"Those who live near the school know how unbearable it is" • The residents of the neighborhood in Haifa are desperate

(live here in the neighborhoods) - Residents who live in Western Carmel near the "Ilanot" elementary school claim that their quality of life is affected due to the proximity to the school. According to them, they suffer from the noise, the lights and a lack of consideration, despite the fact that there was a joint meeting with the municipality and the school's management and despite an explicit order from the court, the school does nothing to go towards them and reduce the harm to them as much as possible.

"Those who live here know exactly what I'm talking about"

"We came to an agreement with the school management," said one of the residents who lives very close to the school, "and this agreement was upheld in court. A decision was made that the school management will act so that there will be no noise from the school, which will harm our quality of life. Anyone who lives near a school , know exactly what I'm talking about. Let's leave for a moment all the parents who come in the morning to bring their children and block the street and the same thing when they take the children out and concentrate only on the incessant noise we hear from the school," he says.

"Suffer from noise at all hours of the day"

"During the school day, there are announcements over and over again, which we hear in our house as if we were at school too. But even when school ends, and on the face of it, it should be quiet, even then the situation does not improve. At the Ilanot school, there is an activity by the scouts in the afternoon. Children make noise during the scouts, but what bothers us the most is that they stay after the activity and talk and make noise, and sometimes they leave the school at 22:00 PM or later. During all hours of the day we sit at home and suffer."

"It is also important to understand that pensioners sit at home all day, compared to young people, who spend a significant part of their day at work. We feel that we wake up with the noise of the school and go to sleep with it. We also cannot understand why there is not an iota of consideration for us. It seems to us that very easily It was possible to make less noise, but no one cares."

"We had a meeting with the management and the municipality and nothing improved"

It should be noted that this is not a new argument between the neighbors and the school. 5 years ago, a meeting was held at the school with the participation of the principal of the school at the time, Yael Rahav Licht, the chairman of the parents' leadership, the representative of the neighborhood and the director of the elementary education department in the municipality at the time, Ilana Wegman. The meeting was held because of complaints from the neighbors and it was decided that the principal of the school would inform the neighbors in advance about special events at the school that will cause increased noise. In addition, the management will use the announcement at the school only during emergency hours and will make sure to keep the school quiet as much as possible during the rest hours, between 14:00 p.m. and 16:00 p.m. According to the neighbors, despite the agreements, in practice no Nothing is done and their quality of life continues to suffer.

The session at the school was preceded by a hearing in the Magistrate's Court before Judge Ron Sokol, who determined that no classes or any other activity will be held at the school and on the sports fields between 14:00 PM and 16:00 PM and after 20:00 PM or on holidays and holidays. On Fridays, school activities should end no later than 14:00 p.m. Sokol further stated that the school management should take care of clear signage warning of activities at the school beyond the designated hours.

According to the neighbors, despite a clear order from the court, the school's management ignores these things and allows activity on its premises at late hours. Moreover, the judge's goal was to take care of the neighbors' quality of life, even though they live near an elementary school, but in practice the school operates as it wishes, and does not think for a moment what it is like to live a few hundred meters away from the school.

Another claim that the neighbors raise concerns the school's lighting, which they say disturbs them. Judge Sobol determined that the projectors located in the school yard or in its buildings will be turned off every day starting at 21:00 p.m. and on Fridays starting at 16:00 p.m. The neighbors claim that even here the school management does not follow the instructions.

The Ministry of Education in the district informed Lahi Pa in response that the issue will be reviewed with the school management.
The municipality's response to the article will be attached when received.

  1. I live on the Sena street in question. For me, the noise of children is the noise of life and joy. pleasure. And the street will always be well maintained and safe in terms of crime.
For me, the school is a bonus for those who love life. Less for those who love peace. But each place and its data the buyers should think about whether they want a lively or quiet environment.

  2. I lived for 21 years near the school and I didn't feel any disturbance if all the noises were there. Nowadays I live in another place also near a school and the school works until late hours because they also have classes for adults. And I don't mind the noise. I think it depends on everyone's character.

  3. I live on the street. The noise is not disturbing. Where did you want the children to play? Yard lighting is essential. It is clear that there is children's noise during the breaks. So what? Why does it need to interfere?! I understand that the same complaining pensioner has no grandchildren in school and he doesn't care if small children wander to study in distant neighborhoods. By the way, there are also complaints in these places, so where will the children of the neighborhood study?
And as for the scouts, they are active in the afternoon, i.e., after Shalaf Tunde.

  4. "Behad" school in Galilee is also expecting.
Loudspeakers. Every day. Activities at all kinds of strange hours. No one to talk to.
How did they approve a school that doesn't have a shelter? There is no escape route, only hundreds of stairs in each direction?
that build and do - not sure that with licenses.

  5. Solves the problem in a week…
Put big speakers on the balcony. Trance music at full volume towards school. And go to work…..
After one day of not being able to teach, they will come and beg for an arrangement.

