Urban renewal in Haifa has been stuck for years ► Watch a tour that plants hope with Avihu Han

(haipo) - The large complexes have been waiting for urban renewal for 20 years, but the Haifa Engineering Administration promoted small complexes in the Carmel Ridge. As a result, thousands of buildings that are not resistant to earthquakes and missile attacks have not been treated. In a field interview we held in the Kiryat Eliezer neighborhood, Avihu Han explains about the possibility of changing this and what it will do to Haifa.

Stalled urban renewal (Photo: Omer Karmi - Hai Pa-TV)

Summary of the interview with Avihu Han:

Kiryat Eliezer has tremendous potential for renewal. It is a large flat area with hundreds of old railway houses.
Today the buildings are crumbling and are inhabited by a population that needs a solution. The residents do not have the ability to rehabilitate the property themselves. The old buildings have no resistance to earthquakes and missile attacks.
Children who grow up in such an environment are harmed. The residents are discouraged by the functioning of the municipality

a question:
If everyone understands the problem and its solution - why doesn't it happen?

Abihu Han replies:
A deep renewal process is required here, but the reason this is not happening is the inability of mayors to implement urban renewal. Therefore, for 20 years the large complexes were not treated.
Everyone understands that urban renewal will lead to affordable quality housing and that will bring young people to Haifa. The municipality will benefit from the improvement levies, the residents will benefit from new and safe apartments, the young people will be able to purchase apartments and the entrepreneurs will benefit handsomely.

The complexes are not submitted for the committee's approval, because the Engineering Administration focused on the Carmel Ridge. Now, the municipal order of priority must be changed, after a long period of time, in which two mayors chose a different order of priority...

  1. Municipality of Haifa I ask you to think about doing urban renewal in the width of Hillel Silver 75-105 think about it

  2. Issa Seferum everything is stuck because of you the greens who will choose you the buildings in Dagenia are in danger of collapsing and you are up there working on us the next disaster is very close and all of you will suffer the consequences all of you including all of you also the department of organized crime Urban renewal under the auspices of the mayor he does nothing a bunch of swindlers you are all slaughtered to the core

  3. Yahav will return, he is a real bulldozer. Haifa has always been napping and at the time projects moved
Avihu is delaying projects such as Derech Hayam 188. The contractor found an alternative for the children of Ofer at Mazor School and the kindergarten children will move to existing buildings. So what is happening? Avihu also in Ramat Hanasi a neighborhood is being built near schools
    The noise is the noise
I agree that the children of Ofer must first be taken care of. There is no doubt that they deserve it, but the municipality is piling up difficulties in the name of the greens
So we will wait for Lihav and everything will work out

  4. All the commenters here are arguing about how to actually carry out urban renewal and I say:
Every second child that is born to be cut off and killed and the parents to be imprisoned for two weeks with cockroaches and rats and if they repeat it one more time then to kill the child again but this time also to execute the children!
There is no room for more people, neither in Israel nor in the world!!!!
One child per couple for at least 3-5 generations will reduce the world's population to half a billion to 1 billion and from then on it will be possible to allow no more than two children per couple!
There is no place on earth!

  5. There is nothing to be done if the director of engineering is such a city engineer. There is a difficulty in obtaining permits, so it is that those who hold positions in the engineering directorate leave and the existing ones travel every time for job interviews in other committees but are not hired, because not all the committees in Israel hire each one for a management position.

  6. The system in Israel is particularly bad because the municipalities themselves have no motivation to plan, change, work hard.
There needs to be a reform so that those who plan and execute plans (of declared complexes for urban renewal) are professional commercial companies that have an economic interest that will work with the government authority for renewal when the municipalities will only have the right to object at the same level as the opposition of the tenants and in fact the declared complexes and the building permits will be imposed on the municipality to the minimum extent possible Resistance and expedited procedures. Declared complexes should be excluded and flash permits due to the risk of the tenants in these buildings.

  7. I'm just asking and I'm moving - is this a sponsored article?!

  8. The green grocers stick the projects one after the other! A fake of cheap election propaganda and of course not a word about the evacuation of Binui in Kibbutz Galvoit!!
Not to believe his father period

  9. right! Urban renewal should be done in the old buildings in the coastal neighborhoods, and not TMA 38 in every corner of the crowded Carmel. It is important to remember that the city under the leadership of Kalish and Yahav in the last 20 years neglected these issues.

  10. In the previous term I was a member of the board of directors of the company Shkomona on behalf of the Green faction. The board of directors approved several urban renewal plans that were already nearing implementation in Kiryat Eliezer, Kiryat Haim and Bahadar. exactly in the required places. When Kalish was elected, all the above plans were thrown in the trash, why? You know why... with Kalish, every decision was made from the gut (in the "good" case)... If Kalish had not been the mayor, we would now see 3 projects being built, which took years to approve for implementation... Here is another cry for the generations made by Einat Kalish and her gang and we will also mention negatively Nachshon Tzuk - her replacement, Michi Alper, chairman of the sub-committee for planning and construction, and city engineer Ariel Waterman... they are all complicit in this sin.

