Ovadia 35 is a historic building, with architectural and scenic qualities, which belonged to the Shabib Arab family until 1948.
Developers submitted a plan to demolish the building, which has 15 housing units, and build 44 housing units in its place
Lahi Pa learned that Ovadia 35 is a building for conservation of a high degree, benefiting from distinct values in all relevant fields for defining a building for conservation. The building received the official stamp as part of the French Carmel survey conducted by architect Noa Shek and was accepted, signed and joined the municipal conservation list by the Haifa Municipality in 2012.
Naama Neman Mizrahi, the district director of the Council for the Preservation of Sites, told Lahi Fe: All this goodness does not prevent Goat Metz projects from submitting an application for the demolition of the building (15 housing units) and the construction under it and in addition to it by virtue of Tama 383 two buildings of 44 housing units in total.
The request for the demolition of the building was not even passed by the municipal conservation unit - this was written to me directly by the head of the unit, Adr. Walid Karchavi.
The Site Preservation Council and the residents of the neighborhood will fight this request in every way.

The opposition to the demolition, which was submitted by the Council for the Preservation of Sites:
Subject: Objection to the request for a permit at 35 Ovadia Street, Carmel French, Haifa, Block 12597, Plot 4.
The house at 35 Ovadia Street is a building for high degree of preservation included in the French Carmel survey that was recorded, signed and added to the municipal preservation list in 2012 (site card - Appendix 1).
The building benefits from distinct values in every field:
Well-known architect: Moshe Gerstel (who designed, for example, Talpiot Market) and many other buildings, including here in the French Carmel.
Architectural style - local international, including elements such as a thermometer window in the stairwell, film windows and stone cladding (typical of some buildings of this style in Haifa)
Scenic prominence on the banks of Wadi Lotem
And historical importance - this is where the children of Kibbutz Shaar Golan were accommodated during the War of Independence. This is where Yigal Lusin (son of the kibbutz) grew up, the creator of the "Pillar of Fire" series
It is puzzling and out of place, then, that a request is submitted for this building pursuant to TAMA 383, which seeks to demolish the existing building (12 units) and build under it, and in addition to it, a total of two buildings with a high scope and construction volume (44 units in total) that will first affect Ovadia Street : An elevated parking floor and five floors above it in the front building (seen as an 8-story building from the Huadi direction) and a second one in Wadi and Naff with a 7-story lower building.
The building, despite its status as a building for conservation, never reached the desk of the municipal conservation committee - a matter that in itself is not proper at all and the main thing. The local committee should stop the process immediately and return the discussion to the conservation committee.
This permit application is an example of the multitude of damages that TMA 38 causes in a delicate urban and landscape fabric.
This request should be rejected outright, the authors of the request should be returned to a revised course and consulted with the authorized officials in the municipality before submitting a new request that is compatible with and respects the values of the place.
