After the Pig Lovers Alliance fell apart with the renewal of the municipal culling policy, it now appears that the mayor is looking to strengthen her ties with other allies from the animal kingdom. So instead of adopting partners like rats or jackals, the mayor decided to renew and deepen her old alliance with the dogs and especially with their owners.

To this day, the dogs have benefited from the establishment of several dog parks in the city and the conversion of an abandoned bathing beach in the Bat Galim neighborhood in favor of a "dog beach". Depriving the beach of human bathers for dogs solved quite a headache for the mayor, because instead of pouring a huge fortune (which she doesn't have) into renovating the beach in order to make it suitable for humans, she gained in return for a much smaller investment from a PR campaign and certain sympathy of some dog owners who live near the beach.

Today, the physical condition of the dog beach is bad and it suffers from significant neglect and sand erosion. The dog parks also look more like temporary pens, and residents complain of serious neglect in their maintenance, but hey! This is a much better treatment than the wild boars get nowadays.

What does the renewal of the dog alliance look like?

The renewal of the alliance with the dogs is expressed in the extraordinary effort that the mayor chose to invest in public participation in the municipal decision the fateful About the location of a future dog park in the center of Carmel. It is important to note in this context that such a move has not taken place in the past in connection with any other dog park in the city, but suddenly it does happen.

In the sharing notice, the municipality publishes three possible alternatives for the location of the dog park. The alternatives are presented as sloppy drawings on a map, without any other substantial detail, and a brief investigation of these locations reveals that there may be a reason for this lack of information.

Sharing without sharing

It turns out that apparently no one in the Haifa municipality has read, or does not want someone to read, the recommendations of the Ministry of Agriculture for the establishment of dog parks within the city. This document, which can be easily found online, has already been adopted by several other cities because it has some simple rules designed to prevent decency from becoming a nuisance. The most important rule of them states that the dog park must be established at a distance of no less than 50 m from residential buildings. This should prevent odor and noise problems, and together with limiting the hours of operation, the disturbance to the neighbors should be reduced to the minimum necessary. All three locations offered by the Haifa municipality do not meet this essential criterion.

The Ministry of Health's recommendations for establishing dog parks in the urban area:

Three makes zero

It is also important to understand that a dog park is not really a "garden" but a fenced urban clearing in a fairly large area that can reach up to half a dunam or more. It is possible to surround the garden with trees and bushes (something that is not done in any other garden in the city), but many trees will not be planted in it and the ground will be covered with a substrate suitable for dogs to run around. All three proposed locations are currently protected areas and high-quality park areas, one of which, according to the mayor's plans, will become a much less scenically attractive urban clearing.

Dog park for immobility?

A clear example of this can be found in the "Traffic Island Alternative" at the Heine-HaMa'ayan intersection. First of all, who even put a dog park on a traffic block in the middle of a narrow street (?!). Secondly, it is a traffic island that is currently used as a well-kept green space that is only about 20 meters from the residents' windows!

Do you really think it is right to put in the heart of such a well-kept and calm area, and in disturbing proximity to residences, an urban clearing for a dog park with an area of ​​about 350 square meters?

The terrible alternatives in Gan Mania Shohat and the Moriah-Wolfson intersection

The most painful alternative of all is the one that was proposed inside Gan Mania Shohat. This is one of the most important and central public gardens in the city of Haifa that has never looked as neglected as it is today. Many trees have been cut down, the paths are crumbling, the bushes are drying up and community activity is almost non-existent. So instead of renewing this entire important garden and reviving it with fresh vegetation and quality community activity, they chose to push into this neglect a dog park in an area of ​​about 400 square meters. And it is very important to note that the proposed dog park is only about 11 meters (!!) from the windows of Also in the case of the alternative located at the Moriah-Wolfson intersection, there is an expropriation of an existing high-quality natural space in an area of ​​about 600 square meters, which is only about 12 meters away from the neighboring buildings.

Cynical use of the dog parks to cut a political coupon?

Conspiracy theorists might mistakenly think that these unsettling locations were chosen on purpose. It is even possible that these bad locations were chosen out of a desire for public opposition to arise against them which would play into the hands of the mayor who probably does not really want to establish a dog park in the center of Carmel.

For her part, she will always be able to say that she fought and did her best, as she says in connection with other projects raising dust in the sewers of the municipality. So let's not give up on her so quickly, and if she already shows motivation to do something, then I offer below my alternative to a dog park in the center of Carmel. It is important to understand that I am in favor of dog parks. They are very, very important. Therefore, I offer a fourth alternative to the dog park in the center of Carmel instead of the erroneous locations that Klish suggests.

So what can be done?

The area, which as far as I understand, has been marked as a destination for a dog park in the center of Carmel, stretches from the upper part of the Carmelia neighborhood through the Old Carmel to the center of Carmel itself. This is an area saturated with small and large public parks, in none of which you can put a dog park without damaging park areas and without creating a serious nuisance for the neighbors.

The other possible spaces are on the edge of this area and do not seem to be relevant to the residents of the Carmel center. On the other hand, there is one rather large public space that with a little effort and a lot of creativity can be adapted into a very special city park with a dog park - the roof of the auditorium building in the center of Carmel.

The fourth alternative

It is true that this is a project that requires creativity as well as quite a few resources, but if the mayor is serious about her intentions, then imagine that you are going up to a city park with an area of ​​about 400 square meters overlooking the breathtaking view that unfolds from the roof of the auditorium. Its special location will distance the park from the residences on three sides , and on the north wall it will be possible to install acoustic separation which will ensure that the neighbors below will not hear a thing. Thus Haifa will become the only city in Israel with a dog park in the sky...
