A punch in the face of the people of Haifa: the railway electrification works in Haifa will begin immediately

(haipo) - A punch to the face of the residents of Haifa - in the planning administration it was decided today, Monday 14/8/23, to approve the implementation of electrification works in Haifa.

The overhead electrification is expected to create an ugly scenic barrier between the city and the sea along Hecht Park. The hope of the people of Haifa that Klish would succeed in making a connection between the electrification and the tunneling or the sinking of the train, have been dashed, and we will remain stuck with this hazard for many years.

As I recall, Dr. Kalish Rotem broke into the Haifa consciousness when she was among the initiators of the train sinking campaign which was then titled "sea. not a wallThe five years in which she served as mayor were an opportunity to realize the vision with which she burst into our lives, but this idea - subsidence before electrification - was completely ignored by the planning institutions.

An end to the long-standing disputes

The National Licensing Authority in the Planning Administration, headed by Shira Brand, decided to approve the implementation of electrification works in Haifa. The decision made by the committee today puts an end to long-standing disputes between the Haifa Municipality and Israel Railways regarding the phasing of the tracks and the development of the track areas near the coast.

The committee discussed the planning for execution and the scenic-environmental appendix after a detailed document was presented to it, and also expressed its positive opinion on the plan presented for the preservation of the coastal environment (and the beach) and the planned causal-scenic improvements. In accordance with the scenic appendix that was presented, the committee believed that the execution of the scenic plan would contribute to improving accessibility and connectivity in the coastal environment, this in light of the proposed treatment of the overpasses and underground passages, and would enable the electrification of the tracks, which has many benefits in the service to all residents of the northern metropolis.

Chairman of the National Licensing Authority, Shira Brand: "Approving the implementation of electrification and providing solutions to improve the appearance of the coastal environment after years of delays, constitutes the removal of a significant barrier that will enable the provision of optimal rail service that will improve the frequency of trains, will enable shorter waiting times, as well as the conversion of the train fleet to electric and will improve the air quality values for the residents of the metropolis" .

The planner of the National Licensing Authority, Ron Rakah: "Granting the permit is an important step in the creation of an electric rail system that will ease traffic congestion, allow a quick connection between metropolises and form a modern transportation infrastructure to continue improving and streamlining the service for passengers and encouraging the use of public transportation."

Avihu Han, chairman of the Green faction and Blue and White candidate for mayor, commented on the decision:
"The decision of the planning administration is a cry for generations, I do not accept the false promises of subsidence decades from now, when the irreversible damage is already being done.
The city of Haifa is cut off from its sea shores, due to a planning mistake that we inherited from the British.
The residents of Haifa can't just go to the beach, because there is the barrier of railroad tracks - and now the barrier will become a wall of power lines like a skin in the most beautiful spot in the city.

Han also said: "There is hope, as mayor I will work to create a tunnel from the Carmel beach station towards the heart of the bay, and open the city to the sea. I intend to work with the Ministry of Transportation to change the evil of the demarcation.
I intend to convince the planning director to change the decision, and agree on a solution that will allow Haifa to return to the path of a sane life."

  3. The point is that we need to give up the Haifa Central Hasmona and Haifa Bat Galim stations and instead build a tunnel that connects the Gulf Central to the Carmel Beach Central so that the excavations will not be near the sea and it will complicate the construction less. Then it will be possible to make Israel Railways a subway in the Haifa area only, and the dresses of these trains will not be a problem, and vice versa. This problem will become a solution. Those who say that we need a train to the port of Haifa are right, but there is already one and there should not be a passenger station, this is a travel station

