The Haifa municipality decided to turn the western part of the memorial garden in memory of the fallen in Neve David into a "barbecue park" and even hung a sign in the neighborhood: "A barbecue park will be established here."
First an update for the morning of Thursday, 7/5/20, 07:15:
During the night, various and false rumors (fake news) were spread on the Internet about the fact that, following the exposure of Chai Pa, the Haifa municipality backed out of its decision to build a barbecue park. Regarding these rumors, we hurried and contacted the Haifa Municipality again, early in the morning, and received the following answer:

A live investigation, which took place in front of the Ministry of Environmental Protection and the Union of Cities for Environmental Protection, reveals that no impact assessment on the environment was done and no contact was made to these bodies, in order to find out the possible impact of the smoke from the barbecues on the quality of life of the residents who live near the park.
It also becomes clear in the live investigation here that no public participation was done with the residents. This did not even come up in the city council, and so the residents woke up this morning to a "celebratory announcement" about the establishment of the park.
The residents explain that the park will become an urban (and not a neighborhood) park, similar to the barbecue park at the student beach. As you know, the student beach is visited by families from all over the city and the whole place is surrounded by smoke in the summer. Now, they explain in Neve David that the fear is that the residents of Carmel will come down to Neve David and also come from nearby settlements, to wave the smoke from the barbecues, straight to the windows of the residents, apparently in violation of the Clean Air Law, and all this under the auspices of the municipality, which not only does not enforce the Air Law Clean, but even encourages breaking the law, according to them.
The residents explain that the clean air law is still not enforced by the municipality, when from time to time people come to light barbecues near the residents' houses in this park and cause them great suffering. If a barbecue park is built, the residents' houses will become uninhabitable, say Neve David.

The Haifa Municipality refused to be interviewed for the article, but gave the following response:
In total, we move the barbecues away from the upper part of the park to the lower part and regulate the issue of dirt and the disposal of charcoal at the end of use, this is in light of the residents' complaints that the entire park is used for barbecues and that the place is disturbing and dirty.

The Union of Cities for the Protection of the Environment reported
The Association of Haifa Cities was not asked at all by the Haifa Municipality to address the issue of air pollution in this park, and therefore no tests were conducted. Of course, if your request is received, the union will be happy to examine the matter, and express an opinion.
Hadva Almog's response
Hadva Almog is a member of the city council and was previously the deputy mayor and in charge of the engineering administration.
The mayor, who prided herself on public participation, which she would do on any issue, did engage in public participation with a former member of her faction, Tali Meshulam-Itah, and made an informed decision: to build a barbecue garden, without thinking about the environmental significance of the noise, the smoke.

Once again we discover that the Haifa municipality and its leader excel in opacity, poor planning and blatant disdain for the city's residents. The sign announcing the establishment of a barbecue park in Neve David is so insulting, not only to me personally, who grew up in this neighborhood and to my friends who still live there, this park is an insult to all of us.
The municipality, in its impudence, transfers all the barbecues, pollution and dirt to the residents of the neighborhood and further boasts that they will settle the matter of dirt and pollution in the park. So the Haifa municipality should know that cleaning parks is not a source of pride but a duty for which the city's residents pay taxes!
The municipality needs to understand that such a concentration of air pollution and density of barbecues will only harm and destroy the quality of life and the quality of the air for the residents of the neighborhood. While today the entire park is used for this purpose, the municipality's planning concentrates it only in the lower part and seriously harms the residents of the neighborhood.
Without any testing and without any planning, hang a sign and think that the public buys this insult. My friends and I will not allow Neve David to become the backyard of Carmel!
The residents of Neve David should not find out that when the municipality cleans their environment it is actually a reward as if they are second class citizens. The residents of Neve David are an inseparable part of the city and it is not allowed that the filth and dirt be transferred to them and the municipality will brag that it was done for them and for them!
It is better for the municipality to devote its time and money to helping the local businesses that are suffering from the corona crisis and not to engage in nonsense.
As a former resident of the neighborhood and as someone whose parents live in Neve David and my nuclear family (uncles and cousins) and of course friends and their families, I was amazed to read about the decision to establish a barbecue park in the boys' garden.
First, the garden is evidence of the connection between the old and new residents of the neighborhood and the fallen. Turning it into a play area is the connection between bereavement and the continuity of life, it is the preservation of memory for all of us. The establishment of a barbecue park not only humiliates the residents and makes these scumbags even defiant!
Instead of taking care of diverting resources in the development of the neighborhood in terms of the dilapidated infrastructure and the pigs that are constantly roaming around, the mayor chooses to establish a barbecue park.
The time has come to take care of the commercial area of Neve David and the hazards in the neighborhood and not deal with populism. Maybe the mayor and her deputy think that the establishment of barbecues will bring tourism to Haifa.
