According to neighbors, despite appeals to the municipality and the state auditor, no one is doing anything about it. The main claim of the neighbors is that the building has a neglected yard with felled trees and wild vegetation that create fertile ground for the formation of fires that could damage the entire neighborhood.

The old neighbors tell

According to neighbors who have lived nearby for many years, the owners of the apartment began to build it in 1976 with the help of two laborers. At the same time, we built several more villas and apartment buildings throughout the city. Apparently following some family event, the construction of the apartment on Shalonsky Street was stopped, and the place became a warehouse for building materials and an alleged drug den. In 2003, the owners of the apartment completed the construction in two rooms out of the entire apartment, and they have been living there for the last 19 years.

'There is no law and there is no justice'

The apartment was never completed and did not receive the municipality's approval for occupancy (form 4 as mentioned). Because Form 4 was not received, the building cannot be connected to electricity, so the family operates a generator, which supplies electricity to the apartment.

Neighbors who live nearby claim that the building's yard is full of wild vegetation, scraps and piles of wood for heating in the winter: "We live nearby, and every time I pass by, I see the huge potential for fire and am filled with fear. It makes no sense that no one intervenes in what is happening here and allows these people to live here and endanger everyone who lives around. I contacted the municipality, because from what I know it is not allowed nor is it safe to live in a building without Form 4. The municipality told me that because it started a long time ago, they will not require the tenant to issue Form 4 nor will they prevent him from living there. Also contacting the inspector The state that will require the municipality to comply with the law regarding Form 4 has not borne fruit. I do not understand which city this is and which country this is, that there is no law and no justice and anyone can do what they want."
