The Haifa District Committee decided to deposit two plans for urban renewal in Carmel Castle with a total scope of 1,068 housing units, commercial spaces, public buildings and open spaces.
A comprehensive urban renewal plan in the Giora neighborhood
The Haifa District Planning and Construction Committee, headed by Ruth Schwartz, decided to promote two plans for urban renewal in the Carmel Castle with a total scope of 1,068 housing units. In the Giora neighborhood, the committee decided to deposit a plan for urban renewal in a total area of 48 dunams, in the complex of streets - Natan Elbaz to the east, Shay Agnon to the west, Gordon to the south, Weitzman to the north.
The plan initiated by Nofim Tirat HaCarmel Urban Renewal Ltd. and conducted by the Yigal Levy Architects office, is another step in the renewal process of Tirat Carmel. The plan includes the construction of 858 housing units that will be built in 5 towers of 18-30 floors and in another building of 13 floors. Of all the housing units, 172 will be allocated in favor of small apartments.

Commercial facade along Natan Elbaz Street
In addition to the housing units, the plan creates a commercial facade along Natan Elbaz Street and includes the strengthening of rights in existing areas to public areas, among other things, in favor of establishing a new school. In the center of the complex, an open public area of approximately 5.5 dunams is planned. Also, a new road is proposed from Elbaz Street to Giora Street.
The program is another step in the renewal process of Carmel Castle. The implementation of the plan may lead to the strengthening of both the city center and the old residential neighborhoods bordering the complex, hence its importance. Today there are 124 housing units in the complex in 12 3-4 story buildings, in a poor state of maintenance, which will be renovated in favor of the new project.

The plan is an example of the planning that we have been leading in recent years in the planning administration, based on the principles of sustainable planning, mixing uses and concentrating effort on connectivity with the existing fabric that characterizes the city of Tirat Carmel, and the creation of walkability in an active and inviting space for pedestrians, which will transform the residential neighborhood into a neighborhood that provides its residents with the Most of their needs in reducing the demand for the use of a private vehicle. This type of planning encourages walking and enables community life and joint and varied activity in the public space and will contribute significantly to the quality of life of the residents.

In the Nof Yam neighborhood ("municipality complex"), the district committee approved a plan in a total area of about 8 dunams in the northeast of the neighborhood, near the intersection of Weizman and Menachem Begin streets and near Nahal Galim Park. The plan promoted by the Apartment for Rent company in cooperation with the Municipality of Tirat HaCarmel and planned by the office of Gordon Architects and Urban Planners Ltd. includes a total of 210 housing units, which will be built in a 26-story tower and in another 10-story building where 110 housing units will be allocated for rental Long term.

New municipal building
In addition to the housing units, the plan includes the construction of a new municipal building, and 1,800 square meters for commercial spaces which will be integrated along Weizman and Menachem Begin streets. The plan also offers a municipal square in front of the municipal building, as well as pedestrian crossings.
The uniqueness of the new complex
The complex is unique in that half of the housing units offered are for rent and will be able to provide quality, managed and maintained housing.
