Last Tuesday (16/11/21) we reported in Hai Pa about the cancellation of the local planning and construction committee meeting due to the arrival of only 4 council members, while the minimum number to hold a meeting is 10 council members. As a result, decisions that were supposed to be taken were not discussed.
One of the intriguing topics that was supposed to come up for discussion is the establishment of a new neighborhood on Tschernihovsky Street in French Carmel.
Plan HF/2178/A Stella Maris proposes to build a new residential neighborhood with 460 units on about 50 dunams, on the site of the Stella Maris military base, Shipona. The plan, drawn up by the Darman Varbakel architectural firm, is submitted by the Israel Lands Authority.
The location of the military base was also used by the British to protect the port of Haifa. The new residential neighborhood will mix uses: on the one hand, residential, on the other, tourism and commerce, with a facade along Tchernihovski Street. 5-15 story buildings will be built in the neighborhood and a boardwalk will be built, where there will be mandatory bunkers for preservation. Municipal squares with commercial uses and public spaces will be built along Tchernihovsky Street.
The plan is under the authority of the district committee, it has been accepted and will be submitted for approval by the district committee in the coming weeks.

800 apartments must be reached (40 units/net dunam), which is an acceptable and good density, and it is possible for developers to maintain as much surface as possible
The cliff as a large boardwalk (tens of meters wide, with platforms for games such as basketball, tennis, bowling, fitness facilities and more.
In addition, towers make it possible to put in front of Tschernihovsky Street a series of squares with shops and commerce that will serve the residents of the French Carmel where commerce is lacking and create an active street.
There is no reason for the diagonal grid. The towers should be those that accompany the street, creating small squares with commerce and shops from which green and quiet paths lead towards the cliff promenade through schools and sports fields.
There is no doubt that the current plan is just twice as bad: it produces 5-6 story buildings that bite into the area of the boardwalk in front of the mountain and produces all kinds of diagonal streets in front of Tchernihovski that have no logical reason and will not create continuous commerce and a good street along the road.
The cliff promenade that is close to Stella Maris and the cable car to Bat Galim is also a place to add a large hotel.
The visualization shown proves that the plan does not consider the scenic qualities of the area. Because of the uniqueness of the place, Rami had to invite an architectural competition and not order a plan from a single office. It's not too late yet!
I thought that these territories belong to the Baha'is and that is why they do not evacuate the base in Stella nor the empty bases along Tschernihovski, because they would have to be returned to them and if there is something that Israel does not like, it is to return territory to its rightful owners.

Anyone involved in planning understands that this is a plan that does not take advantage of this unique area. The diagonal grid is cut off from Tchernihovsky Street and the cliff and lacks any reason.
What is needed there is a huge boardwalk. An avenue of shops and cafes in front of the promenade. A new elementary school and around it 10 buildings of 12-20 floors, 800 apartments of which are half price per tenant for the young people of Haifa only.
I very much hope that the plan will be amended to at least double the apartments and require the establishment of a school, a synagogue and kindergartens.
The traffic jams and the trucks are on the way
Towers are not built at the top of the mountain but in the coastal neighborhoods..with exceptions. It spoils the landscape and the area.
