In a letter signed by the lawyer of the Municipal Sea Authority, Topaz Keller, it is written that this is a warning before a lawsuit and that the municipality demands the evacuation of the Pacific Beach by 10/05/22.
The letter also claims that negotiations have been taking place between the municipality and the sailing association for several months, but the municipality feels that they are wasting their time and that the negotiations are not progressing. The sailing association operates on the Pacific coast. Its goals are to make sailing in Haifa accessible, competitive sailing, competitive surfing and activities at sea for populations with special needs. A short time later we received the response of the Haifa municipality: the demand to vacate the area and threats of a lawsuit.
For the benefit of those who do not know the details, we will briefly describe: the area where our club exists, for decades, has been allocated to Haifa sailing activities by the Israel Ports Company (HANI). Hani has authorized the Haifa municipality to manage the place. In this framework, the Haifa municipality must support and develop the boating activity without receiving compensation. The Haifa municipality has signed an agreement with Hani in this regard. In conjunction with the signing of the agreement with Hani, the legal counsel of the municipality of Haifa drafted an agreement between the municipality and the entities that operate there, including Haifa Cruise. It turned out that this agreement was not signed as required and this was presented in an internal audit by the municipality's auditor as a defect that must be corrected. The mayor of Haifa today rejects the agreement drawn up by the legal counsel of the municipality of Haifa itself. The mayor's office is trying to impose another agreement, which is contrary to the conditions under which the municipality of Haifa was authorized to act. Moreover, the agreement that the mayor's office is trying to impose, poses an immediate existential risk to Haifa cruises.
The management of Haifa Cruises has been making honest and sincere attempts for nearly a year to reach a decent and fair agreement. The Haifa Cruise Management spent many months working together with the legal counsel at the Haifa Municipality, efforts that yielded agreements in principle on many issues. These agreements were repeatedly rejected by "authorized officials" (probably the mayor Mrs. Kalish Rotem and/or the senior deputy Mr. Nachshon Tzuk) in the Haifa municipality.
The Haifa Cruise management announced from the first moment that it was ready to sign the agreement drawn up by the Haifa Municipality's legal counsel years ago, but the Haifa Municipality is the one that strongly opposes it. The issue was brought up for discussion in the city council where the municipality was instructed to hold negotiations with Haifa Cruise Good faith. They decided that there would be no activity of Sheit Haifa there. We have already agreed that we will close with the municipality. This is a lack of good faith."

In view of the importance of the issue, the municipality calls on the association even now to sign the agreement and settle her activity on the beach".

On Saturdays there is another problem - buses from neighboring cities come to this beach from all over the north and enter for free. In other words, we finance the cities in the north. Nof HaGilil, Migdal HaEmek, Yokneam, and more.
The beach is also occupied by a religious community that requires 3 men's days and 3 women's days. That means mixed families cannot come during the week.
In conclusion, anyone who is not a resident of Haifa should pay money at the entrance. Reduce the maritime school to a minimum of no more than 20 meters, from the breakwater and without an ugly fence.
The shore of the boats will be given to the religious and if they come from outside Haifa they will pay..like it used to be. And on Saturdays, all outside guests will also pay to enter there.
In my opinion, this is about increasing the area of the Haifa Sailing Association, at the expense of the quiet beach, the only separate beach in Haifa, which is used by the entire religious and ultra-Orthodox population of the city.
