Summary: A franchisee who undertook to operate the beach for the benefit of surfing, did not meet many of his contractual obligations, violated the law in several gross ways, is in debt to the municipality and exploits an area designated for water sports for his own personal benefit/whim and against the law and court rulings.
On the other hand, the municipality stands and deals with the issue lazily and with a soft hand and a flagrant condescension.
So it is true that this remote beach is important mainly for the surfers who use it, but in my opinion it is also important for every resident of Haifa and citizen of the State of Israel.
Already, too many beaches in this country are being exploited by private hands that line their pockets at the expense of the public, and do not really provide any real service, and at the same time violate the rule of law in the country.
