30,000 housing units offered at significant discounts to young and homeless couples will be raffled off to those eligible in the coming year, as part of various programs for affordable housing. In the first round, about 10,000 units are expected to be published.
Haifa - 1,300 apartments
The lotteries will apply to over 80 settlements throughout the country such as: Ashdod about 1,100 units, Haifa about 1,300 units, Beer Sheva about 900 units, Yavne about 1,100 units and more.

'Target price' - the renewed plan
In December 2021, a program was approved to provide grants to apartment buyers as part of the 'Target Price' program, in which a grant of NIS 40,000 will be given to beneficiaries of the Ministry of Construction and Housing who will purchase an apartment under the program, in areas where the land price, excluding development expenses, is less than NIS 100 per housing unit , duty free.
The renewed target price program, in an increased format, will now give young couples and the homeless the opportunity to purchase their own apartment while receiving a significant discount from the market price. The program will offer a discount of up to NIS 300,000 or 20% of the price of the apartment for the lottery winners.
The lotteries join a series of measures aimed at increasing the supply of housing units and creating diverse housing solutions that will suit the variety of Israeli citizens.
