In March 2022, a budget of NIS 1,946,000 was approved for the workers' organization in the Haifa municipality, but the mayor refuses to sign the payment order, which causes great damage to the organization and prevents it from even ordering a holiday gift for the employees.

In a letter sent yesterday (Monday 25/7/22) to the legal advisor of the Municipality of Haifa, Yamit Klein, through Mordechai Levin - law firm, it is stated that within the budget approved by the city council - NIS 1,946,000 was approved, which was intended for the workers' organization, but the organization learned that When the payment order was brought to the mayor's signature, she refused to sign it, while avoiding paying the workers' organization the organization's budget as stipulated in the Council's decision as part of the approval of the budget.

It is also written that the mayor "chooses to trample on the decisions of the city council with a rough foot and to avoid making a payment that was approved religiously and legally, while ignoring the many damages the mayor is causing with this conduct. Thus, the future of the workers' organization will purchase a holiday gift for Rosh Hashanah for thousands of municipal employees, as every year per year, however, delaying the transfer of funds by the mayor causes great damage to the organization and prevents the ability to order the goods for the holiday on time, so that they can be distributed to the employees near the holiday."

Attorney Levin also writes: "The mayor is abusing her authority to sign the payment order, an authority which is considered a formal authority only and without any real consideration given the fact that the city council approved the making of this payment already in March 2022 as part of the approval of the regular budget for 2022 and everything In order to settle accounts with the workers' organization due to the announcement of the labor dispute these days."

"The mayor's conduct is driven by extraneous and improper considerations, of pure vindictiveness in the workers' organization and its head, considerations that go beyond the realm of reasonableness and have no place in the level of relations between the municipality and the workers' organization, especially when the funds were legally approved and now the mayor is making a case for herself when she delays without authority Complete the transfer of the funds to the workers' organization. In conclusion, Attorney Levin writes: "As long as the mayor chooses not to do so, the representative of the workers' committee will be forced to act by all the legal means available to him, including going to legal courts and even the mayor's personal liability for damages to the workers' organization, as a result of the mayor's illegal actions and which are being done with complete lack of authority".

Unfortunately, this is not the only signature that the mayor is delaying in the budget and there are many more signatures on her desk that have been budgeted for and are awaiting approval, and for reasons that are kept only with her, the funds do not go to the purpose that was defined for them. I hereby call on the mayor to stop the ongoing failure and not to bring the municipal employees into the existing political struggles and to immediately sign the transfer of the committee's budget which is entirely for the benefit of the municipal employees.
