The National Council for Planning and Construction decided to advance the statutory plan to change the face of Haifa Bay
The plan will be promoted on the basis of the planning administration alternative that was presented to the committee of CEOs that balances between the addition of residences and the addition of employment in order to leave the Bay Area as an employment anchor for the metropolitan area.
The National Planning and Construction Council, chaired by the Chairman of the National Planning Headquarters, Shlomi Heisler, unanimously decided today (Tuesday, 10/5/22) to order the preparation of a national outline plan for Haifa Bay (TMA 75).
The decision to promote the program is in accordance with the recommendations of the inter-ministerial CEOs Committee which was appointed to deal with the issue and submitted its recommendations in June 2021, and further to the government's decision regarding a strategy for the development and promotion of Haifa Bay dated 6/3/22.
The plan, which will be promoted in cooperation with the Planning Administration and the Israel Lands Authority, is on the area located in the heart of the Haifa metropolis and is a potential for a significant strengthening of the cities in Haifa Bay and the entire metropolis. This is a very complex project that requires an overall and integrated vision, examination of alternatives and providing a solution to the location of the variety of national infrastructures currently found in the Gulf, including infrastructures needed for the functioning of the energy economy.

The new plan will form the basis for a gradual change in the heart of the metropolis and its goal is to improve the quality of life and strengthen the urbanity in the Haifa Bay through the conversion of the refining industry and its associated factories to diverse employment nearby and in cooperation with higher education institutions in Haifa, which is combined with a significant addition of housing units in the heart of the metropolis.
The preparation of the TMA constitutes the required planning framework based on the principles outlined in the government decision and in the report of the recommendations of the inter-ministerial CEOs' Committee in which a government strategy was formulated, principles of action for the development and promotion of Haifa Bay and dealing with hazards and pollution existing in the bay which do not allow for urban and metropolitan development in sustainable
The TMA will deal, among other things, with the following topics: the creation of a continuous urban tissue between the Kiryat and the city of Haifa, economic strengthening of the city of Haifa and the Haifa metropolis, the development of a metropolitan park based on the streams of the area, the connection of the city to the sea and the port and the removal of nuisances and the improvement of the environment.