  6. Unfortunately, the residents arrived after this school already existed. Even before they built the apartments of these poor people.
Just like those who came to Haifa following the work. In the refineries. Or in Haifa as chemical tanks. And today their sons are shouting Hamas. And asking to move the factories to someone else's area

  7. I think most of the complaints are misplaced.
The residents know what it is like to be a neighbor of a school and to live next to or near a school.
Maybe I would agree with the announcements and the noise after 9pm but the other complaints are not really accepted. Most of the residents of the area live here after the school was built. A large part of them attended the same school. There are probably pensioners there who woke up from their sleep. Keep sleeping or move.

  8. I envy the tenants who are hundreds of meters from the school yard. We live in Pardes Hana Karkur, a road width away from Sdot School. We are pensioners who are at home all day when we bought the apartment, instead of the school there was a beautiful winter puddle that wild animals almost came to our doorstep. The establishment of the school simply destroys our lives. The music on the loudspeakers for the break and the end used today can take a person out of his peace. In addition, there is an activity of afternoon classes and youth movements that continue until 1800. A basketball court located about 70 meters from the house where sports lessons are held over the loudspeaker - it's maddening and sometimes the loudspeaker is not present and the teacher roars so loudly that the windows of the house shake.
We did not go to the council or to a court because we knew that in a decision between some pensioners or school children we had no chance of winning. One of the tenants went to court and the judge's instructions are not being followed. During the holidays, the basketball court will remain open and young people arrive at three in the morning! ! ! To play catch-up with shouting and cursing, I contacted the local security several times. The young people pretend to disperse and ten minutes after the patrol officers leave - the brats go back to playing.
The apartment is stunning, but we gave up. It is for sale. There is a big sign outside for whom the celebration is suitable for.
In order to survive, the couple must work many hours outside the home and if they have children of kindergarten or school age - the place will suit their needs. My only question is how the sages of a dream set up a factory for shouts, screams, car horns of parents calling their children to pick them up, how this whole barrack is set up without the slightest thought. 400 children who gather in the morning and at noon block a one-way road, park in the tenants' parking lots waiting for the children to leave school, and have endless fights over the occupation of the parking spaces, and this is how the barracks have been going for several years. As I mentioned, the apartment is for sale and the buyer will be rewarded by me with a valuable gift - earplugs to prevent noise or deafness for the buyer and his wife.

  9. Don't worry, soon thanks to the 0s there will be much less children and elderly people. So it will be quiet.

  10. Are you crazy???
The noise of education is a noise that cannot be turned off.
That the municipality will deal with more important things and that the residents will bless the action. Education is also impossible in this city now?????
    nerves

  11. I am Haifai who lives in the Huadi neighborhood and there are at least 4 elementary and high schools within the radius of the neighborhood and it should be noted that the Achava school is especially within the neighborhood and it should be noted that the principal there runs the school in an excellent way and she very, very cares for the neighbors and the neighborhood, she brings the most to the children and a cultural discourse on nuisance or a disturbance on the part of the school that receives a complaint, it is immediately handled by her and in an exemplary manner, and I would suggest to the administrators who do not know how to manage it to consult with her and that way the neighborliness between everyone will improve. I wish you the best of luck

  12. 1. The school was not built a week ago. He's been there for years. You can't choose to live next to him and then complain.
    2. Children cannot be silenced. Children and noise go together.
    3. The complaints about noise, about wild animals, even about a piano in the center of Carmel.. flood the city in an extreme way. 30 years ago we would not have heard any complaints.. What has changed? the residents Therefore, you and your complaints are not welcome in the city. Go from here to the desert or something.

  13. Those who buy an apartment near a school know exactly where they are getting into. I live 100 m from the school

    • Not everyone can buy an apartment where they want.
Some people buy because this is the only place they found. And there are people who work at night and sleep during the day. Of course, living near a school can be a nuisance. The question is whether this is the school's or the parents' responsibility at all - schools do not impart values, only information. Parents should educate their children to love others, so that they themselves will not harm themselves at unusual hours.

  14. Noise is natural for a school environment.
Unfortunately, the children and boys living in Western Carmel have no other playground to play on!! The Haifa municipality did not care for a basketball or soccer field that is open even on Shabbat like in most neighborhoods and they are forced to play there.

  15. The noise level at the school boundary should be measured and music should be played in combination with reading episodes, at exactly the same intensity from the neighbors' houses.

  16. There is no problem with the voices of the students, it really gives joy, but the spectators pollute the environment both in terms of practical dirt and in terms of noise, really noise, it doesn't feel like they have moral leadership and close guidance. What's more, the parents at this school are very lazy and instead of parking and walking for two minutes to pick up their children, they choose to block private parking lots for only two minutes and forget that there are dozens more like them

  17. We left the Carmel in favor of Hadar close to Talpiot market very happy!

  18. A school is the noise of life...what is the alternative to placing it in an industrial area?

  19. You bought a house near a school... what did you expect to hear?, classical music....
We have become a city of retired old men...everywhere you get stuck in the car after some old man driving 30!