  4. The issue is essential for the future of Haifa. I suggest Lahi Pa consider additional articles with the simulation published on social networks showing the extent of the expected damage as a stranglehold around all of Haifa from the electrification frames and fences. Eni suggests that the contestants for the city councils formulate a clear and even unified response calling for the decision to be canceled, and to tunnel the train from the Carmel Beach to Check Post (not the Dvir Lengar alternative that completely bypasses Haifa in the Sdera Tunnel, but the Sdera Tunnel next to the Carmel Tunnels from the Carmel Beach area to the Gulf Central, via bridges Eiliim with an intermediate station at the bottom of Wadi HaGivurim that will serve the Carmel Ridge. The connection of the HaCarmel Beach, Bat Galim and Haima Center and Kiryat Havrat will be carried out in the best way by a light rail, which will be able to integrate into the future built structure in the areas that will be removed from the tracks of the heavy rail (for example, the Bat Galim station will be freed up for a huge project The wholesaler in Tel Aviv - 1200 units in towers, adjacent to a light rail station on one side of it in place of T. Bat Galim train and Tartanit axis on the Hagana road on the other side and this is just one example of the scale of development that will be possible and will finance the train tunnel.
Electrification will transform the coastal neighborhoods from neighborhoods by the sea to neighborhoods near fences and electrification grids without the sea. We must keep this issue in the headlines and prevent the sabotage that Ariel Waterman of Haifa Demolition Engineers and McKulish created in their opposition to the tunneling.

  5. Are you really rooting for Cliché Der? Just a shame, she is a drug for nothing and nothing is reset

    • Hashem willed and Zati obtained a doctorate in architecture.
In principle, not calling her Dr. is kindergarten age games,
We hate her for her actions (or rather lack thereof), there is no reason to descend to the level of ad hominem.

  6. What is the problem with putting an electrified third strip between the tracks instead of using overhead power cables?

    • The problem is not the electrification above, but the steel fences below, which will perpetuate the disconnection between Haifa and the coasts. That is why we proposed a direct tunnel through the mountain. The railway management asked me one question: So why does the municipality object? To this day I have no answer.

  7. The municipality of Haifa, the elected representative of the city's residents, must condition the issuance of building permits here on the provision of a letter of indemnity on behalf of the railway for all the damages they will cause. including going to court if necessary. This is how a responsible municipality behaves towards its residents. At the same time, it is necessary to finance the preparation of a lawsuit for any of the residents who request it for the damages they will cause. Although only the immediate neighbors of the train will be entitled to compensation, this is enough to drop the electrification.

  8. It is more important for the state that the citizens get to work faster, and that it is convenient for them to get to work. It generates taxes. They should even make it difficult for idlers to get to the beach.

  9. All the candidates found someone to blame Klish. Kalish is also guilty of murdering Arlozorov. Whoever was the mayor of Haifa at the time of the digging of the Carmel tunnels is to blame for not digging another tunnel for the train. The one who didn't worry about the airport in Haifa is Yona Yahav. To enjoy tunnels is a matter of more than 10 years. So Klish is not to blame for this. It is the Bibi government that decided to turn Haifa into the national dump. When we have in the city the most polluting factories in the country and we have Miri Regev and Bibi then forget it. It is not a cliché that I am to blame. And regardless, I will not choose her.

    • It is evident from your words that you are not knowledgeable about the material. If you had studied him, you would have understood that the failure was largely of Klish, and partly of Yahav. The same goes for the rest of the points you raised. It is not difficult to find all the relevant information on the Internet.

  10. Not bad,
At least we have access to the port of Haifa... never mind.

  11. Chaima is the city with the best geography and physical area data in the Middle East.
A chain of small and failed politicians in both the local and national government, cause by their actions and/or inaction the destruction of the city, and worse, the destruction of hope for the future.

