Price for a resident in the Naot Peres B neighborhood in Haifa - did we win or lose?

The winners of 'price for a tenant' are unable to get answers

Residents who a year and a half ago won a price for a resident project in the Neot Peres B neighborhood, are unable to get an answer from the municipality when the infrastructure for the neighborhood will begin to be built and when the contractors will be able to start building the apartments.

few years?

The Neot Peres B neighborhood will be built near Neot Peres A, south of the Sami Ofer Stadium, with its northern border at the Carmel Castle. A price for a tenant project is a project where those who win the lottery can purchase a new apartment from a contractor at a reduced cost. The only problem is that sometimes it is necessary to wait several years until the project is perfect.

Neot Peres B will include close to 1,000 units, of which 662 units will be offered at tenant prices and the rest of the housing units will be sold as usual. The neighborhood will be built in 3 complexes and according to Rami (Israel Land Authority), the units at the price per inhabitant will be sold to winners at a price reduced from the market price by 31% and 36%.

Residents who won the price for the project to settle in Naot Peres B, contacted Lahi Fa and told about the situation they are in. For them, they say, they are willing to wait a few years until the project is completed, but despite repeated requests to the municipality, they are unable to get a clear answer as to how many years it will take.

"Just want to know how to plan"

"My partner and I live on rent in Kiryat," says one of the winners, in her late 20s, "and we don't have a problem waiting, we just want to plan our steps, so we want to know when the municipality will start building the infrastructure and when our contractor will start If they told us we had to wait 5 years, we would organize and wait, but we don't get any answer.

"Talking about negative immigration"

We and several other people in our project organized together and prepared an organized letter to the municipality with all the questions we have, but in no way do we manage to get simple answers. This part is incomprehensible, the municipality is not supposed to give answers? What's funny is that they keep talking about negative immigration from Haifa, and here we want to come live in Haifa compared to everyone who leaves it, and what kind of treatment do we get?"

She is not alone. This project has won a lot of Haifa people who are currently renting apartments and are about to move on to the first apartment they will own. On the one hand, they are very happy that they will no longer have to pay rent and enjoy their own apartment, but on the other hand, at the moment it is not really clear to them if they have really won something, in light of the fact that the construction shows no signs of starting, and in fact, there is not even any work to prepare the area.

"There's nothing there"

"My husband and I have been living in the Romema neighborhood for a long time with rent," says Hila, "and we were very happy when we won the price for a tenant. We live in an old apartment and are really looking forward to moving to an apartment that is ours and it is new and in a new neighborhood. The problem is that on the one hand we won and on the other hand no one knows when really We'll get the apartment. Sometimes my husband and I go up Freud Road and we peek at the place where our house is supposed to be and there's nothing there. I think it's a minimum to give us answers on when the infrastructure works will start and when they'll start building the apartments."

The municipality said in response Because the plan to establish the Naut Peres B neighborhood includes a preliminary phase, of laying infrastructure for the neighborhood, such as arranging sewer lines and a transportation system. In order to promote this move, the planning officials in Haifa Municipality are in close and ongoing contact with their counterparts in the government, in order to find solutions to this issue as quickly as possible.

  1. Hello, are there any other winners in this project in the audience? Is it possible to unite and contact the municipality to get answers?

    • Yes, I won too. I tried to send a link to the WhatsApp group I opened but the system did not allow me.

  2. Thanks to all who responded for the information they provided. What is important is that Haifa Municipality responds and gives data and plans regarding the future of this place. What are you building? where? When will tenders for contractors be issued? And any additional information that will shed light on what will happen in the future.

  3. Little by little, in the meantime, invest in existing, for example, on Kibbutz Galvoit Street
And in Yehuda HaLevi lighting because it's really dark there.

  4. It doesn't make sense that Carmel Castle is the northern border of the neighborhood.

  5. The 4nd Prize winners will also "enjoy" the traffic jams of Matam and Freud, combined with the disaster of the location of the stadium with the days of blocking the neighborhood and thousands of fan vehicles blocking streets in the entire area. They will also enjoy the noise of Highway XNUMX echoing into the neighborhood from the increasing congestion from the Carmel Castle. At least we hope they won't have to Absorb a main road through their neighborhood like Naut Peres A with a shocking design. Main streets are completely dead, with small sidewalks that connect the divided neighborhood. A shocking design by Varda Liebman and Ariel Waterman.

