In recent months, the municipality of Kiryat Bialik has received numerous complaints about unreasonable and deafening noise and even many cases of violence from the "Layali Istanbul" club located in the industrial area of Kiryat Bialik on Haroshet Street.

An inspection conducted by the Licensing and Business Promotion Department revealed that the business is operating without a license in violation of the law. The municipality conducted a hearing procedure for the business owner and alerted him to his improper conduct. Despite the hearing, the business owner did not take action to obtain the license and legal operation of the club. As a result, a closure order was issued to the business owner.
Last weekend (15-16.12.23) the Israel Police came to the club to execute the order and drugs were also seized during the operation. The club was immediately closed and the revelers dispersed. Mayor Eli Dukorski thanked the Israel Police for their quick and determined action to implement the administrative closure order. In the coming days, the municipality will file an indictment for running a business without a license.
It's really unthinkable to make noise at night in the industrial area.
Dukorski is right.
Questions for Haifa Municipality:
1. How many businesses operate in the lower city and Talpiot market without a business license and permits? Including restaurants in dangerous buildings.
2. Why don't businesses that operate without a business license in Haifa be closed immediately?
3. Why are fire safety conditions, sanitation and emergency signage not proactively enforced by the municipality in restaurants and cafes in the city?
4. What is the municipal policy for converting hundreds of residential apartments into beauty salons, bridal salons, gyms, doctors' clinics while creating severe nuisances for other tenants in its buildings? Is there a policy? Is it enforced?
Then you are surprised that 2 or 3 psycho motorbikes riot at night and make noise..

And why did the club operate from the beginning for a long time without permits and a license?
Is there no enforcement and no deterrence in the State of Israel?
If someone who opens a business without a license and endangers dozens and hundreds of people in clubs, happy halls were limited to 5 who would spend time in prison then there would be deterrence.
But in the Begets-Bluff state, the security and well-being of the state's citizens is secondary to everything else.. That's why a deep legal reform is required.
