
The Ministry of Environmental Protection sent today (Tuesday) to the Carmel Olefins factory in Haifa, an invitation for a hearing regarding leaks that led to significant air pollution in the area. The director general of the ministry, Israel Danziger: "The invitation to the hearing is part of the increased enforcement and supervision and the comprehensive process in Haifa Bay in which we inspect all factories and issue new conditions to them - to protect the health of the residents of Haifa Bay."
The Ministry of Environmental Protection this morning (Tuesday) sent the CEO of the Bezan Group an invitation to a hearing before taking steps against the Carmel Olefins company operating in the Bezan complex. In light of the Ministry's request, the plant submitted in recent days a detailed report on non-focal leaks of air pollutants for 2015 The report details the level of leaks in 200 different equipment components at the plant. The summons for the hearing was issued following the abnormal increase in pollution: the data indicate a doubling of the non-focal emissions of volatile organic pollutants in 2015. The Ministry of Environmental Protection requires the Carmel Olefinim plant to carry out a plan for the detection and repair of Volatile organic pollutant leaks from all of the company's facilities, including the use of the best technique available to reduce and prevent these emissions. As a result, the plant recorded a continuous reduction in emissions from 2009 to 2014. The report from 2015 marks a serious increase and deviation from the reduction trend demanded by the ministry.
The hearing will be held on Sunday (February 28.2), after which a decision will be made on whether to issue an order to the factory to prevent and reduce air pollution pursuant to the Clean Air Law, including an instruction to repair the leaks immediately, which will likely require the shutdown of the factory's production facilities and the imposition of restrictions on the company's toxics permit.
The Carmel Olefins factory, which belongs to the Bezan group, gave Lahi Pa in response: "In recent years, the Bazan Group has invested over NIS 1 billion in continuous improvement in the field of environmental quality, with an emphasis on reducing emissions into the air. The company adheres to the provisions of the law and will continue to do what is required to reduce emissions from its facilities. It received the invitation to the hearing this morning, is studying its details and will respond to the things in the hearing itself".
