The Haifa Magistrate's Court today, Tuesday 12/1/21, convicted Ronan Shaikh, a former employee of the Haifa Municipality, of multiple offenses of sexual harassment and harassment (in accordance with the "Video Law"), invasion of privacy, advertising of prostitution services and fraud and breach of trust. All this in connection with the establishment, operation and management of groups and channels in the Telegram application, which served as a platform for the distribution of photos and videos containing explicit sexual content of hundreds of Israeli women and girls. In the amended indictment to which the defendant admitted, there are 186 complainants. This is a conviction in the largest indictment filed in Israel for violations of the "Video Law", both in terms of the number of victims of the offense and in terms of the extent of distribution of the sexual content.
According to the amended indictment, submitted by attorneys Itai Gohar and Moran Eshol from the Cyber Department of the State Attorney's Office, and in which the defendant admitted as part of a plea deal, the defendant used to distribute photos and videos of a sexual nature of Israeli women and girls, without their consent. The defendant published photos and videos in which Young Israeli women, for the most part, together with their personal details and their personal profile on social networks, and this for the purpose of identifying them, and to prove to the members of the groups that these are Israeli women who do not work in the sex industry. In the groups that the defendant created and managed, there were tens of thousands of Telegram users who consumed the distributed content.
The amended indictment details the case of 186 female complainants who submitted complaints to the police regarding the distribution of their intimate photos and videos in groups run by the defendant, mostly along with their personal details that enabled their identification. The indictment also describes how the defendant built and used a "control panel" that allowed him to control the dozens of groups he created on Telegram using various bots. In addition to this, it is described how the accused used Telegram groups and channels, in order to publish ads regarding prostitution services for payment. For these actions, the defendant was convicted of multiple offenses of advertising prostitution services.
In addition, the accused was convicted of multiple offenses of fraud and breach of trust and violation of privacy due to the fact that, while working in the collection department of the Haifa municipality, he used to fraudulently copy details of positive cards to which he was exposed during his work, all without the permission or knowledge of his employers and card holders.
The plea deal does not include an agreement on the matter of the punishment. The prosecution will argue for a proper punishment of 6 years in prison and the defense is free in its arguments.
This case is part of a targeted enforcement activity led by the Cyber Department of the State Attorney's Office, against dedicated groups for distributing intimate content of women without their consent (offences under the "Video Law"). The case joins a number of other indictments filed by the department in the past year against dominant and prominent managers in such groups.