  20. I read the comments and was shocked.
We live in a country where no one has empathy anymore.
The neighbors are really suffering. Why not try to help?
If the announcement is heard in houses then it is too loud. It is possible to weaken it so that they will hear it at school and less in the neighborhood. It is also possible to reduce the amount of messages in the announcement - this school is not an auction.

  21. It is very simple to deal with the noise hazard.
Neighbors are allowed to play music and amplifiers... every day... during school. The noise will interfere with the normal course of studies at the school, students and teachers.
Music or any noise that will disturb...
In addition, it is possible for the duration of a week in Shaban'i, that the residents of the Sha'ona will be late for work and block the street... drive slowly in the school area so that the parents' entrance is signaled. Mutual harm will help the offending party to make favorable decisions with the people of the neighborhood.

  22. The residents of Rehovot Ehud and their families also suffer from the school!!

  23. Start with the announcement systems. Even when there is noise the children are not deaf. Turn the volume down to half.
And if anything - then it's better to have a WhatsApp system for the students and flashcards with lights on an announcement system that even a deaf person can hear. A real sanitary hazard. On the same occasion, also to remove from the mosque his proclamation system. Let them switch to WhatsApp. Another crowd that lived 50 years ago and imposes itself on us all.

  24. Ilanot School has been on Hasna Street since the late 50s. (For those who don't know, he first lived on Ilanot Street, the corner of Hayam Road, below the synagogue, hence his name). It is likely that 99% of the complainants chose to buy their apartments knowing that they were purchasing their apartment near the school. What exactly were they expecting?

  25. Must close. Schools, hospitals, nursing homes, synagogues, libraries, theaters, close everything because it's terribly disturbing...

  26. It's like asking people who live near the National Highway to suddenly complain about the noise.
Netavg was years ago, and also an Ilanot school.
It is likely that they bought the apartment, the school already existed.
move on Many parents will want to live close to the school

  27. I am also very disturbed by the nursing homes in Haifa - a nightmare, and more and more nursing homes are being built here.
Many visitors block the streets around the nursing homes.
Equipment and supply trucks such as industrial zone baut leave all the time
And also the noise of ambulances, the crew changes and early in the morning makes noise in the street
Nightmare you will close all the nursing homes

  28. This is the situation, move. pleasant evening

  29. This is the situation, you will move to an apartment in Haifa, an unplanned city

  30. What stupid and petty complaints….
In every neighborhood there is a school of activity and joy of life, only here there is a group of little people.
In the morning there is a quarter of an hour of rush until 12 empty and then they just come to pick up the children.
Those who live in front of the school enjoy privacy, which is almost non-existent in the neighborhood

  31. We, the residents of Halastura, are ready to accept the school and all its students into our city. We are far enough from the city of Haifa and therefore we can guarantee that the noise made by the students and the school that will move to our authority, as well as the lighting, will not disturb any resident of Haifa.
Note: Transportation is on you. The travel distance is reasonable.

  32. What are you expecting? that they take the schools out of the city. Children make noise. there's nothing to do. Of course, the school can reduce and silence the announcements and consider the tenants, but children are part of our lives and they sometimes make noise...

  33. It became a city of troublemakers. Young people are looking for houses near kindergartens and schools, they are invited to move to the village.

    • A shabby apartment in Carmel is not able to finance a house in the village. Keep your Ahithophel advice to yourself. We lived here even before anyone thought about a mandrick like you and our right to continue living here.

  34. All my childhood and my parents living on Bezalel street in front of Geula school there was a "noise" of students. And in the evening a choir practiced there. On Saturdays there were spectators and football was always played on the field, we were never cheered by the "noise" on the contrary it was a pleasure to hear the voices of happy children. Think about the noise in a positive way and enjoy the joy of youth heard in the joy of our youth.

  35. Must and want to sympathize with the sufferers.
I live in Ramat HaTshebi Shoadi Lotem separates us from this hazard.
The sound of the announcement and the voice of the announcers really disturbs us.
You can turn down the volume of this terrible speaker.
If beyond Wadi you hear every word, what is the state of the students' and teachers' ears??¿

  36. Now the millionaire pensioners are disturbed by children and schools.
Soon they will demand to close kindergartens because that is where the children who make noise in the schools come from.
Listen to this city with 60-year-old residents who have gone off the rails. Sell and move if you don't like it.
As long as you had school age children it was fine right? As soon as you don't have it, then school is a nuisance, right?

  37. Not only an Ilanot school, but also a classroom school on Leon Blum Street, unbearable, the noise, the garbage, the parking lot that is occupied most of the day (even though the school has its own parking lots). The cursing, the sirens in the morning, the traffic jams, bad planning!

    • "Behad" school in Galilee is also expecting.
Loudspeakers. Every day. Activities at all kinds of strange hours. No one to talk to.
How did they approve a school that doesn't have a shelter? There is no escape route, only hundreds of stairs in each direction?
