(Hai Fe) - Next month there will be a court hearing in the case of Katia - an elderly woman resident of Haifa, for the charge of a serious offense of feeding cats. The Noah Association - an Israeli association of organizations for the protection of animals, is mobilizing for its protection.

As I recall, the Haifa municipality has fined quite a few residents in recent years for feeding cats as well as for feeding pigs. In the past, the Noah association stood by the side of those who were fined and helped them and it continues to operate. Today she stood next to Katya - an elderly woman who lives in the city.

In a post published by the Noah association on the Facebook page, it is written: "Katia, a resident of Haifa, is accused of a serious crime of compassion, and in a month Katia has a hearing in court." In addition, the Haifa municipality is going to freeze the bank account of Katia, an elderly and sick woman. This means that there will be no Katia how to buy food, neither for her nor for the cats, not to pay bills, in short, she and her disabled husband will have nothing to live on.
These are extremely serious offenses as far as the Haifa municipality and Einat Kalish, the mayor, are concerned.

Katia contacted the municipality to get answers and details about the fines for feeding cats. It turned out that one fine that she never received was sent to her only after it swelled to the amount of NIS 1202.44. The second fine was handed to her when the inspector "caught" her putting food on a container and she submitted a request for a trial.

The municipality refuses to give Katia the confirmation of delivery of the first fine that accrued interest as in the gray market or to explain to her what documents the municipality has. We are not ready to remain silent in the face of the great injustice caused to the cats and Lakatiya who feeds them in a bought and orderly manner. We are giving Katia legal representation as we have given in the past to other feeders who have been fined unjustified, and we will take action against the municipality. Haifa Municipality is trying to foreclose on her account. This is an elderly woman who lives on an allowance, lives in Amidar's apartment and her husband is sick. This is simply abuse. It is important to note that even in the photos taken by the municipal inspector, Katya fed the cats according to the instructions.

It is important for me to emphasize that we do not represent feeders who do not feed according to the guidelines. We only represent feeders who have been fined unjustifiably. Katia received a fine of 70 NIS which grew to 1200 NIS and the municipality is unwilling to explain or give her an explanation even when she did not receive the fine by registered mail and did not know about its existence.

We call on the public to share Katia's story and hold protest vigils in front of the houses of the candidates for mayor and demand a written commitment to stop the persecution of the cat feeders and to stop the fines.