    • Just like that. The hotel should have seen the general picture and not the narrow picture of 'electrification as soon as possible' but 'development as environmentally and economically as possible'. If that was the consideration we would already be in the tender for the tunneling of the heavy train through the mountain, both economically and environmentally this is a profitable project that will cover the investment in it, just like an international airport in the north, which will cover the investment in a few years.
The obvious conclusion is very simple: Central state officials are taking advantage of the chaos and the mayors who are busy in Haifa to leave it a garbage can for polluting infrastructures and port-industrial-railway development that beeps at the needs of the city and its economic future. You see it in every decision, from tearing down a hospital to Kiryat Ata instead of funding one new one, to predatory and destructive electrification instead of tunneling. It's just that officials from intelligence and Jerusalem don't care, and other mayors who help them make destructive decisions..
Where did they bring us the trollop of Klish who opposed the tunneling due to a lack of understanding between a light train and a heavy train... after Yahav made a show of the sinking of a section that will also not be performed in Hecht Park. Just catastrophe after catastrophe.

  12. The residents of Haifa are not even aware of the intention to destroy the Hoof HaCarmel station and rebuild it and in fact to close the Hoof HaCarmel station for 6 years until 2030.
Just think of the economic and transportation damage that would be caused - and that would have been avoided if the station had been built in a different location with the rail tunnel through the mountain.
The public is being put to sleep here regarding the expected damage from the electrification and the addition of two tracks.

  13. Mrs. Klish who entered the council with the campaign. Not a wall', in her opposition to the tunneling through the mountain of the train, buried Matid Haifa with the electrification wall with her own hands. The second culprit is Yona Yahav, who also signed with the train 'on the ice' for a section in Hecht Park when it was also clear to him that in real time they would disavow it and it turned out to be nothing more than a cheaply produced propaganda show with no intention of realizing it.
These two individuals buried the future of the development of the coastline and the downtown district. Bury the 'urban sea front' issue. The electrification is not only an aesthetic hazard, and not only related to Hecht Park, but to all the places it will pass including - Bat Galim Road, Haifa El Atika Dolphin Junction, the Lower City - in front of Kadoshi Street in Baghdad, Kiryat Haim. Not only electrification but the addition of 2 tracks and the doubling of the dirt mound and in fact the destruction of Hecht Park and the destruction of the fishermen's beach and damage to the port campus district.
It is clear to everyone that this is for decades and that there will never be a recession. Because subsidence in an area with groundwater will require enormous engineering works (see what happened in the Rambam parking lot that was flooded with water during the construction of the foundations) and if this is not done, the oil pipeline of Katsaa passes through and in the downtown area, subsidence is not possible due to the type of soil in the British drying. There will never be a recession and it's a shame to mislead the public.
The train tunnel, like the Carmel tunnels, is a win-win for the residents of Haifa and the residents of the north, as a tunnel between the Carmel beach and the central station of the Gulf would shorten all travel times around Haifa by a whole 10 minutes, which is a lot. And Haifa Haitza benefits from a strip for the development and removal of the physical buffer between the city and the sea, and the scenic hazard and noise nuisance in front of all the west coast neighborhoods and Bat Galim. It was a winning move that Klish and the engineer-destroyer of the city Ariel Waterman opposed in their stupidity with the unfortunate statement that 'the train will bypass Haifa' this when a tunnel does not bypass Haifa and anyway the railroad tracks can be replaced with a light rail that will serve the beach neighborhoods better than a heavy rail and support urban renewal in the neighborhoods The coast and the development of the railway line that will be opened.
I and many others who follow the issue are shocked that the Haifa Municipality has actually put up an electrified wall around the entire area to push for the moving of the Carmel Beach station to the west and a tunnel from it of the 4 lines in 2 tunnels when it is also possible to plan a train station at the bottom of Wadi HaGivoriv in the middle of the tunnel - which will optimally serve the neighborhoods of the ridge And Noah is complacent and eagle.
The electrification that is starting to be carried out these days, followed by the closing of the Haifa HaCarmel station for 6 years and its construction for 4 lines with an underground parking lot is a disaster and a hazard no less worse than the electrification. This was also confirmed.
Just everything that has happened in the last 5 years is absolutely ridiculous. No mayor will be able to fix this destruction anymore.

