- Engaged in ongoing public activity, made a significant contribution to community life in Kiryat Bialik, in a unique endeavor whose achievements and record are significant and their work.
- can serve as a symbol and example for many.
- Minimum age for candidacy - 60.
- Residents of Kiryat Bialik.
The recommendations should include:
Detailed resumes and a description of public activity for the city and its residents (not part of the candidates' current work)
