The proposal is a continuation of the abolition of the status of the committees by Klish, who called them "fiction", at the beginning of the term. The council members stated that districts should be defined, including neighborhood committees, and that these committees should be budgeted and their legal status defined.

Liat Halperin, director of the Haifa region of the "Israeli Movement" movement, which supports the neighborhood committees, told Lahi Pa: "The support of the elected officials in the committees is important, perhaps only a joint action of the elected officials and the residents together will lead to the desired result of revitalizing the neighborhood committees in the city and strengthening their important influence on the urban structure and the relationship between the residents and their representatives."
