On 27/8/09 in the late evening hours, the security committee of the municipality held a beach patrol in Haifa, with the aim of taking a closer look at the problem of bullying, violence and the state of personal security on the beaches and promenades along them.
Attended: the chairman of the committee Prof. Gad Landau - the "Labor" party, Yaron Hanan from the "Haifa Greens" party and Alex Shafran from the "Haifa Beitno" party. On behalf of the municipality, the deputy director of the security department - Eddie Rosenblatt, as well as Mike Debi, Ilan Messinger and Hani Musa participated From the Beaches Division.
For some reason, not a single official from the Haifa Police and not even a senior official from the Haifa Municipality came to the tour.
The tour was held at Carmel Beach, Hecht Park and Bat Galim Promenade. Later, the committee will also tour the Kiryat Haim beach, but an overview of the situation on this beach was also presented.

Description of the violence-
1. Groups of young people mostly come from the villages and cities of the Galilee and the north, most of them from minorities and a small part from towns and villages in the north of the country and other places in the country. Groups of young people usually visit this beach and all the other Haifa beaches throughout the summer months, as will be detailed below. The main problem is on weekends and weeknights.
2. In most cases, teenagers and young adults (mostly from outside the city) who are attracted to the free atmosphere, which is so different in the big city compared to the tradition and conservatism practiced in their place of residence, arrive starting in the evening and throughout the night and the cattle reserve. The sight of young girls in revealing clothing drives their minds crazy and excites them to an extreme level and they allow themselves to harass the girls and young women who pass by, as they would not dare to do in their area of ​​residence. The harassment is not only verbal and includes almost every night also performing obscene acts and harassment, all under the threat of beating both the girls and their companions. As a result, severe and violent provocations and threats with cold weapons often develop as a result, at a life-threatening level.
3. Generally, the entertainment of those groups, numbering dozens of young people every night, includes strong drinking and "refueling" with alcohol of all kinds until reaching a state of drunkenness and loss of control, drunkenness gives rise to the worsening of the violence.
4. Every night, in addition to the acts of violence, there is also severe vandalism that includes the destruction of showers and toilets, breaking faucets and toilets in the toilets, breaking faucets, stealing sprinklers from the lawns, spraying hateful graffiti on the walls, damaging sheds and benches, and more... Also, the vandals intentionally leave the water faucets open to waste water in large quantities. Added to this phenomenon is enormous amounts of dirt left behind by those "revelers and guests", including broken glass bottles, seed husks, bags for throwing charcoal from hookahs and barbecues on the grass and more.
5. In the event of a violent altercation in the entire coastal area, both during the working hours of the inspectors, not to mention when they finish their shift, there is no factor that can take control of the altercation and sometimes there is also no ability to warn and call forces off the coast.
6. In the coastal area there are other serious nuisances such as: the operation of barbecues and hookahs that disturb and pollute their surroundings, smoking drugs and also the sale of drugs in certain areas of the beach.
7. The situation in the undeclared area ("student beach") is even more serious than described below.
8. Between the Carmel Beach Towers and Hecht Park, a cheap and available "prostitution industry" operates year-round and in full swing, which continues every evening and throughout the night. This site is also a serious source of attraction for the young people of the Galilee and other places who come by the hundreds every night and receive sex services for a cheap fee compared to anywhere else in Israel.
9. No cameras are installed in the entire beach area and thus it is not possible to watch violent events in real time and it is not possible to record such events and create deterrence.
10. The beach is long and not fenced. The entrances to the beach area near the train station in the south and in the hotel area to the north are also not handled by the police and there is no control over those entering.

The answer given today:

1. In the Carmel Beach area, a uniformed municipal inspection force is stationed, which manages to provide a reasonable response, but only during the hours of operation - that is, until 21:00 p.m., when their shift ends. From these hours the beach is completely deserted until 06:00 in the morning! In Hecht Park - a private security force operates and the place is fenced and closed at midnight. Also, security cameras are installed in the place, but there is no manning of the supervision and control position over them.
2. The level of police presence on Carmel Beach is far from what is needed and in the opinion of all parties this is a completely unacceptable situation, in light of the daily dangers and the loss of deterrence and control in the area. It is clear that the priority given to beaches and promenades is low if at all. As a result, at night the place is simply at the mercy of criminals and the degree of sensitivity and prudence of the business owners who operate at night without any protection as well as their visitors. Reality proves that when a severe violent incident occurs, the time that passes from the moment a police car is called to its arrival is very long: between half an hour and an hour and a half (!) This is also the case in real incidents - which include stabbings and attempted murder.

