The Council of the Association of Cities in the Haifa Bay Area for Environmental Protection approved the plan to ban the entry of polluting vehicles into the residential areas of Kiryat.
The Council of the Association of Cities in the Haifa Bay Area for Environmental Protection, approved yesterday (Sunday 24/12/2023), the promotion of the reduced emissions zone plan - Kiryat, which states that vehicles defined as "polluting vehicles" will not be able to enter the residential areas in Kiryat.
According to the approved plan, polluting vehicles will not be allowed to enter the residential areas in Kiryat. The definition of "polluting vehicle" is set in the "Clean Air Regulations" and includes diesel vehicles of "Euro 3" models or older, except if a particle reduction system has been installed in them and does not include private vehicles weighing less than 3.5 tons.
The purpose of the program is to bring about a reduction in the exposure of the residents of the Kiryat area to air pollution from transportation, with the established goals being a reduction of 12.6% of particle emissions from transportation and 10.4% of nitrogen oxide emissions from transportation, emitted mainly from heavy diesel vehicles.
In order to implement the plan, the local authorities will have to establish a "reduced transport emissions zone" where restrictions will be imposed on the entry of vehicles defined as polluters into the residential areas. In order to enforce the plan, signs will be installed on the roads in Kiryat and the peripheral roads that will guide the drivers of the vehicles, defined as polluters, to choose alternative routes. In addition, dedicated cameras will be installed to enforce the program and the enforcement will be regulated using them. The first stage will be a one-year pilot, to examine its inclusion in the plan of Route 22, at the request of the Kiryat Bialik municipality.
The approved restriction will prevent hundreds of polluting vehicles from entering the residential areas every day. It will not have an impact on traffic volumes or on public transportation, since in practice, all public transportation buses operating in the area today meet the requirements, and therefore no restriction will apply to them.
According to the plan, a vehicle defined in the regulations as a "polluting vehicle" will be able to enter the residential areas in Kiryat only if it has a particulate filter installed to reduce emissions. The plan is expected to reduce the area where environmental values are expected to be exceeded in the residential areas of Kiryat and reduce the exposure of residents in the Kiryat area to air pollution from transportation. Similar programs have been successfully operated for over 5 years in Haifa and Jerusalem, and have been operated for some time in various places around the world.
With the approval received from the Union of Cities Council, the plan will be distributed and transferred to the Ministry of the Interior. In addition, a series of procedures will be promoted, including a road sign and signage approval procedure, the enactment of a uniform bylaw by the union, the establishment of a fund for the use of enforcement funds to reduce air pollution damage from transportation, the preparation of a tender for the operation of the cameras, the establishment of a call center and preparation for a one-year pilot to examine its inclusion in the program of Route 22. If the number of complaints is large, the inclusion of Route 22 will be re-examined.
