"One track to release the dogs - this is not an imaginary request" • Dog owners in Haifa are protesting

Hikers in Carmel Park are fined for letting their dogs loose

The Nature and Parks Authority has decided in recent months to impose fines on travelers who let their dogs loose while spending time on the hiking trails in Carmel Park. A number of travelers have banded together to go out demanding to allocate one route for dog owners, where they can walk with them when they are released.

Dog owners from Haifa demand that it be allocated Trip In Carmel Park, where they can walk with their dogs when they are free.

Following the fines imposed on residents who walked with their dog loose, and as a result of the fact that many of the travelers believe that it is possible to walk with dogs in open areas, as is the case in many places abroad, a group of dog owners was formed, initiated by Dr. Ofer Grozbard, whose members demand that a marked route be assigned or designated It will be possible to walk and walk when the dog is released.

"Carmel Park is huge"

In an interview with Lahi Fe, Dr. Grozbard says:
"There are quite a few trails abroad that are intended for walking with loose dogs, and those who don't like dogs don't go on this trail. Carmel Park is a huge park with so many trails, we are asking for a total of one trail that is marked and designated for loose dogs.

I have been walking the wildlife trail for 30 years with my dogs and have never encountered an inspector or been fined. But now the Nature and Gardens Authority decided to make a change. In terms of the law, I understand that you have to walk with a dog on a leash, but even in Yarkon Park there is an area for loose dogs and in Western Europe there are many such places. I sent the Nature and Parks Authority a map of the routes abroad. We're not asking for anything fancy."

"What changed all of a sudden?"

"We don't understand what happened, continues Grousebeard, "Until a few months ago there was no problem, many families walked and had fun with the dogs for decades. What suddenly changed in nature?

I and many other friends were fined NIS 370 each. There is an inspector who is only meant to inspect and photograph the travelers who let the dog off the leash. He waits for us back with a warning and then a fine.

We contacted the Nature and Parks Authority and held a meeting with Eyal Cohen, the director of the Carmel Park, we sent letters to the mayor, the Minister of Environmental Protection and the Minister of Agriculture, but they have not yet responded to our inquiries."

The Nature and Parks Authority stated:
"The law in Israel explicitly states that a dog must not be allowed to leave the yard, but only with a leash that the owner is holding. With regard to nature reserves and national parks, such as the Carmel Park, extreme care is required due to ecological sensitivity and fear of wild animals and, of course, the safety and well-being of other visitors spending time in the sites.

In this regard, it should be noted that in Carmel, among other things, there is a population of donkeys in danger of extinction and we have identified many cases in which dogs chased wild animals. In addition, quite a few inquiries were received from travelers who complained about fear of loose dogs.

Due to the above, it will not be possible to implement the request of the representatives who contacted on the subject. Dogs can be walked in the Carmel Park grounds when they are tied to a leash held by their owners/companions. Visitors who do not follow the law and the rules for visiting the park may be fined."

  1. Haifa municipality is absolutely right. I walk the Carmel paths and more than once a big dog runs in front of me barking loudly and at that moment the peace ends. Not to mention a trip with small children when a free and large dog rubs against them or comes running in front of them. Dogs cannot be released in public areas. You have to consider the hikers, not to mention the feces that accumulate on the paths because the dog owners don't bother to pick them up.

  2. Until today, for decades, it was fine, suddenly it's bad for wildlife?? You're laughing... It's just another way to funnel money to this broken municipality...

  3. What, aren't 9856 dog parks scattered around the city enough for you? There are more dog parks than children's playgrounds. whiners Letting a dog loose without a leash in a place where small children are walking is dangerous, but what do you care?

    • You are wrong. There are not enough dog parks and the ones that exist are too small. Go out and see other developed countries and how beautifully they organize entire parks for dog owners.

  4. Like Ofer Grozbard and many others, I also have experience in walking the dogs along the paths of Carmel Park. I admit that so far I have not seen a dog that the lock would aggravate, a jackal or a wild boar. Or we will treat pedestrians or cyclists. Yes, I saw goats that turn the walking paths into a mess every day. I also witnessed the deliberate vandalism of clusters of daffodils, as well as sacred orchids. Yes, I have seen off-road motorcycles whose noise destroys nervous systems.
And the conclusion: these inspectors are wiser than the little ones.

