Page 59 - Section 4.19.2 Sports and recreation - the instructions of the program

The interests of the sports and the athletes will be taken into account, and in the event of a dispute, the interests of the athletes and the sports industry will prevail."

"In the planning of the coastal area, space must be designated for public storage facilities for small personal watercraft, such as kayaks, surfboards and more"

Achievement 1:
"The right of those engaged in water sports to free access to the water will be preserved. Access to the "Uses" section:
1) "Promenade for use by pedestrians, cyclists and those engaged in water sports"
2) The construction of the boardwalk will allow free and regulated access to the water for those engaged in water sports, including parking areas for vehicles for the purpose of lowering surfboards into the water and holding mass surfing events, along the complex between the lower cable car and the Sea and Lakes Research Institute. Parking will be defined mainly in the complex in the area of the church.
3) When placing light poles, shading facilities and various buildings near the beach, they will take into account the safety instructions that will prevent risk for kitesurfers along the beach from Bat Galim Promenade to the Sea and Lakes Research Institute. In any case, the priority is a safety distance of 30 meters from the water line.

Achievement 1:
The anchorage that will serve the Haifa metropolis will be at the Shavit anchorage in Kishon and the planning of the Kishon area will take into account the interests of boaters.
Achievement 2:
In any case of searching for an alternative area for mooring, in accordance with TMA 13, there will be no further violation of green areas and/or areas used for surfing and sailing. Priority will be given to the use of a violated area, such as the western port.

Page 65 - Site for sailing and water sports - Bat Galim
Objections to the "Uses" section - 4.35.1:
1) Cafes and restaurants will not be located on the water line and in front of the sea. This area will be allocated for the use of those involved in sports.
2) Windsurfing and kitesurfing will be allowed at the Rosh Carmel sailing site. The planning will take into account the safety margins for those involved in kite surfing and the areas will be defined for the safe lifting and lowering of kite surfing (a sport that will enter the Olympics in 2020)
3) Parking areas will be defined that will allow surfers to unload surfboards from their vehicles and have easy access with the equipment to the water line.
4) Obstacles that could damage the equipment will be removed.
5) The surfing area will be controlled and a separation will be made between the surfers and the pedestrians, in order to prevent injury.
Objections to the "instructions" section - 4.35.2:
Section "1" should be deleted and a definition corresponding to TAMA 13 should be written in its place:
"A national and international surfing and water sports site, defined along the entire coast extending from the western wall of the Navy Yard (the urban beach) in the northeast to 100 meters south of the Sea and Lakes Research Institute in the southwest."
"In this complex, the special needs of the surfers will be taken into account. Obstacles will be avoided on the water line and in the water, including jetties, rocks, light poles and more, which could endanger the surfers in the water and on the beach.
The new sport in the Olympics will be taken into account - the sport of kite surfing, which has special needs in the operation of kites on the coastline."

Page 104 - The sewage system - Section 6.7.3
Mistakes - the following sections must be added:
"A municipal plan will be implemented to disconnect rainwater gutters from the sewer system"
"A plan will be implemented to upgrade the main drainage line from the Carmel Castle to the Check Post Police Station, in a way that will prevent sewage from overflowing into the sea on rainy days"
Mapping will be carried out to locate houses connected to old septic tanks and connect them to the municipal sewage system.
