The Israel Police will enforce and register reports starting this coming Monday (18.1.16) for truck drivers who drive on the prohibited routes in Haifa, contrary to the new road sign instructions, which prohibit traffic in the downtown area during rush hours for trucks over 12 tons.
This, following the announcement by the Municipality of Haifa and the Ministry of Environmental Protection (5.1.16) on the activation of the program "Clean Air Zones" in Haifa.
Last week, the first phase of the program to reduce air pollution from transportation in Haifa began to operate, under which trucks (up to 12 tons) are given a 40% discount on the previous fare in the Carmel Tunnels. The movement of trucks in the city will result in a significant reduction in air pollution from transportation.
As part of the national plan to reduce air pollution, Haifa will be the first city in Israel with a "clean air zone", thus joining leading cities in Europe that have low emission zones.
The Israel Police will begin enforcement and record pretrial reports starting next Monday, 18/1/16.
The Ministry of Environmental Protection will monitor the air quality in the lower city throughout the duration of the project. The data is regularly published on the website of the ministry.

"This is only the first step in banning the movement of air-polluting trucks and the parking of trucks in the urban area of the city of Haifa, and another step towards a greener Haifa. I thank all the parties who joined in this important move.
First, to the Minister of Environmental Protection Avi Gabbai and his team, to the government offices and of course to the Council of Carriers and Drivers.

"When there is a clear plan, energy, effort and cooperation - you see results. We will continue to innovate and do so that the residents of Haifa can enjoy clean air"

"We have reached an agreement aimed at preserving the quality of the environment for the residents of Haifa and the Bay. I am happy that the cooperation between the government ministries and the Haifa Municipality brings real benefits to the citizens. The residents of the Bay deserve to breathe clean air. We are working together with the Ministry of Environmental Protection on a comprehensive multi-year plan that will reduce pollution in the Gulf dramatically."
More details:
In the first phase of the program, the Haifa municipality restricted the entry of heavy trucks over 12 tons to the main thoroughfares of the lower city
Enforcement hours:
6: 30 to 9: 30
15: 00 to 18: 00
Those streets will be enforced during the above hours:
On the streets of Ha'tsamatva, Jaffa, Natanzon, Shibat Zion, the Maginis, Allenby, the Hafen, the Zionists, Rothschild and Pal-Yam.
Signs were placed on these streets to prohibit the passage of heavy trucks in the lower city during rush hours.
At the same time, the Ministries of Environmental Protection, Finance, Transportation and "Carmelton" the concessionaire of the Carmel tunnels put together a benefit of 40% discount on the fare for registered trucks up to 12 tons. The benefit is given to registered trucks during all hours of the day starting from January 1.1.2016, XNUMX and for the next five years.
The new fare dropped from 86.20 NIS along the entire tunnel to 51.70 NIS.
Registration as a subscription to the Carmel tunnels is free and without obligation. The benefit helps divert truck traffic from central hubs in Haifa to the Carmel tunnels, thereby reducing the population's exposure to air pollution from transportation.
The first phase of the plan for a "clean air zone" in Haifa has been launched thanks to the cooperation between the ministries of finance, transportation, environmental protection, the municipality of Haifa, the Association of Cities for the Protection of the Environment in the Haifa Bay, the Carriers' Council and the Port of Haifa.
As part of the next steps in declaring a "clean air zone", the entry of polluting diesel vehicles will be limited to an area that will be defined as an area with reduced pollutant emissions from diesel vehicles.
