Recycling during war • The enforcement of the deposit law has been stopped, but what actually happens?

(live here) – The enforcement of the deposit law was stopped following the war. But in practice, consumers are required to pay an additional 30 EG for beverage packaging, and are now demanding its cancellation until further notice. The person in charge of the deposit law: "The ministry made it clear to the marketing chains, the association of chambers of commerce and the entire system, that they must accept the beverage containers from the public and return the deposit fees Even in this complex period and fully comply with the provisions of the law."

As you may recall, the Ministry of Environmental Protection announced about a week after the outbreak of the Iron Swords War that it would stop enforcing the deposit law on the return of beverage bottles at least until October 31, in response to the request of the Union of Chambers of Commerce in light of the difficulties arising on the ground due to the war. In the announcement issued by the ministry, it was stated that the reason for the decision is a lack of employees and the reduction of manpower and logistical difficulties that make it difficult to collect the bottles from the points of sale throughout the country.

The resident of the city of Haifa who makes sure to recycle bottles and return them to the chains according to the deposit law, was surprised that they do not accept the bottles and even in most places there is a sign that bottles cannot be returned. "Meanwhile, they continue to charge us 30 AJ for each container and bottle and we get nothing in return," she tells Lehi Fe. "It's simply unthinkable. If they decide to stop recycling temporarily, then they should cancel the collection of the deposit until further notice."

In a face-to-face conversation, she explains: "There is no grocery store that is willing to accept containers for recycling, on the grounds that there is no one to direct them away. I tried to call the hotline of the Ministry of Environmental Quality - the answer is that inquiries are only made by email. In addition to the fact that not everyone uses email, It is not clear why it is not possible to leave a recorded message, and why there is - at least in addition - a WhatsApp connection. There is a limit to how many containers we can store at home or in the car, and this could also be a safety and security problem."

The ability of the businesses to accept drinking vessels from the public was damaged

The Ministry of Environmental Protection informed Lahi Pa:
"With the outbreak of the Iron Sword War on October 7, 2023, the ability of the businesses to accept drinking vessels from the public and return the deposit fees on their behalf was impaired, due to a lack of operational personnel in the retail chains. In light of this emergency situation, and after a situation assessment by the Ministry of Environmental Protection, it was decided that Due to the state of emergency, the Ministry of Environmental Protection will not carry out enforcement actions in relation to the return of beverage containers that must be deposited in businesses, until October 31, 2023."

The marketing chains must comply with the provisions of the law during this period as well

Elad Amihai, senior vice president for local government at the Ministry of Environmental Protection and in charge of the deposit law, clarified that there will be no extension beyond October 31, 2023. Accordingly, the ministry clarified to the marketing chains, the association of chambers of commerce and the entire system, that they must accept the beverage containers from the public and return the deposit fees even in this complex period, provide the service in full, and fully comply with the provisions of the law.

For the purpose of the deposit, a special center was established - the deposit center, shared by the Ministry of Environmental Protection and the Israel Consumer Council. The recommended way at this time to contact the center is through the online form – https://did.li/MhJCN.

  1. In 95 percent of the networks, the workers are veterans of recruitment age or sectors that were not recruited. What is the lie that they don't have manpower to accept and transport? All their manpower is working.

  7. It's just a headache for supermarkets, apart from bothering them it doesn't give them anything, and shove it down their throats, in my opinion recycling centers and good quality machines should be opened everywhere and without limit.

  8. The chains are taking advantage of every situation to not get a refund of the bottles, sometimes it's Corona, sometimes it's a war, and sometimes it's Passover, to collect money, yes, they charge it when buying, it's time to exhaust the law with these chains and fine them according to the law
