After working for over a year, the inter-ministerial forum, appointed to formulate a recommendation for an agreed alternative regarding the doubling of the coastal railway in the Haifa area, and which was coordinated by the Ministry of Transportation, has finished its work.
Representatives of the Ministry of Transportation, Israel Railways, the Municipality of Haifa, the Society for the Protection of Nature, the Haifa District of the Planning Administration, the Urban Renewal Authority, the National Economic Council, recommended an alternative of two suburban and two high-speed railways in the tunnels between Hiram Bridge and Carmel Beach.
The summary of the forum's work reads: "Most of the forum members see this alternative as the one with the highest chance of meeting the needs of most of the stakeholders, both in the transportation aspect and in the urban aspect. The only party among the forum members who opposes this alternative is the Ministry of Finance.

The Society for the Protection of Nature supported and supports an alternative that, until about a year ago, was almost completely unrealistic, in light of the opposition of the Ministry of Finance and Transportation. As part of the discussions at the National Infrastructure Commission (VTL), on this matter, it was mainly us and the Haifa Municipality, who pushed and promoted this alternative and now it seems that our work has borne fruit, among other things thanks to the Ministry of Transportation, which was eventually convinced to support this alternative and deservedly so All the best to them. There is no doubt that the right alternative is to remove the coastal railway in Haifa, and put it, together with the pair of new high-speed railways, into the tunnels and thus enable the connection of the city of Haifa to the sea.
This alternative includes, as mentioned, two suburban railways and two high-speed railways, in the tunnels, between the Hiram Bridge and Carmel Beach, as well as one stop for suburban trains only, in Bat Galim, and 3 more stations for stopping suburban and high-speed trains - in the heart of the Gulf, in Kiryat Havalet and on Carmel Beach. The cost of this alternative is NIS 13.1 billion.

It will be explained that the inter-ministerial forum represents the position of the Ministry of Transportation (which coordinated the forum), and does not bind the Committee for National Infrastructures in any way. It will also be explained that the Ministry of Transportation has no intention of making any kind of tunneling in Haifa, and the opposite is true.
The Ministry of Transportation intends to build a terminal station for high-speed trains in the vicinity of Dado Beach, with an investment of approximately NIS 1.4 billion. Anyone who thinks that the Ministry of Transportation intends to invest approximately NIS 13 billion in the construction of an A102 alternative (a curved tunnel of 4 tracks and another station in Kiryat Eliezer) is nothing but a dreamer of dreams. If anything, what will be built at the end of the day is a Shidra tunnel, without the existing tracks being cleared from the coast at all.
As of today, electricity poles will be added to the existing tracks (soon), and as mentioned, they will remain on the beach. The residents of the north called (more than once) for cooperation with the Haifa municipality, in favor of combining forces with the Ministry of Transportation. The residents of the north presented an alternative - 9A which would lead to a huge development of the city of Haifa and the entire north, while completely clearing the tracks from the coastal area.