  6. The most unjust program because rich parents buy moths, the children win a subsidized price, live and all this in order not to pay purchase tax, what didn't you understand?

  7. At first Naot Peres seemed like a particularly bad bet in the area, as if it had nothing to do with Haifa or the Carmel Castle, over the years it gained momentum, the price there has already tripled, whoever won an apartment there at the price for a resident practically won the lottery for at least a million shekels. The price there today for buying an apartment is almost NIS 20,000 per meter, more than twice what the tenders at the time were issued to the public participating in the various lotteries in Haifa and Kiryat.
Congratulations to the lucky winners :)

    • 20 thousand per meter maybe for those who have a view in the towers on a quiet inner street all the rest were knocked off without a view, a noisy main road, the nuisance of the stadium, and an unpleasant neighborhood surrounded by main roads.

  8. Infrastructures establish municipalities. The improvement levies are intended for this purpose, but Klish has no money in the coffers, because she never knew how to manage a city, or even a house committee, and therefore she has no idea how to generate revenue for the municipality...but she and Nachshon Tzuk know everything....Let them go learn a little from Nesher Municipality how to generate Revenues for the municipality and by and large... they got an empty coffers and brought in revenue!

  9. There are already errors on the first line. How can you read articles in this city?

Neot Peres B will be built south of Neot Peres, not to the east!

    • Eyal, as a resident of the Naot Peres neighborhood, as you mentioned above, it is important that you know the real situation on the ground. East of the built Neot Peres neighborhood, east of Highway 11 and west of Freud Highway, the eastern part of the Neot Peres neighborhood is expected to be built. This is a plan that includes 720 apartments and a hotel (Haf/2185a) - to this must be added 132 apartments that were approved as part of the 'Ofer Towers' program and additional units relevant to the plans that are in the planning process - 1,000 additional apartments in this area is certainly a reasonable number - something that will change the Naot Peres neighborhood and transform Her to a busy volume - and that's just the small, modest part. The other and significant part is the 'Southern entrances neighborhood B' - a plan for the construction of 5,072 apartments, the number of which will increase to 6,500 apartments (in the way of the easements known as the Shebas-Kahlon easements) in order for the project to be economical for the developers/contractors and in order to emphasize and give validity to the local officials The priority is to give relief to the right parties. In other words, the existing Neot Peres neighborhood (about 1,400 apartments) is expected to be joined by nearly 8,000 new apartments planned to be built at a much higher density than the existing density (much more apartments per square meter of lot area compared to the existing construction in Neot Peres) - about 30,000 new residents - doubling The number of residents is 7 times the situation today, plus an area of hundreds of individual dunams. That is why saying that the area today is generally desolate or the expression 'comfortable and charming' unfortunately do not express what is going to happen in Naot Peres in the coming years. It is important to emphasize that the area to the south includes open space extensive and in the center of which the Amiram stream is about to be completed with concrete and cement while eliminating the natural streams (streams: Amiram, Ahuza and Ovadia) and canceling the 100 dunam park that was approved in the overall master plan for the city of Haifa 2000 (coming into force March 2019) but was canceled as part of the plan for the southern entrances in The aforementioned. Not only the streams are targeted for elimination, but also the many trees, including many olive trees, a significant number of which are ancient, all targeted for elimination from the area. There is no tree preservation here as is customary in other places - only the elimination of the trees. For dessert, we mustn't forget the heavy power lines - high voltage about 2 meters under the sidewalks on Route 11 for a length of nearly 1 kilometer - exposing tens of thousands of people, some of them babies in baby carriages - to the electric fields of the high voltage at a distance that the Ministry of Environmental Protection, in relation to residences, is not I agree with him. When the radiation expert's report is hidden from the public and not attached to the plan documents of the southern entrances B. This is how the city officials, the planning authorities and the court for administrative matters take care of the public in general and the existing and future residents of Naut Peres in particular.

