A worried Haifa resident sits at home and thinks about the constant danger that threatens those crossing the area at the Maksim intersection, as a result of the fact that there is no crosswalk between the beach and the Maksim intersection. He decides that he will send a letter to the public inquiries at the Haifa municipality and to the city engineer Ariel Waterman. To his delight he also receives an answer.

In his letters to the municipality, the resident repeatedly emphasizes how dangerous the encounter is, and even went to the trouble of attaching photos of the hazard, which he took with a drone. He was also not lazy and drew on the photos and explained in detail the nature of the hazard. "To the best of my knowledge and understanding, a citizen who parks his car in the parking lots located in front of the Maxim restaurant in the parking lot used by hundreds of residents when arriving at the promenade during the week and especially on the weekend and wishes to go down towards the promenade adjacent to the beach, is forced to cross 18 meters without a crosswalk and without a road sign or signage. The above is life-threatening! !!

Your answer in the past that the citizen must go up to road 4, cross 4 crossings and go down to the crossing to the beach about 200 meters away does not make sense! And there are no citizens who cross the road in this way. You can see the route you need to take today to cross the road safely. During a walk You have to cross an existing road 5 times. I would like to emphasize that this is a serious safety hazard! That is not being treated by you for a long time. The above was checked by me with traffic consultants who are experts in the field and also in their opinion that the current situation today is serious and dangerous."
The municipality also believes that a crosswalk is necessary
It turns out that the municipality also thought that there was a need for a crosswalk, in exactly the same place, between the beach and the Maksim restaurant. In fact, they have already started planning the crossing, and according to them, it won't be long until that resident sees the crossing in the field, so in fact, he no longer has any reason to be worried.

The resident is happy and satisfied, both with himself and with the municipality. But it turned out that the joy was premature. His letter was delivered to the Haifa municipality in August 2020, now it is already November 2021, and there is no crosswalk.
The same responsible resident sends another letter, a reminder to the municipality, in mid-October (2021) about two weeks ago. Until now, he has not received any answer. All he asked in his letter, is to understand what this means that the municipality informed him in August 2020, that before long there will be a crosswalk near the Maxim intersection.
It turns out, that sometimes, an answer you get from the municipality is subject to interpretation, perhaps especially in everything that concerns what is a "reasonable time" to carry out a task... Fortunately, our resident does not give up, and resumes his correspondence with the municipality. According to him, this crossing can save lives, and it would be a shame if the municipality only wakes up after a disaster occurs. As mentioned, the last letter, as mentioned, was already sent two weeks ago.
The Haifa Municipality gave a response Because it completed a plan for the construction of a traffic stop, a sidewalk and the training of a crossing at the place in question. The project is included in the municipal work plan and will be carried out in accordance with priority orders determined according to the level of safety risk, the amount of pedestrians, proximity to educational institutions, pedestrian crossings, children and adults, accident data, etc.

Second thing, when residential construction for 11,000 apartments is frozen and the dignity and property of thousands of land owners in the city of Haifa are crushed since May 16.5.1968, 53 - for XNUMX years - then what is the problem with marking a crosswalk with a delay of so-and-so months... or simply freezing the marking for an unlimited period ?
