(live here) – 21 days will pass until Yona Yahav enters his new-old position as mayor of Haifa. The same goes for his uncle Cohen, the incoming mayor of Carmel Castle, both of whom were elected, as you know, in the second round of elections. In contrast, the new mayor of Kiryat Motzkin will start his post next week, after already winning the first round of elections.
when do we start?
A mayor who won the local authority elections, took office 21 days after his election. In the municipality of Kiryat Motzkin, on the night when the counting of votes began, Tzuri beat Avisher by 5 votes when there was a tie in the council. With the counting of the soldiers' votes and the double envelopes, the race was decided when Tsiki Avisher beat Tzuri by 194, with the council remaining tied.
Avisher, therefore, will take office and replace Adi Sternberg (who is taking Tzuri's place from June 2023) as early as next week. The elected mayor of Haifa, Yona Yahav, and the new mayor of Tirat Carmel, Dodi Cohen, both elected in the second round, will take office in 21 days.
The number of council members and the appointment of the deputies
Upon their entry into office and after the formation of the coalition, the deputy mayors and deputy mayors will also be elected. Five deputies can serve in the Haifa municipality - two of them will also serve as substitutes.
Out of five deputies, only four are entitled to a salary. The number of deputies is calculated according to the size of the population of the authority and so is the total number of council members. In recent years in Haifa, a fifth deputy mayor receives a salary approved by the Ministry of the Interior.
Currently, the number of residents in Haifa stands at 296,424, therefore the city council will appoint 31 council members. In Carmel Castle, which is a much smaller authority, numbering 30,247 inhabitants, three deputies can be elected, where one of them will also serve as an acting deputy, only two will be entitled to a salary.
The appointment of a deputy mayor is conditional on the approval of the Minister of the Interior, after this has been brought before the city council and approved by it, and after the municipal treasurer has confirmed that the authority has the ability to meet this obligation financially.
In Carmel Castle, the council is supposed to appoint 15 members. The number of deputies and council members in Kiryat Motzkin will be similar to that in Carmel Castle, since the authority has 49,371 residents.
The city as a mirror
As we know, the mayor is the one who is responsible for the implementation of the council's decisions, being the central person in it, and as part of his role he must manage the council and lead it. The manner of his conduct and his leadership capacity will affect the decision-making in the council and the determination of the policy, and they have the purpose of shaping the way of conduct and the manner of implementing the council's decisions.
Manager and leader
The true reflection of the mayor's work, leadership and influence is none other than the city itself, with all that implies. The mayor's influence is evident in all areas of life in the city, from the seemingly "small" things, such as the cleanliness of its streets and its appearance, through municipal events and activities, services for the resident, to broader areas, such as education, real estate, urban renewal, employment in the city, its character, advancement and prosperity.

The role of the council members
The members of the city council also have an important role and responsibility in all areas concerning the city. They are tasked with initiating, monitoring, and maintaining close relations with the public and are able to have a great influence. It is important to note that council members currently do not have a definition in the law, or the regulation of their working conditions for the purpose of fulfilling their duties.
In the past, the Local Authorities Law gave council members the right to receive compensation from the local authority coffers for their participation in council meetings, or alternatively to receive reimbursements for travel, expenses, etc., however the legislation was amended and it was established that they would not be paid any compensation, this is different from the practice in many other countries in the world. in which council members receive salaries or some kind of remuneration in return for their activity.
The current city council will be able to continue its activities until the new mayor takes office.
After all, most of the instigators against Klish are Yahav supporters who have been deprived of positions of power. And all those who join the Yahav coalition are Pincha judges or political failures in the past. What's left to go back to the familiar Sauv
The current mayor was also the one who closed 5 state schools and transferred them to ultra-Orthodox hands. Here, the Supreme Court only a few months ago transferred the Amal Lady Davis building in a secular neighborhood in Jerusalem to the daughters of Jacob from the ultra-orthodox political education. The one who sits and assembles a government that makes crucial security decisions for IDF soldiers, while almost half of its members are from parties and currents that refuse to serve in the army.
