(Live here with buildings for preservation) - The building on 8 Nega Street in the Carmelia neighborhood - the fight for the preservation of the historic building continues.
A house with history
The fight over the building on 8 Nega Street in the Carmelia neighborhood refuses to reach a solution at this stage, years after it began. Last Friday (20/1/23) residents of the neighborhood met and signed a petition, in which they protest that the new design of the building does not reflect the recommendations of the conservation committee.
As you may remember, the building at 8 Nega Street in Carmelia, is the first house built on the street, in 1938, and was designed by the well-known architect Leopold Krakuer.
"The recommendations of the conservation committee of the city of Haifa from 2021 are not reflected in the new planning of the building that was submitted to the district committee," the petition reads, "in some of them there is even a contradiction. Therefore, it appears that the recommendations of the conservation committee were not put before the district committee, since the proposed planning does not consider the recommendations The above are implemented."

The beauty of the original building
"It is not clear why the local committee for planning and construction did not send the district committee its recommendations, which must be based on the decisions and recommendations of the Haifa Conservation Committee. The local committee's duty is to forward recommendations to the district committee and the behavior seen here raises serious questions.
It is clear that the recommendations of conservation architect Giora Soler to preserve the building on both sides are not being implemented either
at the request of the developer. The conservation committee's recommendation to keep the wings intact is also not mentioned in the instructions
The plan, and in fact the desired building dwarfs and even elevates the original building and its architectural beauty."
In the objection submitted by the tenants to the district committee, there is an emphasis on the fact that the designated plan does not refer to the decisions of the conservation committee.

They fear that the beautiful avenue of trees will be damaged
"We have been fighting for a long time to preserve the house on Nega Street," said today one of the tenants who lives near the building. "The house was bought for several million shekels by a contractor, he actually approached the local committee about it in order to start construction. We proved that the house should be included in the list of buildings for preservation. A legal battle began and it was decided that the developer would change the plans in order to preserve the building. The local committee removed him from the project, Because he wanted to build 7 floors. The district planning committee told us that there is some requirement to compensate him for 6 years of delay... In addition, we are very disturbed that there will only be one parking space for each tenant, it is a short and narrow street. There is no logic in this construction. They approved the construction of 7 floors with exceptions. We fear that there will be damage to the beautiful avenue of trees on the street."

Significant for Haifa
"We made an affidavit with the help of lawyer Rotem Perelman-Parhi, dozens of people came and brought their objections, we need to submit them by 24/1/23. In our objection, we explain how significant the building is for the city of Haifa."
The appeal committee ruled: The house should not be destroyed
As you may recall, in September 2019 the appeals committee determined that the house on 8 Nega Street should not be demolished, and even criticized the district committee for, on the one hand, accepting the determination that the building is intended for preservation and, on the other hand, approving incentives for the developer. The developer claimed in the appeals committee that when he purchased the building, it was not on the conservation list, and was therefore financially harmed by it, but the appeals committee determined that the district committee could not have ignored the qualities of the building and the provisions of the TMA.

"This house must be fully maintained"
The chairman of the Green faction, Avihu Han, has been fighting the plan for 8 Nega Street for several years. Preservation experts gave an opinion to tell both the local committee of Haifa, both the director of engineering and the mayor of Kalish that this house must not be destroyed. Two years ago, through an appeal, which I submitted, I managed to convince the appeal committee that this house must not be destroyed and a plan must be promoted that allows for its complete preservation without harming its architectural and historical values."

"Bad for the house and bad for Haifa"
"The committee accepted my appeal," Han continues, "and accordingly, this house really wasn't destroyed. Today, the developer is trying to pass a request through a different statutory route. The principle is that the request does not pass the test of the Haifa Conservation Committee nor of the conservation experts. A request that is bad for the house, It's bad for Haifa, so we will work together with the residents of Nega 8 and the residents of the streets in Carmelia to prevent the approval of the plan."