3. According to all the parties, the possibility of a murder case occurring on Carmel Beach and on the beaches of Haifa and Kah in general, as happened recently at Tel Baruch Beach in Tel Aviv, is only a matter of time and relying on luck!

Bat Galim neighborhood - the boardwalk and the beach:

Description of the violence


1. The situation in the Batlig neighborhood is even worse than what was described about the Carmel beach. The characteristics of the population that comes to the place are completely similar to the young crowd that comes in groups to Carmel Beach and Kiryat Haim Beach. They arrive in noisy, violent groups, "fueled" with alcohol, accompanied by some drug dealers and joined by drunken homeless and sex offenders who regularly live there in all kinds of abandoned and neglected sites.
2. In the neighborhood, there are also phenomena of drug trafficking, car screeching, the use of loud car amplifier systems, the use of barbeques, wild and forbidden, while harming the environment, throwing filth in quantities that are difficult to describe, vandalizing private and municipal property, defecating in the yards of houses, physical threat And verbally about those who dare to ask for something from these uninvited guests, and even sexual offenses in a casual manner and without fear.
3. Unlike the Carmel Beach and Hecht Park, the Bat Galim neighborhood is home to peaceful and law-abiding residents, some of them adults and some of them couples with their children, who live right next to the problematic centers of the boardwalk and its surroundings. This population has suffered in an extreme way for a long time and for several years now they have felt the violence worsening to impossible dimensions, while the authorities and the police ignore their situation and neglect them as if they were the "backyard" of Haifa, that no one is interested in their safety and security and certainly not in the quality of their lives!
4. The level of police presence in Bat Galim is almost zero and is not noticeable at all. The municipality also does not assign inspectors to the beach and promenade in the neighborhood. The result is: abandoning the residents to the mercy of the rioters for everything and anything. The feeling that there is no law and order in the streets and promenade of Bat Galim, starting from noon until the early hours of the morning.

Kiryat Haim Beach:

Although the committee did not tour Kiryat Haim beach this time, it did hear a description of the situation from the municipal officials who operate the beach. From the above description it appears that the picture is no different at Kiryat Haim Beach than what is happening at Carmel Beach and it is even more serious and reminiscent of the situation in the Bat Galim neighborhood!
While in the other Kiryats the beach is fenced off and inspections are carried out on those who enter, on the Kiryat Haim beach the place is hacked and unfenced, there are no security cameras and there is no control over the crowd that comes to the place whose characteristics are similar to that of the other beaches of the city. This is enough to divert negative factors en masse to the Kiryat Haim beach, where the beach is broken in all directions.
The problems are the same problems as described above, in all their severity! The police presence is simply non-existent, according to the municipal authorities and residents who are suffering from the increasing wave of bullying by gangs of young people and criminal gangs.

In conclusion:

All the members of the committee were aware that this is an intolerable and unimaginable situation and must not be put up with, the government systems must recognize the existence of the problem and their responsibility to act resolutely to eradicate bullying and violence in all parts of the city including the beaches, promenades and all other places of recreation, without exception. We expect that the law and government authorities, especially the police and the municipality, will keep away from these areas those who riot and behave violently, will prohibit the drinking of alcohol in public, and will prevent the introduction of alcohol and weapons of any kind into these recreation areas. It is necessary to prohibit the use of barbecues after 23:00 p.m., to prevent the playing of music and the creation of noise near the residences, to prevent the rampage of vehicles in the nearby streets and to give peaceful and normative residents that their lives, property and safety are not abandoned and that the maintenance of public order is a candle to the feet of the decision makers in the police and the municipality at all hours of the day!
In our opinion, this is not a decree of fate and it is certainly possible to deal with the phenomenon without effort and idleness even within the framework of the existing budgets, and if it is necessary to increase them, there is no escape from doing so as required! It's just a question of a decision by both the Haifa police and the municipal administration, and they are the ones who will bear responsibility for all the results that leaving the status quo will lead to and are already evident on the ground!
