The Haifa Municipality awards 12 decorations every year that are a mark and the gratitude and appreciation of the community in Haifa for the life work of the chosen ones. The decoration is awarded for pioneering, perseverance, activity for coexistence, creativity, leadership of innovations and traditions, development of fields of activity, ongoing exemplary acts.

Prof. Moshe Isenberg


One of the pillars of the Technion in general, and the Materials Engineering Faculty in particular. Upon his return from a post-doctorate at Cornell University in the USA, he was a pioneer in the field of electronic materials and semiconductors, surfaces and thin layers of metals, metal interfaces, a field that attracted to the faculty many doctoral students and master's students, as well as dozens of students seeking technology and innovations.
His research in various fields of electronic materials including semiconductors (MLM), surfaces and thin layers of metals, dielectric layers, metal/MLM and metal/insulator/MLM interfaces. The emphasis is on correlation between production processes, physical properties such as Structure and composition and electrical properties.
Prof. Isenberg brought a new era to the Technion and new subjects that shaped the face of the Faculty of Materials Engineering and the institute to a solid state where he was a member and placed these departments on a par with the leading materials departments in the world, including MIT, Cornell, and the University of Santa Barbara California.
Prof. Isenberg has published over 250 articles in the international scientific literature and holds 8 patents in the USA and Europe.
His easy-going personality and pleasant ways brought to his laboratories dozens of students who completed advanced degrees under his guidance. His graduates today occupy key positions in all sectors of the Israeli electronic and high-tech industry, and he is proud of that.

Prof. Rivka Eisikowitz


She served for many years as the head of the department for educational and political leadership in the Faculty of Education at Haifa University. In her role, she promoted and trained master's degree students as mentors for instructors in non-formal education. On this basis, the relationship between the Sabo Foundation and the University was established, to award scholarships to students through the foundation, according to the will of the late Mr. Israel Sabo.
During her years of work at Haifa University, she was active and chaired many national and international committees that dealt with research, teaching and education. Among her many positions, she served as the chairman of the committee for the prevention of sexual harassment at Haifa University and as the head of the School of Education and Leadership at the university.
Prof. Eysikowitz published dozens of articles and book chapters, and received many research grants. Her very well-known book summarizes her research on the success of absorbing new young immigrants from the Soviet Union, against the background of the globalization process. At the same time as her scientific and educational work, there is a large and varied voluntary activity, in which she works tirelessly to promote heterogeneity and accessibility in the education system.
Prof. Eisikowitz, trained a whole generation of researchers and professionals in the field of education. Even after her retirement, she continues to guide and teach students, thereby contributing greatly to the training of future generations of professionals and scientists in the field.

Dr. Esther Golan


She began her work at the Rambam Medical Center in 1984, and served as the director of human resources and organization, administrative director and deputy director of the hospital.
In all her areas of responsibility, Dr. Golan made her mark. Despite budgetary limitations and bureaucratic obstacles, she managed to significantly raise the standards in the field of logistical and financial management, resource scheduling, administrative service level, infrastructure renewal and improving the external appearance of the hospital, and for all of these , modern and advanced information systems - among the leaders in their field.
Since 2004, Dr. Golan has been one of the pillars of the initiative and promotion of Rambam's master plan within the framework of the "Adam" vision, a plan that took shape immediately after the Second Lebanon War. Dr. Golan was one of the leaders of the master plan in all its components (planning, financing, execution and implementation in the field). As part of the plan, a unique protected hospital of its kind in the world was built for about 2000 patients, the Ruth Rapaport Hospital for children and an oncology center for Haifa and the North to be inaugurated this year.
This is undoubtedly a program that changed the face of Rambam and marched him to new games.
Dr. Golan is a manager of people, a woman of vision, a woman of action who knows how to move forward huge projects in management thanks to her personality, professionalism, human relations and endless dedication.