"Alik" conservation.
At the end of the greens and the mayor's innovative promise turns out
As ultra-conservatives, the complete opposite of liberalism and innovation in the name of which they were elected.
If there is conservation here, it is only for the privileged lobby of the rich and wealthy Carmel elders.
Hypocrisy of politicians and their lobby - neighbors who simply don't want them to build next to them.
It's so beautiful, so maybe we'll turn it into a museum, visitors will come to see the "architectural gem", we'll see what happens with street parking.
500 mer of a white elephant in the middle of Carmelia, will become another abandoned building for drug addicts and cheap for drunk kids.
This is a nice building and nothing more on a marginal and not central street in Haifa, the construction of which will disturb the neighbors, this and not all the fuss of preserving the neighbors' metzots is the basis of the opposition.
In the end, with all due respect, heritage also needs to connect with life itself today and with market conditions.
No one will buy and keep such a villa in Carmelia and it will simply become a hazard.
I don't agree with you. If it was in Tel Aviv, it would already be sponsored by UNESCO. In Carmel there are many special houses from the Bauhaus and architects from the early twentieth century. These pearls must be preserved.
All the best to the residents. History and preservation of buildings is the basis on which a country is built. A country without a past will not have a future either.
The whole Carmel is turning into monster buildings, tall and unnecessary, which damage the beautiful appearance of years and years of small houses surrounded by ornamental trees, and all for what?? For the real estate pigs who only see $$$ in their eyes!!! They are not interested in anything, not fashion, not history and not aesthetics. Just to drive around in Mercedes and pour heaps of dollars on themselves....
Listen
All the contractors and realtors who build tall and ugly buildings and have a lot of money, they are the ones whose houses are villas and surrounded by trees in Carmel.
They build and do not live there
There is also a house for preservation, Beit Tanenbaum, on Yaffe Nof Street, corner of Sderot Hanasi, which underwent a change of designation and structural changes in the light of day, and with the knowledge of the Haifa Municipality, it turns out that anyone can do as they wish and go for legalization afterwards, which will qualify the vermin. Perhaps the time has come for valuable buildings to be valued in this city. Tired of the lack of care and disdain.
It is not clear what is "iconic" and what is special.
I think they actually explained the importance of the architect, the first building in the neighborhood, the importance of an urban villa in Haifa, the avenue of trees and the overall design of the building by a well-known architect. What else is needed?
This is a just struggle of the residents. Good morning and a good week to you.
One of the most beautiful houses in Haifa from the last villas in Carmelia.
We are really saddened that the destruction gave the street and its surroundings an elegant character
Leave a few houses like this, it is impossible for the whole neighborhood to be huge buildings, diversity is also needed. The contractor will find other buildings, make a jesta to the city, leave it like that.
The cars that are parked on the sidewalk and that are already blocking the traffic on the street, all belong only to the scoundrels who are interested in demolishing the building. The conservationists all park legally in a private parking lot that they arranged inside their lots and none of them even think of parking on the street. These tzadikim have already started collecting tens of thousands of shekels per family in order to finance the damages to the miscreants.
Any urban renewal plans that continue to destroy the Carmel must be completely stopped. Renewal is drifting charming two floors not 3-4-5 as they do .. just slams
Developers should only be allowed to build in weak neighborhoods, strong neighbors can strengthen the buildings without the intervention of pig developers
This is a just struggle of residents, of the advocates of preserving Haifa's architectural heritage and of the Green faction, against an insatiable real estate appetite that ignores conservation values, which in any other city in the advanced world would be a candle to the feet of the municipality.
The attempt to eliminate the conservation committee's recommendations from the local committee's position that was submitted to the district committee smells very bad...!
Container,
You are not accurate in your writing "last Friday (20/1/23) residents of the neighborhood met and signed a petition, in which they protest...".
The residents did not sign a petition, but an objection that was/was submitted to the district committee.
All the most beautiful neighborhoods are filled with 7-story monsters.
estate. Carmelia. Shambor The old Carmel. Bat Galim. Beautiful view. Obviously, the most expensive real estate is there and the contractors only see $$$ in their eyes. Show me a permit in Dania to build 7 floors. They fought against a 4 story construction!!
