and that they are impatiently waiting to be able to make the long-awaited transition.
During the month of February, we performed two additional inspections on the spot, and to our surprise we discovered that the situation remained as it was. On one occasion we encountered workers who were on the renovated floor, and on another occasion the floor was closed.
Dangerous building
The building itself is closed and closed with steel doors and there is no entrance. A quick look at the exterior of the building reveals that it is a dangerous building in general. The outer walls are still wrapped in nets designed to protect passers-by from falling heavy and dangerous plaster.

If that wasn't enough, on 21/3/24, a week before the local elections, we came across a post on one of the Facebook pages, which read: "The Talpiot market building was inaugurated today. After decades of the market building being neglected, the market merchants came to toast their move to the entrance floor of the building , the move is temporary (about one year) for the purpose of renovating the lower trading floor - minus 1 and fully adapting it to their needs. When the renovation is finished, the merchants will return to the common market floor and the rest of the building will continue to be renovated. Mayor Einat Kalish Rotem and the chairman of the market committee Shevi Salman were present at this event." Of course, photos of the mayor with several people were attached to the post.

This week we went to the market again (Tuesday 12/3/24), to see how it is conducted after the transition and the festive Hanukkah ceremony. We found, well, that the renovated floor is closed and a guard is sitting at the entrance to it. In a short conversation with him, the guard said that there are problems with the contractors and that the last works on the site have not yet been completed. As for the opening, it could be concluded, it is still not in sight. During the tour we conducted on the old floor, we heard many of the customers asking and being interested in the merchants, when the transition is expected to take place. The merchants obviously had no answer.
Haifa Municipality gave a response to Haifa:
"The market has been ready for the move for about a month. The merchants and their committee were notified of this and the stalls and shops were distributed. The delay is due to the need for the merchants to organize for the move."

That's why it's a backward city.
In Tel Aviv, such a renovation takes a year from end to end, without all the fuss around it.

Let's just understand what a functioning municipality looks like.
