At a non-quorum council meeting that took place on Monday 24/8/20, in which a discussion was held regarding the "Yefa Nof" company, functional and legal aspects and the continuation of the company's activities, Sally Glitzenstein, the company's new CEO, presented the current state of the company.

According to Glitzenstein, The company will have to lay off 15 employees, and give up two floors that the company had as part of the streamlining. The projected deficit for the year 2020 in the company after the termination of the contract with the Ministry of Transportation will be about four million shekels and if the contract had continued, it could have saved the company a million shekels from the deficit.
Shay Yiftah, who served for about four months as acting CEO of Yaffe Nof before Glitzenstein's arrival, explained the company's situation and the steps taken.
Upon taking office, he found in the company a lack of commitment to schedules and a lack of commitment to the budget. Safety deficiencies were found such as traffic arrangements that do not match the approved plans. Administrative deficiencies, contracts and checks were signed by a person who does not have the authority to sign. Summaries and discussions were not listed in the minutes. The tenders were determined with a lack of transparency, and there was an inability to solve problems in large projects.
According to him: Many of the deficiencies and what was written in the audit by the municipal auditor is similar to what he found.
The steps taken, among others:
- Drafting of the tender documents accompanied by an external attorney or an expert in writing tenders. The tender documents will be submitted for approval by the tender committee prior to their publication.
- Conducting a re-examination of the procedures and updating the work procedures of the Tenders Committee and adapting them to the requirements of the law.
- Regarding the professional infrastructure, it was decided to strengthen the management with experienced professionals.
- Ensuring the involvement of the professional elements in all projects, formulating a detailed work plan on a monthly level and monitoring and controlling compliance with its goals.
- Monitoring and control of compliance with budget execution goals
- Assembling projects in planning for the approved budget frameworks
- Safety, at work and in traffic

City council member Naama to Zimi, stated that there is a reason for the defect to hold the discussion when the municipal auditor's report was not revealed to all the council members because it is appropriate that everyone should be exposed to the report and then hold a discussion and vote.
Mayor Einat Kalish Rotem said that the opposition prevented the audit committee from revealing the municipal auditor's report and that it contradicts their path that calls for transparency.
The chairman of the Greens of Haifa, Avihu Han, told Haifa:
Kalish wishes to promote, right now, today, tomorrow, a discussion on the audit reports made by the municipal auditor on the Yaffe Nof company. It is forbidden to use audit reports for political manipulations. We members of the audit committee have discussed the issues for many months. According to the law, it is forbidden to publish materials from an audit committee before a special discussion in the city council on this issue.

Even these 15 employees will not establish the company if it does not have an infusion of projects of at least 250 million shekels per year (from another place, I understand that it currently has projects of 30 million). Admittedly, the company has reserves set aside for times of need of about NIS 80 million (we are still trying to find out exactly how much is left, because there are also obligations that still need to be met). But it is not clear if the best use of these funds, which actually belong to the Haifa public, is to continue supporting the employees who will give up, if there is no long-term viability for the company.

The reports contain difficult findings, some of which were also noted in the reports of the State Comptroller and the Municipal Comptroller in the past, only that the gentlemen on the board under Yahav, Gezhar Wakim , Shimshon Ido turned a blind eye to the disastrous conduct of this company.
