2. Neighborhoods surrounded by wadis - make sure to expose the wadi bordering gardens and buildings as a lesson from the Carmel disaster
3. Make sure especially that clearing and thinning of woodland is done around educational institutions to prevent attempts at arson
4. At congested entrances to the neighborhood, demand that the municipality cancel parking and ensure that rescue and fire vehicles can enter quickly
5 Create a transition to an armed standby class, a standby force of owners of large vehicles (minibuses, jeeps) that can be called quickly to block entrances to the neighborhood and control them in the event of an intrusion or a theft squad
6. Purchase a drone with a camera, which can be uploaded to give the security forces an up-to-date immediate picture of the situation.
7. Compile a list of buildings with an underground parking lot in the vicinity that can be used as an emergency shelter and distribute to buildings without a shelter
8. Create a standby class for immediate action of people who work from home near schools and kindergartens every year
9. Create a neighborhood hotline for emergencies on WhatsApp, where you can report and coordinate
10. Appoint 2-3 neighborhood commanders beyond the emergency room. It is desirable that these be active reserve officers with weapons and combat experience, who will be able to conduct real-time rescue operations or seizure of IDF.
11. To hold zoom meetings of residents with the neighborhood committee to map out the special needs of the community
12. Demand from the Haifa Municipality to create student drop-off bays and orderly traffic calming lanes near the schools, including the installation of concrete pillars that will prevent an attempted trampling attack on the sidewalks near schools
