The National Committee for Planning and Building Preferred Housing Complexes (VATML) has approved for deposit the plan for a large-scale renewal in Kiryat Yam.
The plan includes 1,868 units, 13,000 square meters for employment and commercial areas, about 11 dunams and 3,200 square meters in building allocations for public buildings and about 10 dunams of open spaces.

The Committee for the Promotion of Preferred Housing Complexes (and TML), chaired by Natan Alantan, this week (10/5/23) approved for deposit a large-scale urban renewal plan in Kiryat Yam.
The program is located on the first line to the sea, in the complex of Pinchas Sapir St. streets on the west side, and Yoseftal and Vishshachar streets on the east side.

The plan, initiated by the Israel Land Authority and Kiryat Yam Municipality, covers a total area of 108 dunams and includes 1,868 housing units in a diverse mix, which will be built in 10-story residential buildings alongside 18-, 22-, and 29-story towers. Out of all the housing units, about 187 housing units will be allocated for very small apartments (up to 55 square meters) and 467 housing units will be allocated for small apartments (up to 80 square meters), this with the aim of providing a solution of diverse housing units for different population groups .

In addition to the housing units, the plan offers about 13,000 square meters of mixed-use employment and commerce along Pinchas Sapir Blvd. in front of the beach strip. In the inner streets, the plan includes about 3,200 square meters of public buildings that will be integrated into the ground floors of the residential buildings. In addition, the program allocates a designated area for the benefit of educational, community and welfare institutions. In total, the plan includes about 11 dunams for public buildings and another 3,200 square meters in the built-up allocations. The open areas in the plan are about 10 dunams. Another area in mixed zoning is open spaces and public buildings and institutions of about 4 dunams.
Also, the plan emphasizes the public space and creates a network of streets and paths that allows maximum and optimal connectivity between the city on the one hand, and the beach on the other.
David Ibn Tzur, Mayor of Kiryat Yam:
"The Yoseftel plan is a groundbreaking plan that will change the entire coastline of the city. The rapid pace of progress, the high-quality planning and the cooperation of the residents, led to the creation of a beautiful plan that takes into account both the needs of urban renewal and our natural coastline. I would like to thank the Administration for Urban Renewal and the city engineer, To the entire planning team, to RMI and to all the parties who support all along the way and repeatedly express confidence in Kiryat Yam."

The Chairman of the National Planning Headquarters and the Chairman of the HOTML, Natan Alantan:
"This is an important plan for the development of Kiryat Yam. The plan offers a quality and intensive urban space and renews the fabric while creating a significant addition of housing units."

Website designer, Sigi Barry:
"The plan creates a high-quality public space, through diverse means, including a mix of uses and a network of streets and paths that encourage walking, and which enables connectivity between the urban space and the beach, and creates public open spaces."

Amos Brandeis (plan architect):
"This is a golden opportunity like no other in the country. An amazing, open, wide beach. There is no better place than this to promote an urban renewal program. It is really a commandment to tell the population that lives in these housing estates about new buildings."