  14. And that Dagon, the harbor encroaching into the sea, and the cable car are not visual hazards?

  15. In Haifa there has never been a problem of disconnection from the sea, nor will there be... a problem of disconnection from the national railway infrastructure with all its variety of populations, workplaces and possibilities (for example, what is the status of Rambam Hospital without public transportation...) will be the real cry for generations.
Sinking will be the burial of Haifa

    • This is nonsense. Chaima does not need a heavy train in Bat Galim and Chaima center of Hamona. It needs a light rail that will connect the Carmel Beach station to the Gulf Central Station. And the heavy trains and cargo trains had to be tunneled and transported in tunnels without destroying the coastline and without cutting off all of Haifa from the sea, which is exactly what the heavy train does, and two more tracks and more electrified fences are being planned.
Leaving the heavy train on the existing coastal route is another destruction of future development in Haifa. The impact of this will be huge and deadly.

    • Haifa residents do not change trains in Atlit. travel directly

  16. The decision on overhead electrification of the railway along the coast of Haifa is mainly registered in the name of the mayor, Dr. Kalish. This is her "parting gift" to the residents of Haifa, after she tricked them into thinking that the fight for the tunneling of the railways was her priority. The railway management saw that it had business with "Prayerit", and easily passed one of the most unfortunate decisions in Haifa's history. The decision did not "put an end to the controversy", on the contrary, it opened it up to a struggle, which Klish promised and did not live up to. It is impossible to absolve Yahav of responsibility either, since the issue came up for discussion during his time. He managed it in a scholastic manner, when he could have demanded the tunneling of the tracks on a short route between the Carmel Beach and Kiryat Havlat, and the railway management was even ready for that. His father and the Greens have already picked up the gauntlet, I hope the other candidates will also join the fight to cancel the decree..

    • Yahav and Klish buried Haifa in the stupid opposition to the tunnel.
What they did is unforgivable - with their own hands they caused the railroad to be fixed around the coast, missing a rare and one-time opportunity to remove this obstacle completely and develop thousands of dunams of land adjacent to the tracks.
      Literally from Haifa.

  17. In order for the settlement to cost tens of billions, it makes sense that he would not have received approval in any case.
At least the train will be electric and quieter.
The main thing is that they start and do something.

  18. The time has come for a widespread civil protest in front of the train. If in any case the residents of Haifa and the north need to change trains, then stop the electrification in Atlit and change trains there.

  19. The writing was on the wall, all the warnings were given, and a solution was also presented in "Hai Pa" back in 2021-
    https://haipo.co.il/item/328542
The failure of electricity poles surrounding Haifa's beaches will be registered in the name of the mayor and the city engineer, and they have nothing but themselves to blame.
In order for the rails to eventually be laid, it is appropriate to cooperate with the residents of the north of the country.
There is and will not be any national infrastructure that will lead to the prosperity of the city of Haifa and the entire north - such as the high-speed railways to Haifa (to the Gulf Central)

  20. It is now impossible to sink the track in the Haifa area without jamming for many years the traffic of trains from the center to Haifa and to the north. The subsidence or the tunneling will be carried out only after there is an alternative for the train traffic to Haifa and to the north in a tunnel in Carmel or in any other way. I did not understand before the last election and not today how candidates for mayor make promises that are not feasible. Just throw sand in the eyes.

    • They are building a tunnel at the same time and connecting the access to it after without harming the train traffic, only that it is a project of billions and therefore they prefer to destroy the landscape and the accessibility of Haifa residents to the beaches instead of improving them.

  21. The train in Haifa had to be moved north through the Carmel tunnels. If they had done this, the beauty of the city would not have been damaged. Haifa is probably not an important enough city since the days of Netanyahu's rule. The Carmel tunnels, strangely enough, cost a lot of money and many of you prefer not to travel through them, and the buffer train between Haifa and the seashore is really not of interest to the country's authorities. I would like to see a train like this, traveling on the beach of Tel Aviv. Of course it doesn't happen.
