The Kiryat Eliezer neighborhood is being revitalized: the plan to vacate the construction of the "Hothers" was unanimously recommended for submission to the local committee.
The "Pinoy Binui" plan in the "Hahotrim" complex, which was initiated by the "Beta" group in the Kiryat Eliezer neighborhood, was submitted to the local committee by the company together with the Haifa municipality and was recommended for submission to the subcommittee for planning and construction.
The plan for the renewal of the "Hahotrim" complex, which was recommended for deposit after about a year and a half from the date of its acceptance, was advanced by the Department of City Planning and the Department of Urban Renewal in the Directorate of Engineering.

The plan proposes the establishment of a new residential neighborhood, which will include 5 new residential buildings of approximately 10-29 floors that will include 533 units, instead of 4 housing buildings of 4 floors and a number of buildings of 1-3 floors, including 107 small units, which were built in the 50s, and destined for demolition.
This is the first construction evacuation plan in Kiryat Eliezer that is brought to the local committee's discussion as part of the overall neighborhood review initiated by the mayor, following which a master plan for urban renewal for the Kiryat Eliezer and Kiryat Eliyahu neighborhoods was recently approved.

In the master plan, which was intended to establish an outline for urban renewal in the entire neighborhood, planning complexes were determined as well as principles for preparing detailed plans for each complex. The master plan also refers to the contribution of each complex to the total public areas (open and built), to the issue of density, establishes guidelines for mixing uses, for a variety of construction types while combining textured construction and high-rise construction, etc.
In the plan, an area of about 1.5 dunams will be allocated with a combined designation for public construction and a public building, and a building will be moved there for preservation - a shack used by the "Working and Learning Youth" movement. Part of the area will be developed as a high-quality public building for the benefit of the residents of the neighborhood.

In addition, the plan, which was designed by the architectural office "Alf-Beit Architects" and prepared by Adr. Panina Rosenberg, includes public uses - 3 daycare classrooms, 2 kindergarten classrooms and a synagogue, commercial areas and office areas on the ground floors. An internal pedestrian thoroughfare is also proposed, around which open areas will be developed for the well-being of the residents of the complex, and an urban square near the "Dror" school, with commercial facades to serve all the residents of the neighborhood.
As part of the plan, the old Eucalyptus Avenue, which wraps around the complex from the south - Allenby St. and Rothschild St. - will be preserved, the Rowing and Dror streets will be widened, so that two-way traffic will be possible. The parking will be underground in the area of the residential lots.

In the discussion, it was determined on the subject of the stages of implementation, that the first building to be erected in each complex will be the one that includes a public area (kindergarten or day care center), and after approval of more than half of the number of units specified in the plan - a condition for approval of another building will be for the building that includes a public area (kindergarten or daycare) so that at every stage there will be a response to public needs in the complex.
The open areas on which an easement has been established in each complex will be developed as a condition for granting an occupancy permit for the last building in the complex.
The plan for the "Hahotrim" complex is part of the comprehensive planning concept of the municipality of Haifa, according to which together with the "Government Authority for Urban Renewal" master plans for urban renewal are being promoted in all the coastal neighborhoods in Haifa, which also includes the neighborhoods of Kiryat Eliezer and Kiryat Eliyahu.
