As a Maccabi Haifa fan, I often come to the team's games at the Sami Ofer Stadium. Many fans come to every game to cheer and to experience the game up close, and usually the players make sure that they return home happy. Something that regularly bothers many fans, myself included, and endangers the health of those around, is smoking in the stadium stands.
The law for the prevention of smoking in public places and exposure to smoking, 1983 prohibits smoking in public places, including sports stadiums.

It has been known for years that smoking is harmful, studies prove that smoking can cause cancer and a wide variety of diseases, not only for the smoker himself but also for those around him. Passive smoking can cause diseases to the same extent as active smoking, so the one who smokes actually endangers himself and everyone around him.
Smoking on the football fields is a brazen and inconsiderate act, which endangers the health of those around, and this is also without considering that it is simply a violation of the law! Why are there no inspectors who punish those who break the law? It seems that none of the smokers is afraid to light another cigarette and another, and the fans can only inhale more and more smoke, completely against their will.

The municipality cannot let inspectors into the stands or check with cameras and send a report... there is really no way to enforce it properly. There are much more important things to worry about during the game.

The stadium is owned by the municipality. There should have been municipal inspectors there to enforce the law. When there is none, everyone judges themselves.