  11. Avihu Han was the main opponent of the Pinoy Binui project on Barel Neve Shanan Street

  12. Every city needs urban renewal.
But only a good and reasonable mayor like his father will do this renewal while maintaining Haifa as a green city. A skyscraper will not fit in the heart of a neighborhood of houses of reasonable height. It is only suitable for certain neighborhoods.

    • Until now, we have seen "regeneration" in Carmel, most of whose buildings meet the standards in case of earthquakes, and we witnessed the "regeneration" of doubling and tripling the apartments in each building, which resulted in large profits for the contractors and an increase in expensive property taxes for the municipality.
I did not see that the Greens in the city leadership intend to guide the local committee to limit floors and apartments in the already saturated Carmel Ridge.

  13. The hope is that his father and his friends will succeed this time in reaching the executive and not just promising leadership

  14. What does Adon Aviahu forget to tell?
    A. that he himself was in the city council and deputy mayor and did not advance anything on the issue. He likes to blame the city administration when he was in the city administration. Counter Council - What did it promote?
    B. that for urban renewal Haifa should be attractive. What to do that these neighborhoods are much less attractive?
third. that there was a proposal to do construction-evacuation using one of the lots in the stadium area. This would have allowed the contractors to build replacement housing and then demolish and build - saving the rent for vacating until apartments are obtained. The one who torpedoed it was city engineer Ariel Waterman and mayor Yona Yahav. Why not do an investigation into why they thwarted the start of the process in Kiryat Eliezer?
    d. Greedy contractors want absurd apartment multipliers that will create slums. For example, on IDF Street, a developer proposed to take a housing complex with 16 apartments and build 160 in 40 floors. A multiplier of 10 times
This is why the projects have been torpedoed so far.
It is also not clear how they suddenly agreed to 30 floors in Bat Galim after setting a maximum of 25 in all the coastal neighborhoods.
What does this convey to contractors? that the municipality speaks with 20 voices and there is no comprehensive plan, so it is possible to extort more and more apartments with threats.
In many cities, they have established an orderly renewal department with a transportation engineer who explains how the transportation infrastructure will be renewed, an environmental engineer who explains about the wind regime, shading, and more, architects and economists who help the residents understand how they will finance a 500 shekel house board for a new tower when they pay 50-100 today.
But since when is Haifa an orderly city?!
Since when does the city engineer move away from the life of the coastal neighborhoods?!
There is chatter about master plans for the drawers for another ten years
The municipality does not have budgets to renew roads, add new roads, renew public buildings, add classrooms and kindergartens.
    Everything went wrong.

    • Eyal, you are wrong and misleading regarding the demand in the beach neighborhoods, at the President level which is actually Neve David and in Benaot Peres which is not even really considered a beach neighborhood, the prices have gone up a lot and there is huge demand.
In Kiryat Eliezer, the winners of the tenant price bought them for 800,000 and today they are worth about 2 million and the rents there are 4500 and to the north, in addition to the Beit Yakar committee, these apartments are stolen while the apartments in the old housing estates are also sometimes stuck for 2500.
If it's not a demand, you probably live in a parallel universe

    • Hi Shulamit. Ramat Hanasi took 10 years to market and has not yet been fully built. Demands - everything is relative.. A contractor told me that a construction evacuation project of 400 new apartments will take him two years to fully market in the center and 6-8 years in Haifa, that is 3-4 times the level of demand. You can see that all the companies are careful and divide the projects into phases precisely for this reason.

  15. Every few days she wrote about Han and the Greens, Gantz joined, he and she joined, and I have yet to see in the polls that they exceed 6% (Maariv 15/09/23)
Regarding the renewal, in my opinion, Klish and Yahav have already failed in this matter and left the coastal neighborhoods in their misery, on the other hand, it is also not wise to automatically give developers multiples of 5 together" for each complex and they will destroy the coastal neighborhoods and make life here unbearable and crowded.
The price of the land is already very high and as one of the entrepreneurs honestly admitted on Radio Haifa himself, there is economic feasibility even in building in much smaller multiples. In buildings that are not train shelters, I think only Tama should be approved.
In the meantime, it's been 20 years and after so many mother programs and public relations, nothing really happens in the coastal neighborhoods

    • Happens also happens
Construction has started in Neve David, there are approved plans in Shaar Aliya, in Shaprintzak, also in Kiryat Eliezer,

    • "Approved plans at the Aliyah gate.." Was this supposed to be funny? What is the article about? Unfulfilled promises for decades in the Haifa municipality.
Under construction as part of Pinoy Binui there is one building in the Europa exit and one in Neve David. 2 buildings out of thousands of tenants who are waiting for Binyi eviction.
If this "happens as well as happens" in your opinion, we will not wake you up from your and your mayor's coma. That's how the polls are for me, this is the last month in Hassan Shukri