They will set a policy for the army, and will not have to bear the consequences because their children, who are poor in yeshiva, tell themselves that studying the Torah is military and security service. The current show of hypocrisy of the "Free Liberal Coalition" of Haifa was to already bring in Smotrich's representative (himself evading military service...) and already behind the scenes "calm down" talks with the ultra-Orthodox public. The same river law requires the state to budget streams that oppose or undercut its existence, contribute nothing to it and even contribute to incitement against it. Where else in the world is such an absurd and crazy thing heard? As they say it is "only in Israel".
Now we will demand that the bills be paid: we will see you promoting public transportation on Shabbat. We will see you stop the wholesale delivery of buildings to small ultra-Orthodox schools and demand from them also a minimum of 200 students or unite and close. Come on - prove it.
It seems that Haifa's traumatized Makalish residents simply ran in a panic towards Yahav's familiar face. So what will I tell you? Yes Zaatara no Zaatara, yes slanders not slanders - good luck to us with Yahav, the anti-Zionist Ayman Odeh's preferred candidate, encouraging refusal to military and police service...
I also want to send warm greetings to my friend Aviahu Han acting as Rosh Yona Yahav
Good luck to everyone
Nir Shuver Hogi Beit 2018: "All the troubles of Haifa in the last decade can be summed up in two words: Yona Yahav"
Avihu Han Hugi Beit 2018: "There is no duo that poisoned and corrupted all the systems and harmed all the gatekeepers in Haifa Municipality more than Yahav and Almog"
Sarit Golan Hogi Beit 2018: "You failed, I say, you failed for 15 years, put keys. What will you pull a rabbit out of the hat in a fourth term? No. You didn't succeed, you smuggled tens of thousands of young people, the city is stuck, mistrust of young couples who go to live in surrounding cities
And they don't want Haifa. So what are you here to sell us, that a fourth term will change something? You can't pigeon. You can't!"
Avihu Han Hogi Beit 2023: "An 80-plus-year-old mayor, is this serious? With the threats and challenges that Haifa faces? It's not serious, gentlemen."
In the hope that the deputy mayor and M.M. knew how to give credit...
In the current situation, I think there is an urgent need to skip the wait...
In Haifa, according to the Ministry of the Interior, there are 31 council members.
In the absence of a songbird, Nahliali will also be considered a nightingale. Etzioni would have deepened the abyss into which Kalish had degraded us. Let's hope that Yahav will lift us out of the hole. My fear is that in the two weeks left for the witch she will bury us for good.
When Yahav was asked in an interview in 2018 what brought about his fall, he said - a false and inciting campaign against me.
The reporter tried a different question: Why did the public punish you and not want you by a huge margin, two thirds, an incumbent mayor facing an unknown person, there was anger in the public, do you understand why?
Yahav: No, what was the reason for that? I don't see any reason
Reporter: For example property tax. It burdens people, every year an addition?
Yahav: I don't decide on that. There is no choice, this is the Ministry of the Interior.
Reporter: But the treasurer comes out and threatens that if they don't come up in a new way, 30 million will be missing and services will be damaged. What about cutting the high salary?
Yahav: The salary is not high. The Arantha rose as little as we could
Reporter: That is not true. rose 17 percent in one term. That's a lot.
Yahav: I don't know such a figure, it's from the campaign against distributors
Reporter: So you don't apologize or regret anything?
Yahav: Everyone can learn from mistakes
Reporter: So what mistakes did you make that Klish could learn from?
Yahav: I suggest that she learn from all the actions and progress that Haifa has gone through.
gentlemen
It's an ego balloon
He was not wrong, is not wrong, and will not be wrong
Haifa went back 20 years and the gap with the central cities in the quality of life is widening every day. It's internal with Yahav and his coalition of "free liberals". They have all been in the council for 15-20 years and helped the defaulters.