    • Ill, another small note: out of about 1,000 apartments in Peres Mizrah, only 378 apartments are owned by the Israel Land Authority, and of these, 302 apartments will be sold at a discounted price for tenants and 76 apartments will be sold on the free market; The rest of the land for the construction of the apartments is privately owned. Those 662 apartments at a price per inhabitant mentioned in the article are probably indeed attributed to Neat Peres Darom, except that this is only a small part of the planned construction there. In any case, only 1,200 apartments can be built in the first phase in the Naot Peres Darom neighborhood (the southern entrances B) since they have not yet prepared an additional entrance to the city of Haifa via a junction and an interchange - this matter did not prevent the Israel Land Authority and the company 'Dirah Lehshir' on behalf of the State of Israel from marketing much more Of those 1,200 apartments (while charging huge sums for the land and the excessive development costs) - as they say 'that the contractors will be stuck with apartments that they will not be able to build and with tenants who expect to build discounted apartments' - the construction and financing costs will rise and rise and the way to write off debts is paved for the approval of the courts (it is not so It is terrible that these are mainly public companies traded on the stock exchange, which will wipe out a lot of capital from the public funds, the pension and provident funds, so that almost every citizen in the country will be able to 'enjoy' the planning failures and partially bear the financial cost of the misappropriation, corruption and dysfunction - the great right to bear the additional costs is not granted only to the purchasers Apartments that are expected to fall into the network, but as mentioned, is also granted to the public in general) who will also be able to 'put a shoulder' to the effort to legalize the planning failure - which is going to become a significant construction monster in the city of Haifa, in addition to horrific construction evacuation projects. The transportation problems (including the disconnection of the Carmel Ridge from the Naot Peres neighborhood and the southwestern entrances of the city of Haifa - something that prevents the traffic drainage of the Carmel Ridge - by way of freezing the construction in the areas designated for residential construction in approved high-quality plans from the British Mandate period starting on May 16.5.1968, 53 for over - 11,000 years - in this regard, the high-quality (sustainable) planning that I prepared for these neighborhoods in the scope of approximately 70 apartments, which includes XNUMX km of bicycle paths with excellent accessibility for walking in all neighborhoods - a plan that the planning authorities make every effort to prevent discussion of and its inspection and examination, God forbid not to say adopt it, and the things are understood the planning removes the control of the officials in freezing the construction and regulating the construction in the city of Haifa (the tool with which they raise the prices of the apartments) - something that will reduce their possibility to settle the grandchildren financially as well and is a significant threat to the phenomenon of the ma'achir (a gentle word for the heavy suspicion of the payment of bribes) ) which, as mentioned, creates a 'severe injury' to those corrupt officials - the few of the public employees in Haifa and the planning authorities), the density of construction and the planning that harms people and the environment are the characteristics of the future in Haifa in general and in Naot Peres in particular.

  10. Peace ,
The project is on behalf of and under the responsibility of the state/government.
If the local authority, as of now, is not able to give answers, like many other issues!
It is necessary to organize in front of the Ministry of the Interior and Housing in order to move processes.
Unfortunately, I was the one who elected the mayor of this city. Regrets !!!!!

  11. As a proper resident of Peres, I can say that living near the municipal stadium is a nightmare that is better not to enter.
There is no lack of neighborhoods in Haifa where the municipality did not create such a disaster

    • As a resident of Naut Peres I can say that the stadium is hardly noticeable.
The surrounding areas are good for sports and children and most of the time the place is deserted, comfortable and charming.

When there is a Maccabi game you have to know how to deal with it... not the end of the world!

  12. The contractors didn't realize what a blessing they were getting into when they tried to build in Haifa in the age of cliché - Waterman

    • You're right - what's more, this year in Haifa I'm going to tear everyone's pockets with a new property tax and other taxes such as a fine for being on the beaches for more than two hours. Cancellation 20 minutes move and in its place charging stations for new vehicles, follow up on late responses with investigative offices and Pegasus software

  13. Take a risk of two years infrastructure, three years construction and another year construction site around when you move. 2027-28.
It pays to buy second hand and renovate to your liking. Move in a few months and know what you're getting in a neat neighborhood with all the infrastructure instead of a 10-year construction site.
Neot Peres B will be habitable perhaps in 2028-2030 and then it will suffer from the construction noises of Neot Peres C.
