In July 2022, the prophet Elijah's cave in Haifa was opened after extensive renovation works that took place and lasted about two years. The works included, among other things, the strengthening of the existing buildings, the restoration of the original facades, the establishment of an accessibility system for the benefit of people with disabilities, the establishment of a visitor center with a souvenir shop, an event space and making the place accessible to visitors with disabilities. The cost of the works amounts to about NIS 15 million.
However, today 18/1/24, about a year and a half after the completion of the works and the opening of the cave, the building waste from the renovation that was thrown at the foot of the beautiful and green mountain, was not removed, as was the container that was used by the workers and the contractor during the renovations.
Lahi Pa learned that about two weeks ago the contractor received a fine.
Removal of construction waste requires a permit by law. Failure to treat it harms the person and the environment
As you may recall, in 2018, the Knesset approved in first reading the amendment to the Cleanliness Maintenance Law, which was intended to regulate the handling of construction waste. This is in order to reduce the dumping of construction waste in the public domain and to address the problem through recycling that is not harmful to humans and the environment.
The amendment imposes on those who produce waste the obligation to create a legal contract with a licensed facility to handle construction waste and to collect the construction waste in legally registered containers. Also, according to the law, the Ministry of Environmental Protection has the duty to establish criteria for licensing facilities for collecting construction waste as well as to supervise the execution, and the local authority has the duty to publish a public tender for the establishment of a site to collect and treat construction waste.
The Center for Holy Places stated in response:
We take very seriously the contractor's behavior regarding not removing the building waste. We have warned him more than once that he must remove the building waste from the place, but he ignores the warnings. He also received a report about it. In any case, we will deduct him from the final payment due to him for the works and we will not work with him anymore.
No response was given from Haifa Municipality.
Good Morning. I travel there. These scraps, and others, have been dumped there for years. Years! near a holy place (for several religions). Shame and disgrace to the city and a great embarrassment that this is how tourists and pilgrims come to Haifa and see this. In addition, an ancient cistern that was used by the church for hundreds of years and located down the path is dangerously open, with huge piles of garbage in it, which has not been cleaned for ages. The place just looks horrible!!! And it is certainly evident that for many years not even a single person from the municipality has been there to monitor and check what is happening and in general to take care of it. The chapel above and its surroundings are also dirty, and an abandoned and ruined public building 'decorates' the beginning of the path that descends to the cave. In any reformed country such a place would be bright and orderly. Haifa is finished and completely destroyed everywhere. Tired of seeing and containing it and there is no savior in sight. Shame shame shame living here.

In addition, there is a lot of waste thrown among the bushes, on the sides of paths, which no one cares about. Of course, not all the waste is from construction: there is waste that flies in the wind after people leave garbage near the bin, or pigs overturned a bin and the wind blows away food wrappers and more...
