Flooding in Haifa
Floods are not force majeure, they are caused when the surface runoff drainage system in the city fails to clear the amount of water flowing down the Carmel. Haifa has a difficult topography, since the Carmel drains huge amounts of water towards the coastal neighborhoods and the lower city. Flooding is caused when the urban surface runoff drainage system is not adjusted for flow or when the drainage grates on the roads are blocked by dirt that flows with the water, such as bags, cartons, etc. That being the case, in many cases there is a direct connection between dirt and flooding.