Adv. Avraham Hilleli


Attorney Avraham Hilleli began his legal work, before receiving the license as a registrar and auditor of claims in the settlement and registration of real estate in the Galilee at the Ministry of Justice.
After his certification, he began working as a legal advisor and manager of KKL-Junk real estate, national manager of KKL-Junk Real Estate and Himanota Ltd. until 1999.
Attorney Hilleli is an expert in real estate law, with extensive knowledge and vast experience in settlement laws known only to a few, and an authority on complicated and complex legal issues related to registration and rights in real estate. Hilleli conducted research, advised many and taught at the Technion and Haifa University.
Serves as a member of the World Center for the Jewish Heritage of Aram Tsova (Helab), and as chairman of the Aram Tsova community in Haifa and a member of the board of the committee of the Sephardic Jewish community in Haifa.
Attorney Hilleli has been active for many years in the Sephardic community committee and the Sephardic nursing home in a variety of fields, including education, welfare, assistance to the needy, the elderly, distribution of scholarships to students on behalf of the community, and more.

Mr. David Handel


Works a lot for the preservation of the heritage of the city of Haifa, the glorification of its name in the plural and an honorable representation of the place of history in the being of the contemporary reality.
When he took on the management and promotion of the "Association for the History of Haifa", the association, under his modest but determined leadership, became a leading body in the study of Haifa and in contributing to knowledge about it. The association found a spacious and orderly residence, created an archive full of material out of nowhere, recruited serious and in-depth researchers and volunteers, worked to spread the knowledge it acquired about the city's gifts. Mr. Handel reached the peak of his achievements in this framework when he founded a magazine for the history of Haifa. From the day it was founded, he made sure to base it on a respectable research approach, scientific and linguistic editing, fine design and a preference for quality over the quantity and shallowness of the material. The journal presents studies equally for everyone, serving a large population of students, history buffs of Haifa, seekers of its knowledge and researchers.
In addition, Mr. Handel initiated various public activities as part of the association, including an annual memorial ceremony for Indian martyrs who fell during the occupation of Haifa in World War I, which became an event that attracted a large crowd, high-level personalities in the security and diplomatic establishment, and for this purpose he also recruited the Indian Embassy in Israel, which sees the ceremony The one held in Haifa is one of the highlights of Poala in Israel.
For the past dozen years, serves on the Street Names and Historical Signage Committee of the Haifa Municipality. His contribution to the committee is impressive in the professional sense of naming various streets, squares and sites and in his presence and being a balancing factor between different views during the discussions.

Ms. Talia Zeevi


Engaged for many years in mobilizing the community for youth in exclusion and in various situations of neglect and risk in Haifa. She worked for the Orchid program (emergency aid for youth in risk situations), which began before its establishment, she volunteered to be part of a group of professionals who began to look for an adequate solution for youth living on the streets of the city. Zaevi was a partner in raising resources to renovate the home for homeless youth, raising donations for medicine, clothing and gifts for the holidays.
Believing in the youth's ability, Ms. Zeevi recruited professionals in various fields, so that they would be given the opportunity to learn about various areas of interest, including photography, art, regular visits to the museum, and more.
In addition, it led to the establishment of the "Night Cities" project that deals with girls involved in prostitution, the "Women's Yard" - a project to treat high-risk girls, as well as a "Street Address Mobile" to locate wandering teenagers. Accompanying the projects with financial donations, professional meetings and connection with various services in the city.
Ms. Zeevi invests much of her abilities, her time, her teaching and her generosity to obtain many donations for the youth in general and the city of Haifa in particular.

Mr. Yaakov Zaira


Mr. Yaakov Zaira who killed his son Oded (Dadi) in the First Lebanon War (82). Since then he has been active and volunteered for many years in the "Yad Labanim" organization and served as the chairman of the branch in Haifa for 19 years.
As part of his position, he cared for bereaved families in the Haifa area and regularly visited families in need of attention and emotional support. He also initiated many projects, including students visiting bereaved families in preparation for Memorial Day for Israel's martyrs, an album for the fallen, holding ongoing activities at Beit Yad Labanim, organizing daily trips and vacations throughout the country, establishing a burial plot for bereaved parents in a plot adjacent to the military cemetery, and other activities For the welfare of the bereaved parents.
Mr. Zaira accompanies the bereaved families all year round, helps in commemorating the fallen. In the neighborhood where he lives, Neve Shanan takes care of nurturing the boys' kindergarten and takes an active part in the Memorial Day ceremonies held in the kindergarten.
Today, Mr. Zaira serves as the organization's treasurer and board member and continues to contribute in his activities to the welfare of bereaved families.

