The Municipal Conservation Committee unanimously approved the conservation policy document for Bat Galim Promenade
Chairman of the committee Hadva Almog: "The policy document will help preserve the values of the architecture and the landscape while encouraging leisure, recreation and tourism activities in the avenue which will become a center of tourism and recreation"
The Municipal Conservation Committee, chaired by Mayor Hadva Almog, unanimously approved the "Conservation and Construction Principles and Guidelines Document along the Bat Galim Promenade".
The promenade is classified according to national and local outline plans as an urban sea front with residential uses, hotels, commerce and cafes and along its length unique buildings that were erected in the 20s of the last century.
Over the past few years, the historic neighborhood has received increasing interest which has resulted in an entrepreneurial awakening and many construction requests. The policy document was prepared at the request of the conservation committee in order to help promote building permits while preserving the landscape and architectural values found on the promenade.
Alongside all these, the document aims to create a realistic economic lever for the entrepreneurs who wish to invest in tourism development and cultural and leisure activities on the boardwalk. In this framework, the buildings along the boardwalk will be used for residences, with some of them having more commercial use on the ground floor.
New construction and additional building additions while making sure to integrate with the existing landscape and architectural features in the place. The uniform sequence of construction will keep the beach promenade open to the waterfront except for the historic casino building. Low fences will be erected in front of the buildings and next to them yards with live fences and trees that characterize the existing vegetation in the place.
The policy was formulated by the team of the city engineer, the city planning department, the conservation unit and the landscape planning unit, in cooperation with the representatives of the residents, the district planning bureau and the site preservation council.
The policy document is an update to the conservation principles established in the conservation survey prepared by the municipality in 1994. The survey documented the state of construction along the boardwalk and included general conservation guidelines for the complex and specific guidelines for buildings declared for conservation. In doing so, guidelines were established for the preservation of the vegetation, which includes, among others, the Washington palm trees that were planted in the neighborhood in the 20s.
The policy approved by the conservation committee distinguishes between the two parts of the boardwalk: Margolin Wharf - [west of the casino building] is used as a pedestrian only boardwalk. Aharon Rosenfeld Wharf, [east of the casino building], is used as a combined pedestrian and vehicle boardwalk.
The document establishes different construction guidelines for the two sections of the boardwalk in reference to the different nature of the two sections. As a general rule, the policy states that buildings should not be demolished for preservation and construction additions will be carried out while preserving the building and in accordance with the design of the existing building.
Chairman of the Conservation Committee, Mayor Hadva Almog: "Approving the policy document will direct the many initiatives promoted in the area while preserving the special architectural and landscape values in front of one of the only neighborhoods in Israel located on the waterfront. All this will be done while encouraging leisure, recreation and tourism activities along the promenade that will become one of the leading tourist and leisure centers in the city."
• The document will be submitted for approval by the planning and construction sub-committee.
