I personally grew up in Pardes Hana and my wife in Haifa, dogs never bothered us nor the children, but since then our children go into panic attacks when they see a dog. At first there was communication between us and the owner of the dog, but later she lost contact.
Two weeks after the incident, I went up to the Shavet garden and saw that the situation had not changed, there were still many loose dogs walking around there. I talked to people who told me they thought the kids attacked the dog first and that's why she attacked back. More enforcement should be demanded.
