Executive fines at the rate of 500 NIS to 10.000 NIS will replace the fines given so far according to the municipal by-law.

The rate of administrative fines in this matter varies according to the severity of the offense and ranges from 500 NIS to 10,000 NIS, in contrast to the uniform fine of 730 NIS imposed until now by virtue of the municipal by-law.
For example, the administrative fine for keeping a dog without a license is NIS 500. Keeping a dog without vaccination or not blocking the mouth of a dangerous dog at the time NIS 1,500. The fine for not handing over a dog that bit within 24 hours is 2000, while the fine for owners of dogs defined as dangerous and kept without a license will be increased to a total of 5000 NIS.
The Deputy Legal Counsel for the Municipality of Haifa, Adv. Nourit Baram, stated that the administrative fines are imposed as part of the transition to collection according to the Law on Administrative Offenses which was made as mentioned according to the requirement of the Ministry of Agriculture in charge of regulating the law.
The Deputy Director of the Veterinary Service in the Municipality of Haifa, Dr. Yair Weiss, stated that the law regulating the supervision of dogs is intended to ensure the peace and health of the residents and said that the veterinary service inspectors carry out ongoing enforcement activities to prevent dogs from wandering in order to reduce the risk of bites and the nuisance caused to residents as a result of leaving dog excrement in the public domain.
Dr. Weiss said the municipality of Haifa will continue enforcement actions in order to reduce the phenomenon of stray animals and calls on residents to respect the law and avoid unnecessary fines.