Judge (retired) Micah Lindenstrauss

An exemplary figure whose public and legal activities, related to each other and his contribution to the city of Haifa in these activities span many years. His public, legal and judicial career is rich and varied in positions that have a considerable contribution to the legal system in Israel, and the influence of Israeli society is extremely significant.
In 1999, he was elected to serve as president of the district court in Haifa and fulfilled his position faithfully until his appointment in 2005 to the state auditor, a position he held until 2012. In his position, he was revolutionary in his approach to the audit institution and showed courage in his war against institutional corruption. Lindenstrauss was open to hearing different opinions, to discuss in them and consolidate his position.He developed courageous connections with auditing institutions in various countries and even received signs of recognition from the presidents of Austria, Poland and Germany.
Judge Lindenstrauss founded and headed the Movement for the Good Land of Israel, a non-partisan volunteer movement for tolerance and improving the quality of life and society in Israel for over 20 years. The movement received the Knesset Speaker's Quality of Life Award for 1991 for its actions to encourage tolerance in Israeli society.
Judge Lindenstrauss has won many awards:
Knight of the Quality of Government for 2009 on behalf of the "Movement for the Quality of Government in Israel".
The "Courage" movement award for 2012, for his great contribution to raising the horn of the State Comptroller and making it a central body in an uncompromising fight against governmental corruption - 2012.

The unique Hall of Justice in Haifa was established in no small part thanks to Judge Lindenstrauss. He accompanied its construction closely, in a very intensive manner until its completion, and left his mark on the nature of the hall, its accessibility to the public and its various functions. Dr. Issa Nikola


The first doctor in Wadi Nisnas, known by the nickname "The Doctor", who was committed to underprivileged populations, provided medical services free of charge. Sister Nun Katrina Fox


Born in Austria, she joined the order of the Sisters of Mercy. She came to Haifa and served as the director of the Sacred Heart Home in 88-97 and again from 2010 to the present day.
The Sacred Heart Home is a public residential home that was founded in 1976, in order to meet the needs of a special population with a severe and profound developmental intellectual disability, from birth to the age of 21, Jews and Arabs. The residence provides a wide range of medical and educational services.
Thanks to her abilities and the management of the institution with dedication, responsibility and investment in the children, she takes pains to find small pleasures and a respectful routine for everyone. In fact, her work provides an opportunity for all the families of the parents of the children of the Sacred Heart to live a full life and manage a routine.
With Sister Katrina's encouragement, all the holidays of people of all religions are celebrated together in joint activities initiated by her. This activity brings together hearts that share similar experiences, regardless of sex, religion and race.

Mr. Moshe Statman

Worthy of note is his public and dedicated work and his extensive and blessed activity for all the residents of Haifa, especially the dissemination of Israel's heritage and religious education.
In all his public positions and especially in his work at the Haifa municipality for many years as a member of the city council, a member of the municipal administration and for 14 years he was the deputy mayor, he worked a lot to promote the religious way of life, he helped build synagogues and mikvahs, Torah lessons and more.

In these years, he led the religious community in Haifa to impressive achievements, including: the establishment of a "Yavna" school and a community center in Kiryat Shmuel, the granting of tax and fee concessions to synagogues, youth movements and educational institutions, the transformation of the quiet beach in Bat Galim into a separate bathing beach for men and women, and more.

Mr. Stetman has always found a way to be involved, compromise and bridge between communities, positions and opinions and finds time for anything and everything. All this in a good spirit and with an endless willingness to help and assist as much as is required. His connecting, supportive and sharing personality radiated to his surroundings and created a pleasant and friendly work environment.
Mr. Stetman received a lot of appreciation and admiration from all the circles in the city, he built bridges with his language, the language of sages that sounds easy, while quoting rich words of Torah and wisdom, which bring the hearts closer.

Judge (retired) Tova Strasberg Cohen

Judge Strasberg-Cohen served as a judge in the Peace and District Court in Haifa. Between 1994 - 2003 she served as a judge in the Supreme Court.
It should be noted her important contribution on the national level, to the advancement of the legal system in Israel. Strasberg served as a judge in all courts with great talent, fairness and courage and promoted values ​​of human rights, equality, tolerance and fairness.