  5. If wild pigs are allowed to roam freely in the city's neighborhoods when the owners are the Haifa municipality, then why not dogs?
Wild boars are a greater threat to the public.
    Where and where!

  6. You can buy a long strip of several tens of meters and then it's walking with and feeling without

  7. Kudos to the Nature and Parks Authority for your dedicated work. Good morning.

  8. I also received a fine of NIS 730 at the KKL-Junk Park in Nesher. Shame and shame. A tame dog who defecated with a bag and was alone at 7.00:XNUMX in the morning with the leash in hand.

  9. The answer of the Nature and Parks Authority, is outrageous and infuriating, as it is known that the population of wolves in Israel is also spreading to the Carmel area, will you also tell them not to chase the donkeys?
No domestic dog hunts the animals in the wild while traveling with his family.
And the pursuit of animals only helps them stay alert, and move from one grazing place to another, so that Zone 1 is not created with overgrazing of vegetation.
And as for people who are afraid of dogs, 1 that's why it's a dedicated route for that.
    2. With all the understanding and inclusion of this fear, let's go to sleep and go to treatment.
A dog is the animal you should be least afraid of, even when you take into account the attacks and bites that sometimes happen.
This phenomenon of excluding dogs from hiking trails is not exclusive to Carmel. There are fewer and fewer parks and "reserves that can be entered even with a leashed dog" throughout the country.
Diseases do not pass from vaccinated and healthy dogs to wild animals. It's just a joke and mental laziness

  10. There is rabies, releasing dogs in a place like Carmel Park may expose them.
What is needed is a fenced place where they can be released.
If fences against wild boars have already been erected on the edge of Carmel Park, you can add another strip of fences nearby
there and make a sleeve where dogs can be released.
In Mila they destroyed the open nature with fencing because of the lack of thinning of the wild boars by the failed municipality

  11. Authority for nature reserves = Authority for nature thieves Robbers and thieves The main thing is for Abraham Yupa and his company to benefit from the taxpayers' money

  12. In my opinion, the Nature and Parks Authority is right, wild animals such as jackals and hyenas may be sick with rabies and infect the dogs without their owners knowing they were in contact with a wild animal. or near it.

  13. I would tie up the humans who are much more harmful than the dogs!!!
Dogs can be completely trusted, which is difficult to say about humans.

    • Authority for nature reserves = Authority for nature thieves Robbers and thieves The main thing is for Abraham Yupa and his company to benefit from the taxpayers' money

  14. We must supervise mainly dogs that are considered dangerous: Doberman, Amstaff, Rottweiler, Pitbull and maybe others like that.
It didn't happen, the aforementioned dogs are dangerous and have attacked people and even killed them.

  15. Indeed what is described in the article reflects our current reality - husbands and dog lovers... and nature lovers!!!! We have great frustration - why are the Nature Reserves and Gardens Authority not ready to combine the things, why do they not see the welfare of dogs as part of their beliefs and see them as harm.... In the wider world there is openness and some of our municipalities understand this (for example, open beaches for dogs) - but not the Nature Authority And the parents...even with the pigs they behaved more generously than with our dogs....

    • Wrong about the pigs. They are now going to kill all the pigs roaming around the city. This, after they defined them as unruly pigs. The pigs were abandoned in the city because of the inaction of the municipality and the Nature and Parks Authority in recent years and instead of implementing creative solutions that require work and investment on the part of the authorities - they will now pay with their lives for the failures. Also regarding the dogs - they probably fell in love with the idea of the Haifa Municipality to impose fines on cat food and decided that it would be better to impose fines than to come to meet the dog owners.

  16. What suddenly changed? – asks Mr. Gaduzbard.
The State of Israel has become Communist China, for those who have not yet understood.
wake up already Or one morning you will wake up in North Korea.

    • If you have a dog then this is your dog. Keep it with you. It doesn't matter if you know the dog and think it won't hurt you or anyone else. It is irrelevant. I don't know your dog and I don't want to know your dog. It is in the body of the definition. This is your dog! He stays - with you -!
