Haifa Airport: The expansion of use for international and domestic flights has been approved

The committee approved the plan after the plan's researcher, Ilana Rodashevski, detailed to her the main comments and achievements submitted to the plan and her recommendations regarding them, as well as after hearing the subcommittee's decision No. 06/2023 of 23/10/23 and holding a discussion in which the representatives of the Civil Aviation Authority spoke, which serves as a regulator for the issues under discussion, their reasoned professional position in relation to the various issues.

As you know, Haifa Airport was established by the British in 1934 as part of an international transport infrastructure system in the Kishon Bay, which included the airport, the seaport and the central railway terminal. The airport is marked in TMA / 15, a national outline plan for the expansion of airports as a level 2 field in use. It is an existing and active field since its establishment, and it operates under mandatory plans, and other plans that set construction restrictions in order to prevent damage to the air activity that takes place at the airport. Sub-plan "L 80 A, which includes the provisions of a detailed plan, is intended to regulate and develop the activities of the field and includes, among other things, a mandatory appendix regarding the restrictions that the field imposes on its environment with regard to aircraft noise, building height restrictions and reducing bird hazards to aviation.

The committee adopted the subcommittee's decision and the researcher's recommendations in the report, subject to the changes and corrections that were made, among other things: in areas where a regional relief from the height restrictions was approved by the Civil Aviation Authority (RATA), it will be possible to approve a new plan that deviates from the construction height restrictions even without The approval of the Committee for the Regional Development and subject to the instructions and conditions given by RTA as part of the approval of the regional relief.

Plans in planning procedures that have not yet been approved, in which RTA approved the requested exception to the height restrictions after 3/6/2019 and until this plan is approved, will be exempt from the need for the approval of the Planning Committee and RTA approval regarding height restrictions only. For the avoidance of doubt, section This will not apply to deviations in the plan that were not approved by RTA and/or to plans whose instructions did not incorporate RTA requirements regarding flight safety, including instructions regarding the approval of detailed plans and/or the granting of permits.
The plan does not damage existing construction and does not cancel approved plans.
The maximum building height under regional relief includes the auxiliary facilities for construction unless otherwise determined in the plan approved by RTA.

The plan does not cancel the KtsA strip and the power line strips in TMA /10 c/ 3 and TMA /10 a/ 4 but imposes height restrictions as stated in the plan. Also, the plan is not subject to TMA 1025 but is subject to TMA / 37 b.
A definition for regional relief will be added.
The monitoring team will be established within 90 days of the approval of the plan.

Many objections were submitted to the program - by entrepreneurs, landowners, local authorities, infrastructure bodies, environmental protection bodies and associations, the Israel Land Authority, and more. Among the winners were real estate developers, represented by the Anat Biran office - lawyers, operating in Nesher and Kiryat Bialik, as well as the Kiryat Yam Hashiv New Company, a subsidiary of Kashret Hashav, which has an approved urban renewal plan for renewing a permanent army complex in Kiryat Yam. Thus, in fact the approved plan of the new settlement Kiryat Yam Company is also valid and it will be possible to implement it and issue building permits on its basis, without requiring additional approval from the Committee for the Land Registry, RTA or any other entity regarding the maximum building height .
