This evening two extensive revitalization programs were approved: in Kiryat Haim Maravit and Kiryat Eliezer-Kiryat Eliyahu.
The plans were approved this evening [3] by the plenum of the Haifa Local Planning and Construction Committee, after an in-depth public participation process. The process began about a year ago in neighborhood conferences where the plans were presented to hundreds of residents of the neighborhoods. The public's insights were incorporated into the plan documents by the planning teams that included: architects, traffic planners, landscape, conservation, appraisals and public participation. In the meantime, the space of the neighborhoods included in the plans is divided into complexes. A "card" was prepared for each complex with detailed construction instructions that refer, among other things, to the height of the buildings that will be possible in the complex, building rights, mixing of uses, allocation of public spaces and traffic development. The complex cards are designed to ensure planning certainty for every building included in the area of the plans.
The plans were promoted by the Department of Urban Renewal and the Department of City Planning in the Haifa Municipality, in cooperation and with the assistance of the "Governmental Authority for Urban Renewal" as part of the policy led by Mayor Einat Kalish Rotem, to renew the old neighborhoods in the city.
West Kiryat-Haim revitalization plan
For the first time: an active urban sea front will be established in Kiryat Chaim
As part of the plan, the neighborhood will be connected to the beach via a boardwalk, bicycle paths and walking paths, which will connect the different parts of the neighborhood to the beach. In the meantime, the road that currently exists in front of Truman Street will be copied, inter alia, as a buffer between the neighborhood and the sea at the back of the residential buildings. The area that will be vacated with the removal of the road will become an active sea front, which will include a continuous beach promenade, which will create a sequence of open areas all the way to Kiryat Yam where walking paths and bicycle paths, green areas and active bathing beaches will be prepared.
The approved master plan for the western Kiryat Haim will henceforth be promoted as an outline plan in order to create planning certainty for its implementation. At the same time, the approved master plan makes it possible to advance detailed plans for the complexes in accordance with its principles.
The plan was prepared by a multidisciplinary team led by architect Prof. Irit Zaraf. The plan refers to the area between the seashore and the railroad and includes detailed instructions for the renewal of three large complexes: the Truman complex, the Degania complex and the Warburg complex, including about 2100 small units in railway buildings old, some of which were declared as dangerous buildings.
At the same time, the municipality, under the leadership of the holder of the tourism portfolio MM and deputy rabbi Nachshon Tzuk, is promoting tourism plans in the framework of which the neighborhood will become a significant focus for hotels and tourism that will position Kiryat Haim as the urban riviera of the Haifa Bay with approximately 1400 hotel rooms and a new urban waterfront
The new plan advocates the mixing of uses such as residences, commerce, offices, small businesses, public buildings, commerce and employment, green areas and about 1400 hotel rooms that will be built partly in buildings intended for hotels and partly in buildings combined with residences and other uses.
The public space in the entire area of the plan will be restored and renewed, and in place of the outdated apartments, about 6,600 modern units will be built in modern buildings whose height will range from 6 to 16 stories, which will be built in evacuation-construction and consolidation routes. In addition, the plan refers to about 2500 units included in attached two-family buildings Land in the Lev Kariya complex, which will receive additional rights for the purpose of increasing the area of the existing apartments.
At the same time, the municipality will promote a move to clear the tank farm and obtain additional land to improve the economics of the plan. In this way, the tremendous potential of Kiryat Haim will be realized for the first time, as a neighborhood located on the coastline, whose residents will enjoy modern residential buildings, urban life alongside hotels, restaurants and cafes.
Master plan for the regeneration of Kiryat Eliezer and Kiryat Eliyahu:
The plan outlines a planning framework for urban renewal with phased construction and a diverse mix of apartments, improving internal and external neighborhood connectivity, mixing uses, establishing employment and commercial centers, expanding the system of public areas and developing a system of bicycle and pedestrian paths
The program was led by a multidisciplinary planning team led by architect Dafna Noy Wellman and Daniela Graf from the Bareli-Levitsky-Kasif office. As part of the program, conservation surveys, inspection of transportation programming and precinct cards were conducted that allow the submission of detailed plans according to the principles of the master plan.
In the plan, which is intended to accommodate about 9500 new units, emphasis is placed on the development of urban complexes and the creation of a connecting axis between the public, commercial and residential centers. As part of the plan, the neighborhood's unique values were examined, such as the central promenade, which will be strengthened as an activity and leisure axis and the expansion of the open and built-up public areas.
As part of the plan, the neighborhood was divided into sub-complexes, where a separate "complex card" was prepared for each complex, detailing planning instructions, mix of uses, building rights, height, transportation plan and allocations for public needs. Meanwhile, the plan defines central streets that will receive a renewed planning characterization such as Allenby Street that will be developed as a tourist street.
The development of the residential complexes will be carried out while combining and creating a variety of high and low construction and while taking care to preserve the scenic and architectural values of the neighborhood. Emphasis will also be placed on connecting the neighborhood to the sea and neighboring neighborhoods through walking paths, bicycle paths and traffic arteries that will combine commercial and employment centers.
