Paving of the "Mabbar Kabbir" road in Haifa - the works begin

(haipo) - Construction works on the access road to the Kabvir neighborhood began this morning (Wednesday 27/12/23).

The works for the construction of the access road to Kabbir begin after a long period of anticipation and are expected to last for about two years. The purpose of building the road is to create a connection between the Kabbir neighborhood, through the Carmel slopes, to Shlomo Hamelech Street in the Neve David neighborhood, thereby creating an exit from Kabbir to the southern entrances of the city.


Transition Ecology

For the first time in the city's history, an ecological crossing for animals will be established on the new road route. Also, tubers collected from the road route will be replanted in community gardens throughout the city.

The "Mahaber Kabbir" road established by the municipality through the "Yefa Nof" company will connect the Kabbir neighborhood on the slopes of the Carmel to Shlomo Hamelech Street in the Neve-David neighborhood and will serve as an additional exit channel linking the Carmel to the southern entrances of Haifa.

The duration of the work is about two years

The project, which will last about two years, includes the construction of a kilometer-long road between Shlomo Hamelech Street in its western part, and between Mor and Bona Square in the Kabvir neighborhood and will allow another exit from the neighborhood, thereby easing traffic congestion in the area and significantly improving the level of safety in emergencies. The project also includes construction of retaining walls, drainage channels, lighting and essential infrastructure.

The works will be carried out while maintaining the quality of life of the residents living in the Kabvir neighborhood and for this reason heavy vehicles will not be allowed to enter the neighborhood during most of the project period.

The unique nature of the place

Special emphasis was placed in the planning of the road on the preservation of the unique natural values ​​in the place. For this reason, the road was even reduced in size in order to minimize the damage. Before the works begin, geophytes (tubers) will be collected, some of which will be transferred to a designated shelter garden and some will be transferred to the community gardens throughout the city. In the meantime, within the framework of the planning, a passage intended for animals was added, which will preserve the continuity of the ecological corridor between Nahal Amik and Nahal Shikh. The planning of the transition was accompanied by the environmental unit in the department of landscape planning of the municipality of Haifa and the "Nature and Gardens Authority". The execution of the works will be accompanied by an inspector of the "Nature and Gardens Authority" and the municipal ecology.

The construction of the "Mahavr Kabbir" road is the first project to enter the implementation phase as part of finding solutions to the problem of the "locked-in neighborhoods" in Haifa. In Haifa there are 11 neighborhoods that have only one entrance and one exit and are therefore called "closed neighborhoods". This situation usually results in significant movement difficulties - both at the entrance to these neighborhoods and at the congestion on the ridge axis, which is the only way out for a large part of them. In addition to the transportation-movement difficulty, there is also a safety risk in the residents' escape from them and in the flow of rescue forces to them during emergency situations.

    A. The road will cost the property tax payers in Haifa about NIS 90 million.

We were supposed to receive all the funding for this road and other additional reductions from the imprisoned neighborhoods from the Ministry of Transportation and this included several transportation projects that would have solved the transportation problems in the Carmel Ridge for many years, but Kalish gave up this budget (NIS 1.6 billion) in a strange way at the beginning of her term. No additional roads will help - unless you tell me that the downhill road is for emergencies only, and that normally only public transportation such as buses and taxis will pass through it in order to shorten its routes and make the neighborhoods prioritize it. Maybe maybe then I would say there is a benefit to another downhill road.
    The biggest absurdity, that in a situation of fire on the back of the mountain the strongest winds blow. These roads will be dangerous for the public as an escape route and may lead to dozens of deaths that will be stuck in vehicles in smoke screens like in the bus disaster.
    The road will serve as an excuse for the municipality to approve much denser construction in this neighborhood and in old Carmel. Plans for towers such as in the Nitzanim lot (15 stories) and the Shufersal/Oranim lot (12-15 stories) and the Mor-Labona traffic circle lot (15 stories) will now return to the committee's table based on transportation reviews that will say there is another access road and it is possible to approve hundreds of additional apartments.

    For a long time there was no closed neighborhood, this road will turn it into a closed and congested neighborhood all hours of the day.
